Attached for your consideration is, information regarding the National League of Cities
2010 Annual Congress of Cities & Expo Conference.
Staff Recommendation
Staff recommends that the City Council authorize the attendance at City expense, any
Council Member and /or staff designee.
ANALYSIS
Conference sessions will include: Transportation; Water Infrastructure; Solar Energy
Projects; Transportation Financing; Immigration Reform; Public Safety; Education
Reform; Telecommunications; and the Economy.
FINANCIAL REVIEW

Water infrastructure needs continue to challenge cities across the country; a growing focus on sustainable
practices holds promise for stormwater management. After completing the workshop, attendees will be able to

advantage of the natural environment and reduce stress on traditional systems.

companies to developing existing local businesses. This economic development concept, commonly referred to as

With several rounds of American Recovery and Reinvestment Act funding having gone out for broadband
investment, broadband isn't the wave of the future for cities: it's the here and now. Presenters will instruct
attendees on what is happening at the various levels of government to bring broadband into communities and
how city leaders are taking things into their own hands to promote economic development and ensure access for
all.

Cities can demonstrate environmental leadership by supporting the development of a local solar market. They
can install solar energy systems on public buildings and provide support for residents, businesses and non - profits
to do the same. This session will focus on how public sector photo voltaic installations are being financed by
cities across the country and will identify strategies cities can use to enable solar power throughout their
communities. Attendees will increase their knowledge about specific financing tools and approaches including tax
credits, bonds, PPA's and solar leases as well as examples of successful solar programs.

The Global Economy: Why You Need to Care and What You Can Do about It

Increased global economic activity in cities and regions has been touted as the-country's pathway out of the
current recession and integral to long -term economic competitiveness in the 21st century. Some cities have
taken an active role in expanding trade opportunities for local businesses and increasing foreign investment.

overcome steep political barriers and to reorient their economic strategies. Learn how to provide leadership and

Pathways Out of Poverty: Building Bridges to the Middle Class

Cities and towns continue to struggle with the aftermath of the recession and its impact on local residents. In
fact, 2009 Census figures are expected to show a significant increase in the poverty rate, with 1 in 7 people in
poverty last year. This interactive workshop will highlight work being done around the country to help these
families move out of poverty and into the middle class. Speakers will report on city efforts to provide training and
job placement in growth industries such as green jobs, local initiatives to help families build and protect their
financial assets and comprehensive social inclusion plans to put residents back on the path to financial security.

Practical Strategies to Attract and Retain Economic Investment

In order to better position your community to expand industry, private investment, a sustainable tax base and
high quality good - paying jobs, it is critical to have a realistic understanding of your economic strengths and
weaknesses, as well as your community's capacity to meet economic goals. During this workshop, participants
will engage with a self- assessment tool to evaluate and interpret their jurisdiction's characteristics and processes
that are directly linked to the factors affecting local investment.

Participants will come away with an understanding of how to create a "welcoming environment" and promote
understanding of cultural traditions and patterns of immigrants and how to foster communication in order to help
to resolve tensions and division between different groups of people in the community. Moderators will introduce
ideas from a documentary about the City of Shelbyville, Tennessee's efforts. Attendees will have an opportunity
to debrief and share their thoughts and concerns. Copies of an immigrant integration discussion guide will be
distributed for attendees to take home to their cities.
Workshop
Speed Learning: Vital Issues for Cities
10:30 a.m. — Noon
By participating in a series of short, but intensive round -table discussions, attendees can expect to identify new
connections with other municipal leaders working on issues of interest to them and expand their understanding
of the current state of thinking on their chosen topics. Seating areas through -out the room will be labeled with
municipal challenges and topics. The topics, focusing on the issues about which attendees are eager to gain
ideas, find tools and hear examples, were identified with the help of the conference attendees themselves.
Participants will engage in timed, facilitated discussions on these topics with other local leaders and content
experts. After 20 minutes, the workshop facilitator will call for participants to move to a new section and topic.
