SUBJECT: REQUEST FOR RED CURB ADJACENT TO 8747 LOFTUS DRIVE AND
3625 DUBONET AVENUE
SUMMARY
The Traffic Commission reviewed a request to review traffic conditions along the road
curve at the intersection of Loftus Drive and Dubonet Avenue. Several residents in the
neighborhood indicated that cars parked at this location, coupled with the road curve,
create an unsafe driving condition. They are requesting the installation of red curb to
improve visibility. After visiting the site, it was recommended that red curbing be
installed in between 8747 Loftus Drive and 3625 Dubonet Avenue to improve visibility
concerns. Based on these observations, the Traffic Commission approved the
recommendation to install red curbing and asked that additional red curbing be installed
adjacent to 3600 Dubonet Avenue.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation and authorize staff to install approximately 15 feet of red curbing
adjacent to 8747 Loftus Drive and approximately 15 feet of red curbing adjacent to
3600 Dubonet Avenue.
City staff received a request from residents to install red curbing adjacent to the road
curve transition in the vicinity of Dubonet Avenue and Loftus Drive. They maintain that
visibility concerns, coupled with existing on- street parking provide for unsafe conditions
for both residents and pedestrians in the area. Attachment 2 includes a neighborhood
overview and pictures showing the existing road curve conditions.
Dubonet Avenue is approximately 40 feet wide between Marshall Street and Loftus
Drive and provides for 1 lane of travel in each direction. At Loftus Drive, there is a road
curve and vehicles are able to head westbound toward Bartlett Avenue. On- street
parking along Dubonet is generally open except for street sweeping restrictions. The
speed limit on this street is 25 mph.

During field observations, staff observed that due to on- street parking along the west
side of Dubonet Avenue, vehicles heading southbound are forced to take a wider
approach to transition to Loftus. On- street parking at this location further diminishes the
view of oncoming traffic from Loftus Drive. The installation of red curbing in between
8747 Loftus and 3625 Dubonet should help improve these visibility problems.
Further, in reviewing this item the Commission asked that additional red curbing be
installed across the street at 3600 Loftus Drive. Doing so will also prevent possible
vehicle conflicts on the street and improve visibility constraints. The proposed red curb
locations are depicted in Attachment 3.
FINANCIAL REVIEW
Funding for this work is included in the Fiscal Year 2010 -11 operations and
maintenance budget.

ANALYSIS
Dubonet Avenue is approximately 40 feet wide between Marshall Street and Loftus Drive

Recently, residents in this area expressed concerns regarding unsafe driving conditions at
the road curve at Dubonet and Loftus. They maintain that visibility concerns, coupled with
existing on- street parking provide for unsafe conditions for both residents and pedestrians
in the area. Attachments 1 and 2 include a neighborhood overview and pictures showing
the existing road curve conditions.
During field observations, staff observed that when vehicles are parked along the west side
of Dubonet at Loftus, vehicles heading southbound on Dubonet are forced to take a wider
approach to transition to Loftus. This creates a potentially unsafe driving condition for
vehicles in this area. As a result, the request was made to install red curb at this location.
Photograph of the existing parking conditions and a drawing of proposed improvements are
included in your packet for further review. In addition, staff hand delivered notification
postcards to residents along Dubonet Avenue and Loftus Drive informing them of the
proposed improvements.

Item A, (October 7, 2010 minutes) were deferred to next months meeting for further review.
On Item B (Request for Red Curb at 8747 Loftus Drive) Sarin Laing asked for clarification on where
the red curb is going to be installed.
Maung Myo also asked for clarification on where the red curb is proposed to be installed and
expressed concerns with cars speeding down Loftus Drive after dropping off /picking up kids from
school.
Vice Chairman Lewin suggested to Mr. Myo that this would be a good candidate for the
Neighborhood Traffic Management Program and that he should submit a request.
Staff clarified that the proposed red curbing would be mstalled�in between the residences at 8747
Loftus Drive and 3625 Dubonet Ave. /;'.'
Sharon Esquivel asked if staff can look into paining `red'in front of therMe hydrant at approximately

A. LOWER AZUSA ROADIROSEMEAD BOULEVARD — WESTBOUND RIGHT TURN
Staff provided the fiaffic Commissioners a briefing on what steps have been taken so far to
a
improve traffic flow and :al4 so provided recommendations on other improvements at this
intersection. Staff also mane the Commissioners aware that in order for these improvements to be
made, plans will need to be reviewed and approved by Caltrans
Commissioner Wong recommends marking "Keep Clear' at the intersections from the side streets
going onto Lower Azusa to provide vehicle access. He further commented that the addition of a
new lane will help clear heavy traffic during peak travel times.
Commissioner Masuda discussed the lane transition that would need to take place in order to
accommodate an additional designated right -turn lane.
Staff clarified that a gradual lane tapering will begin at approximately Darlo and Lower Azusa.

Vice Chairman Lewin recommended reducing the eastbound lanes to one for the duration of the
turn lane and then will transition back to two lanes going eastbound.
Staff discussed the lane width requirements set forth in the Highway Design Manual for turn lanes.
These criteria could affect the proposed design for creating a designated right -turn lane at this
location. Since this intersection is under the jurisdiction of Caltrans, it is possible that some
modifications will be made by Caltrans' plan check engineers. If Caltrans requests some changes,
there is a possibility that further revisions will be made to the initial design (this could include lane
tapering, the elimination of some lanes, striping, and signal modifications).

Commissioner Masuda clarified his opposition to the red curb painting item earlier on the agenda.
He further asked that staff notify residents in the area that red curbing adjacent to fire hydrants is
required by law.
Vice Chairman Lewin would like for staff to possibly have more general enforcement around school
areas. Mr. Lewin also asked if external markings can be included as part of the Safe Route to
School Project for Bitely School.

The meeting adjourned at 8:40 p.m. The next Traffic Commission meeting is scheduled for
December 2, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council
Chambers, 8838 East Valley Boulevard.
