RE: 8855 Valley Boulevard — Universal Bank
Revised Building Paint Colors
On October 25, 2005, the Rosemead City Council approved Design Review 03 -110 for exterior
fagade renovations, in addition to landscaping and parking lot improvements, for Universal Bank
located at 8855 Valley Boulevard. The original development plan included proposed exterior paint
colors consisting of yellow and brown tones.
Over the last year several concerns have been brought to the City's attention regarding the
brightness of the paint colors that have been applied to the building. Due to these concerns, staff
has been working with the property owner to select an alternative building color scheme that will
provide an aesthetically pleasing view from Valley Boulevard and Ivar Avenue.
On November 1, 2010, the Commission reviewed two color scheme proposals that were submitted
by the property owner. However, the Commission did not select either of the proposals. They
directed staff to work with the property owner on selecting earth tone colors that were comparable
to paint pallets used on the McDonalds building, located at 8548 Valley Boulevard, and the Bank of
the West building, located at 9000 Valley Boulevard.
New paint color schemes have been submitted (Attachment A). Staff would like the Planning
Commission to review and comment on these proposed colors. If a proposal is selected, Planning
Division staff will require the property owner to test the paint colors on a small portion of the
building for final review prior to repainting the entire building.
