CC - Item 7F - Encinita Avenue - Installation of Marked Parallel Parking "TS"ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: NOVEMBER 23, 2010 SUBJECT: ENCINITA AVENUE — INSTALLATION OF MARKED PARALLEL PARKING "T'S" SUMMARY The Traffic Commission reviewed a request to review parking conditions along Encinita Avenue north of Mission Drive and south of Lower Azusa Road. Residents in this area have indicated that patrons of Rosemead Park use on- street parking along Encinita Avenue and that large gaps in between vehicles limit available on- street parking. After visiting the site, it was recommended that marked parallel parking spots (Parking "T's ") be installed along the west side of Encinita Avenue to better delineate parking spaces. Based on these observations, the Traffic Commission approved the recommendation to install marked Parking "T's" along the west side of Encinita Avenue. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation and authorize staff to install marked parallel Parking "T's" along the west side of Encinita Avenue. DISCUSSION After the completion of traffic safety enhancements adjacent to Rosemead Park, Rosemead High School, and Encinita Elementary School, residents asked staff to evaluate parking conditions along Encinita Avenue, just adjacent to Rosemead Park. The residents in this area maintain that during peak use times, parking spills over to the east side of Encinita Avenue. This spillover parking limits available spaces for residential properties on the east side of the street. Residents felt that marked parking spaces would help to better delineate parking and help reduce spillover parking. Encinita Avenue is a 40 foot wide roadway between Mission Drive and Lower Azusa Road. On- street parking is generally open on both sides of the street with the exception of street sweeping parking restrictions and some designated no parking areas. Encinita is stop controlled at Rio Dell Street and there are yellow ladder striped in- pavement flashing crosswalks at Rose Street and Pitkin Street. The fronting uses include a park on the west side and residential units on the east side. There is also a parking lot for ITEM NO. After conducting field observations, staff found that parking on Encinita Avenue is in high demand during weekday morning and late afternoon hours. It was also noticed that some vehicles park with large gaps in between other adjacent vehicles, limiting the total number of vehicles that can park on the west side of the street. The addition of marked parallel Parking "T's" should help to address gaps between vehicles and ensure that vehicles will be evenly spaced. The installation of marked spaces will not reduce the number of existing parking spaces on Encinita Avenue. Based on these observations. the Traffic Commission concurred with staffs recommendations. Maung Myo also asked for clarification on where the red curb is proposed to be installed and expressed concerns with cars speeding down Loftus Drive after dropping off /picking up kids from school. Vice Chairman Lewin suggested to Mr. Myo that this would be a good candidate for the Neighborhood Traffic Management Program and that he should submit a request. Staff also made the Commissioners aware that in order for these improvements to be made, plans will need to be reviewed and approved by Caltrans Commissioner Wong recommends marking "Keep Clear" at the intersections from the side streets going onto Lower Azusa to provide vehicle access. He further commented that the addition of a new lane will help clear heavy traffic during peak travel times. Commissioner Masuda discussed the lane transition that would need to take place in order to accommodate an additional designated right -turn lane. Staff clarified that a gradual lane tapering will begin at approximately Darlo and Lower Azusa. Rosemead Traffic Commission Meeting Minutes of November 4, 2010 Page 2 of 4 Vice Chairman Lewin recommended reducing the eastbound lanes to one for the duration of the turn lane and then will transition back to two lanes going eastbound. Staff discussed the lane width requirements set forth in the Highway Design Manual for turn lanes. These criteria could affect the proposed design for creating a designated right -turn lane at this location. Since this intersection is under the jurisdiction of Caltrans, it is possible that some modifications will be made by Caltrans' plan check engineers. If Caltrans requests some changes, there is a possibility that further revisions will be made to the initial design (this could include lane tapering, the elimination of some lanes, striping, and signal modifications). He further asked that staff notify residents in the area that red curbing adjacent to fire hydrants is required by law. Vice Chairman Lewin would like for staff to possibly have more general enforcement around school areas. Mr. Lewin also asked if external markings can be included as part of the Safe Route to School Project for Bitely School. 6. ADJOURNMENT The meeting adjourned at 8:40 p.m. The next Traffic Commission meeting is scheduled for December 2, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
