TC - Minutes 08-12-10Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION ADJOURNED MEETING August 12, 2010 The Regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:04 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Chairwoman Russell INVOCATION: Vice Chairman Lewin PRESENT: Chairwoman Russell, Vice Chairman Lewin, Commissioner Masuda, Commissioner Hall, Commissioner Wong ABSENT: None STAFF PRESENT: Public Works Director Marcarello, Traffic Consultant Itagaki, Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE None 2. CONSENT CALENDAR Item A (July 8, 2010 minutes) and Item B (Neighborhood Traffic Management Program- Process and Flowchart) were removed from minor corrections. A. July 8, 2010 Minutes Vice Chairman Lewin made a motion, seconded by Commissioner Wong to approve the minutes of the July 8, 2010 Traffic Commission Meeting and include the minor corrections. Votes resulted in: Yes: Lewin, Wong, Russell, Masuda, Hall No: None Abstain: None Absent: None B. Neighborhood Traffic Management Program Commissioners made comments on the proposed process and flowchart for traffic management program requests. After further discussion, the Commission decided to make the following changes: • Grammatical and content changes to the proposed property owner notification letter and request form. • Add multiple languages to the reverse side of the petition form (providing an explanation of the traffic management program and why a petition is being circulated). • Increase size of the petition form to 8.5" by 14 ". Rosemead Traffic Commission Meeting Minutes of August 12, 2010 Page 1 of 3 • Content changes to make the policy consistent with the draft flowchart. • Add a tracking number for each traffic request that will allow a resident to check on the status of any potential improvements. • Commissioners discussed staff report formats showing levels of support among home owners /renters. Vice Chairman Lewin made a motion, seconded by Commissioner Hall to approve for staff to' make revisions and corrections to the Neighborhood Traffic Management Program - Process and Flowchart and to bring it back at a future meeting for final approval. Votes resulted in: Yes: Lewin, Hall, Russell, Masuda, Wong No: None Abstain: None Absent: None 3. NEW BUSINESS A. REQUEST TO REVIEW TRAFFIC CONDITIONS AT RAMONA BOULEVARD AND WALNUT GROVE Rafael Morgutia, Rosemead resident at 8603 Ramona Blvd., expressed concerns with vehicles speeding along that Ramona Blvd. He has witnessed two close encounters involving kids almost getting hit by speeding vehicles in separate occasions and has witnessed several fender benders. He would like see if the Traffic Commission can make improvements in the area of Ramona Blvd at Walnut Grove Avenue. Staff informed the Traffic Commissioners that they met with Mr. Morgutia prior to the meeting and informed him about the development of the Neighborhood Traffic Management Program. The City does not currently have a policy in place to install speed bumps. Staff also provided the Traffic Commissioner with a history of the reported traffic accidents in the last 3 years. Staff suggested installing raised delineators to improve safety until the Neighborhood Traffic Management Program is in place. Commissioner Masuda suggested adding signage that read "Watch for Stopped Vehicles" to make drivers aware that they may be approaching stopped traffic He also suggested installing delineators along the north end of the road curve (closer to the Caltrans storage yard). Chairwoman Russell agreed with the installation raised delineators. She recommends installing them at both ends of the street but asked that be mindful of the residents not to restrict access to driveways and residential properties. Chairman Lewin suggested adding reflective raised pavement markers on east bound Ramona Blvd so inbound traffic can slow down when turning. Commissioner Wong recommended that staff continue to observe this intersection to see if additional improvements can be made to improve safety. Vice Chairman Lewin made a motion, seconded by Commissioner Hall to approve the recommendation of installing raised delineators at both north and south ends and to also include Rosemead Traffic Commission Meeting Minutes of August 12, 2010 Page 2 of 3 raised pavement markers on the white lines and a sign that reads "Watch for Stopped Vehicles" Votes resulted in: Yes: Lewin, Masuda, Russell, Hall, Wong No: None Abstain: None Absent: None 4. STAFF REPORTS Staff gave the Traffic Commissioners a briefing on current and upcoming projects in the City. The Commissioners were also briefed about the Transportation Working Group and were informed that they would like to have one Traffic Commissioner to be part of this group. Commissioner Hall volunteered to be the representative for the Traffic Commission. 5. COMMISSIONER REPORTS Commissioner Hall would like for staff to check with Caltrans to see if they could get two left turn lanes along Rosemead Blvd adjacent to the Target/Rosemead Place Shopping Center. Vice Chairman Lewin received a request to see if staff can have the shrubs on the southeast and southwest corners of Steele Street and Hart Street trimmed due to safety and visibility issues. Mr. Lewin also suggested for staff to see if they can have the contractor installing the handicap ramps not to close all four corners at the same time due to safety concerns. Commissioner Masuda asked staff if they can look at the sign that was currently installed exiting the northwest driveway of the shopping center to be changed due to clarification. Chairwoman Russell would like to see if staff can have "KEEP CLEAR" painted in front of the fire station on San Gabriel Blvd so cars can't block the driveway. Mrs. Russell would also like for staff to check on the signal timing off of Marshall Street and Walnut Grove Ave. 6.
