T AflnJ DATE: OCTOBER 26, 2010 �� SUBJECT: ACCESS TO 9013 AND 9021 VALLEY BOULEVARD SUMMARY The Traffic Commission reviewed a request to review traffic conditions and access at 9013 -9021 Valley Boulevard. Businesses in this area are concerned that left turn access to this location impacts traffic flow and safety on Valley Boulevard. In addition, vehicles use the center divider area as an extension of the westbound left turn pocket at Valley and Rosemead Boulevard (to southbound lanes), causing additional access difficulties. After visiting the site, it was recommended that "Keep Clear' pavement markings with limit lines in the westbound travel lanes be installed at the east driveway of 9021 Valley Boulevard. Based on these observations, the Traffic Commission approved the recommendation to install "Keep Clear' markings. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation and authorize staff to install "Keep Clear' pavement markings with limit lines in the westbound travel lanes at the east driveway of 9021 Valley Boulevard. DISCUSSION City staff received a request from businesses adjacent to 9013 -9021 Valley Boulevard to install "Keep Clear' pavement markings along Valley Boulevard. The businesses maintained that vehicles waiting to make the westbound left turn to southbound lanes on Rosemead Blvd. routinely utilize the center divider area as an extension of the turn pocket. This results in vehicles queuing back into the two -way left turn area and blocking access into and out of 9013 -9021 Valley Blvd (Carl's Jr. and DiPilla's parking lot). Valley Boulevard is approximately 76 feet wide with two traffic lanes for both east and westbound traffic. Opposing lanes of traffic are separated by a two -way left turn lane. Parking is prohibited on north and south sides of Valley Blvd. to accommodate turn lanes. The posted speed limit on Valley Blvd. is 35 mph. The intersection and signal timing is under the jurisdiction of Caltrans. Field observations were made in the vicinity of 9013 -9021 Valley Blvd. in early afternoon and late afternoon hours during a regular weekday. Traffic congestion was heavy at both times. It was observed that a high volume of vehicles make the westbound left turn to southbound Rosemead Blvd., with traffic queuing back in the two - way left turn lane area. This queue of vehicles often blocks access to 9013 and 9021 Valley Blvd (Carl's Jr. and DiPilla's parking lot). It was further observed that vehicles heading eastbound on Valley Blvd. turn into the parking lot at 9013 -9021 Valley Blvd. Some vehicles were forced to wait in the eastbound number one lane because the two -way left turn lane was filled with westbound left turn vehicles. The left turning vehicles attempting to access this location were able to turn after westbound vehicles cleared the lane. Traffic congestion also appeared to be higher than typical peak travel traffic. This could be due to recent Interstate 10 on -ramp freeway construction work at Temple City Blvd. and Rosemead Blvd. In order to improve vehicle access and improve safety for left turning vehicles, it is recommended that "Keep Clear" pavement markings be added in westbound travel lanes with limit lines at the driveway adjacent to 9013 Valley Blvd. These markings will help provide a gap to allow left turning vehicles to enter this location.
