ROSEMEAD TRAFFIC COMMISSION MEETING
October 7, 2010
The Regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman
Russell at 7:02 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

2. CONSENT CALENDAR
Item A, (September 2, 2010 minutes) were removed from the consent calendar for minor
corrections and Item B (Access to 9013 and 9021 Valley Blvd.) was approved.
After reviewing minor corrections to Item A, Commissioner Masuda made a motion, seconded by
Vice Chairman Lewin to approve the minutes of the September 2, 2010 Traffic Commission
Meeting. Votes resulted in:
Yes: Masuda, Lewin, Wong, Russell, Hall
No: None
Abstain: None
Absent: None
3. OLD BUSINESS
A. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM — TOOLBOX, PETETION,
AND FLOWCHART
Staff gave the Traffic Commissioners a briefing on the corrections that were made to the petition
and flowchart that were suggested at a previous commission meeting.
Commissioner Masuda would like for staff to indicate that only one signature is required on the
petition per each address, it being the owner's signature or the tenants.
Vice Chairman Lewin discussed the installation criteria for installing toolbox items and clarified
neighborhood petitioning requirements.

Chair Russell suggested that the application criteria (including toolbox items, neighborhood petition
amounts) be moved up to the front of the Neighborhood Traffic Management packet. Other
Commissioners expressed agreement with this suggestion and also suggested that the entire
packet be made available on the City's website.
Vice Chair Lewin made a motion, seconded by Commissioner Hall to approve the Neighborhood
Traffic Management Program packet with discussed changes. Votes resulted in:

4. STAFF REPORTS
Staff gave the Traffic Commissioners a briefing on updates and upcoming projects in the City. They
were also given a list of agenda items that will be on future meetings.
5. COMMISSIONER REPORTS
Commissioner Wong asked for an update on the safety concerns along Walnut Grove Avenue and
Ramona.
Commissioner Hall would like for staff to put bicycle safety on the agenda.
Vice Chairman Lewin likes the way the Safe Route to School Project turned out and told staff that
they did a good job.
Chairwoman Russell informed staff that there was a beacon out on Rush Street.
Commissioner Hall informed staff that the delineators installed on Marshall Street in front of the
Good Year aren't as effective that they should be because people are starting to do U -turn to get to
Denny's and Good Year.
Vice Chairman Lewin asked that when the installation of the two left turning and thru traffic lanes
on Marshall Street are scheduled, if staff can get traffic counts to see if it's being more effective.
6. ADJOURNMENT
The meeting adjourned at 7:50 p.m. The next Traffic Commission meeting is scheduled for
November 4, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council
Chambers, 8838 East Valley Boulevard.
