CC - Item 7C - Request to Review Traffic Conditions at Ramona Boulevard and Walnut GroveROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL _ -/ FROM: JEFF ALLRED, CITY MANAGERL�`�;w TAd�'C°' DATE: OCTOBER 26, 2010 SUBJECT: REQUEST TO REVIEW TRAFFIC CONDITIONS AT RAMONA BOULEVARD AND WALNUT GROVE AVENUE SUMMARY The Traffic Commission reviewed a request to review traffic conditions at Ramona Blvd. approaching Walnut Grove Avenue. A resident in this area expressed concerns that vehicles drive too fast around the turns at this location, causing unsafe conditions for nearby residents. After visiting the site, it was recommended that traffic calming improvements (raised traffic separators, signage, and street markings) be added to help improve safety concerns. Based on these observations, the Traffic Commission approved the recommendation and asked that additional signage and raised reflective pavement markers be installed. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation and authorize staff to install traffic calming improvements along Ramona Boulevard just east of Walnut Grove Avenue. DISCUSSION City staff received a letter request from a resident at 8603 Ramona Blvd. to review traffic conditions in the vicinity of Ramona Blvd. and Walnut Grove Ave. The resident's letter indicated that the street width, coupled with vehicle speeds in the area provide for unsafe conditions for both residents and pedestrians. The resident further maintains that the addition of traffic calming devices will reduce vehicle speeds and improve vehicle and pedestrian safety. Ramona Boulevard is approximately 40 feet wide in between Walnut Grove Avenue and Burton Avenue. The roadway provides for 1 lane of travel in each direction and is separated by a double yellow centerline street marking and raised pavement reflectors. In this area there is a road curve and vehicles are able to head westbound toward Walnut Grove Avenue. On- street parking along Ramona Boulevard is generally open for eastbound lanes (except for street sweeping restrictions) and is restricted on MM N®. % APPROVED FOR CITY COUNCIL AGENDA: 554�p City Council Meeting October 26, 2010 Pace 2 of 2 westbound lanes due to lane width limitations. The posted speed limit on Ramona Blvd. is 30 mph. During field observations, staff observed that vehicles tend to cut across traffic lanes, causing an unsafe condition for residents. Based on these observations, staff recommends the installation of traffic calming devices to improve neighborhood traffic safety and reduce vehicle speeds. The Traffic Commission concurred with staffs recommendations. If approved staff will proceed with the following street marking improvements: • The installation of raised traffic separators on the road curve along Ramona Boulevard. Traffic separators help create the appearance of a narrowing roadway and have been successfully implemented in several areas of the City. • The installation of additional road curve warning signs. Warning signs help to give drivers an advanced notice of upcoming road features. • The installation of "Watch for Stopped Vehicles" signs. These warning signs also help to provide advance notice of road features. • Increased speed enforcement in this neighborhood. These devices are depicted in Attachment 5 and have been successfully installed in other road curve areas of the City. I live at 8603 Ramona Blvd at the comer with Walnut Grove. There are 2 other units in the lot with a total of 5 children under 8 years of age. As I am sure you are well aware the trafic situation in front of our property is a "time bomb" ready to cause a regretable tragic accident that can be prevented. The trafic coming on Ramona to intersect Walnut Grove turns the curve at 30 -40 miles per hour. Most of the times there are vehicles awaiting their turn to proceed, causing a line that the traffic behind don't see until they are on top of it an come to a screeching halt! Yes, there is a 15 MPH sign posted a block before, but it is not obeyed. The neighbors and my family kindly request that another 15 MPH sign be placed right at the sharp curb and a BUMP be placed right before the curb. I am sure the cost is much lower than a potential tragic accident and liabillity to the City would cost.. Let's avoid an accident!
