TC - Minutes 09-02-10Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING September 2, 2010 The Regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:03 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Vice Chairman Lewin INVOCATION: Commissioner Hall PRESENT: Chairwoman Russell, Vice Chairman Lewin, Commissioner Masuda, Commissioner Hall, Commissioner Wong ABSENT: None STAFF PRESENT: Public Works Director Marcarello, Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE None 2. CONSENT CALENDAR A. August 12, 2010 Minutes This item was removed from the consent calendar for minor corrections. Vice Chairman Lewin made a motion, seconded by Commissioner Masuda to approve the minutes of the August 12, 2010 Traffic Commission Meeting and include the minor corrections. Votes resulted in: Yes: Lewin, Masuda, Wong, Russell, Hall No: None Abstain: None Absent: None 3. NEW BUSINESS A. GUIDELINES RELATED TO THE INSTALLATION OF PROTECTED /PERMISSIVE LEFT TURN PHASE Staff provided an overview on Protected /Permissive Left Turn Phasing and research on other nearby city policies /guidelines. Further discussion also included estimated costs, budget constraints, and how intersections would be prioritized in the City. Vice Chairman Lewin discussed traffic signals and requested that the following language be reflected in the minutes verbatim, "MUTCD 4C.01 the satisfaction of a traffic signal warrant or warrants shall not in itself require the installation of a traffic control signal ". Verbatim minutes end. Mr. Lewin did not agree with the proposed policy's wording that reads "when a fully Rosemead Traffic Commission Meeting Minutes of September 2, 2010 Page 1 of 3 protected phasing is not warranted ". He believes that this language will prevent the City from modifying most signalized intersections and he does support collision restrictions. He also asked about traffic counts for key intersections. Commissioner Masuda asked for some clarification on some of the guidelines that were discussed. Staff clarified the guidelines to the Commissioners and noted that intersection counts are being taken. This information will be provided to the Commission at a later date and will help determine the intersections that are modified to protected /permissive. Vice Chairman Lewin requested that the guidelines be rephrased so that they read (added language underlined) "When the collision warrant of the fully protected left turn phasing is not warranted, the use of protected /permissive phasing operation may be considered based on the following criteria." Commissioner Wong clarified that pedestrian safety needs to factored in prior to making modifications to signalized intersections. Commissioner Hall concurred with Commissioner Wong's comments. Vice Chairman Lewin motioned, seconded by Commissioner Masuda to approve the revised Protected /Permissive and Permissive /Protected Left Turn Warrant criteria to change the opening phrase to "When the collision warrant for fully protected left turn phasing is not warranted, the use of protected permissive phasing operation may be considered based on the following criteria ". Votes resulted in: Yes: Lewin, Masuda, Wong No: Russell, Hall Abstain: None Absent: None 9wit/T922 #00131K Staff gave the Traffic Commissioners a briefing on current and upcoming projects /events in the City. 5. COMMISSIONER REPORTS Commissioner Wong would like for staff to look into installing a designated right turn lane and signal on Lower Azusa going west onto Rosemead Blvd. Commissioner Hall concurred with Commissioner Wong's suggestion. Mrs. Hall also thanked staff for installing signage on San Gabriel Blvd. Vice Chairman Lewin wanted to thank staff for installing a new stop sign on Ralph St. and Ellis. Mr. Lewin discussed the possibility of adding a protected /permissive signal on Mission Dr. and Rosemead Blvd. He explained that at this location, it would be worthwhile to consider programming a fully protected turn during school hours and a protected /permissive turn during non - school hours. She explained that the lights are difficult to see during sunsetHwilight hours due to the sun setting along the horizon. She also asked that staff look at speed feedback sign and make sure it is operating properly. 6. ADJOURNMENT The meeting adjourned at 8:05 p.m. The next Traffic Commission meeting is scheduled for October 7, 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
