PLANNING COMMISSION REGULAR MEETING
MINUTES
May 19, 2008
CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to
order by Vice - Chairman Kunioka at 7:00 p.m. in Room 8 of Rosemead Community Recreation Center
at 3936 N. Muscatel Avenue, Rosemead.
Vice - Chairman Kunioka led the Pledge of Allegiance.
Commissioner Bevington delivered the invocation.
ROLL CALL:
PRESENT: Commissioners Bevington, Vuu, and Vice- Chairman Kunioka
ABSENT: Commissioner Cam, Chairman Lopez
EX OFFICIO: Everling, Gonzalez, Lockwood, Trinh and Yin
1. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS:
Attorney Yin explained the public hearing process and the right to appeal Planning
Commission decisions to the City Council.
2. PUBLIC COMMENTS
Vice - Chairman Kunioka asked if anyone would like to speak on any items not on the agenda,
to step forward.
Mr. Jim Flournoy, residing at 8655 Landis View, a resident, Delta Avenue residents are
concerned about the progress of the annual review of the Walmart. They are not seeing any
progress and would like to get the word out a little more on the item of the sight of the roof.
This effects about 7 houses in a major way and '/z dozen in a minor way. They would like
Matt Everling to send Planners George Agaba and Sheri Bermejo to go and meet with Delta
Avenue residents and just listen to them. Make a list and wrap up some items. This is a
heads up from the Delta residents.
CONSENT CALENDAR — These items are considered to be routine actions that may be
considered in one motion by the Planning Commission. Any interested party may request an
item from the consent calendar to be discussed separately.

Vice - Chairman Kunioka asked for a motion for approval of the other items on the Consent
Calendar.
MOTION BY COMMISSIONER BEVINGTON, SECONDED BY COMMISSIONER VUU, TO
WAIVE FURTHER READING AND ADOPT CONSENT CALENDAR.
Vote results:
YES: BEVINGTON, KUNIOKA, AND VUU
NO: NONE
ABSENT: CAM, LOPEZ
ABSTAIN: NONE
Vice - Chairman Kunioka declared said motion duly carried and so ordered.
4. PUBLIC HEARINGS
A. Conditional Use Permit 08 -03 — 8306 Garvey Avenue
Presentation: Assistant Planner Trinh
Staff Recommendation: Approve, subject to conditions, for six (6) months
and ADOPT Resolution 08 -14.
Assistant Planner Trinh made her presentation and then stated the applicant was present and
asked the Commissioners if they had any questions.
Vice - Chairman Kunioka asked if there were any questions from the Commissioners to staff,
there were none so he invited the Verizon Wireless Representative Florina Flores to add any
comments.
Verizon Wireless Representative, Florina Flores, 9 Surf Drive, Newport Beach, stated she is
here for the 8306 Garvey Project and she would be glad to answer any questions.
Commissioner Bevington asked a question of start up generators. Is there an emergency
generator? He did not see that in the Staff Report. Did not see any electrical power to the
site, he would like to see that added to the conditions.
Planner Matt Everling asked did he mean start up generators?
Commissioner Bevington replied yes. Did that prohibit all emergency generators? There will
always be emergencies. They were slow in doing what they needed to do.
Verizon Representative, Florina Flores replied this being a Edison Tower having a electrical
drop prior to any construction being started there will be plenty of electric going to slab. Being
led underground, Edison has very strict standards when it comes to doing anything with their
Transmission Towers. She is very familiar with the project Commissioner Bevington is
referring too.

Commissioner Bevington chuckled and stated he would like to talk to Verizon Representative
after the meeting.
Vice - Chairman Kunioka asked if there were no objections to the conditions of this start up
generator?
Verizon Wireless Representative Florina Flores said no. There should be no problems on
Edison property dealing with start up generators.
Vice - Chairman Kunioka opened the public hearing to those IN FAVOR of this application:
Mr. Flournoy, residing at 8655 Landis View, is in favor of unmanned towers experiences he
has concerns on why there is only one microwave dish. Don't we have more than one other
power that we would like to be direct to?
Verizon Representative, Florina Flores, replied we go from one to another.
Jim Flournoy questioned what about the other wire.
Florina Flores, replied that one might actually have one that leads to the proposed one. So it
wouldn't actually need one.
Jim Flournoy asked of the wiring of this tower.
Florina Flores, replied no, this one is an actual transmission tower.
Jim Flournoy asked if this tower has 6 wires or 3 wires?
Florina Flores replied are you discussing about the coaxil cables?
Commissioner Bevington said no he is talking about power cables.
Jim Flournoy questioned some towers are half strung. Would like to make sure the stringing
of wires is correct.
Vice - Chairman Kunioka asked are you concerned that animals could be interfering with the
wires and questioned if you could tell by looking at the pictures if there are 6 or 3 wire's?
Florina Flores replied the line questions should actually be directed to Edison.
Commissioner Bevington replied that item is something we can support.
Jim Flournoy has concerns, will there be a spot for emergency generator?
Florina Flores, replied yes there is an area within the compound.
Jim Flournoy asked can we get the generator in there? It will not be stuck in the mud?

Florina Flores replied yes there is enough room within the compound.
Jim Flournoy was also concerned about the name of the unmanned tower. He thought it
should be called unwomen or unpeople. Laughter.
Florina Flores said she filled out the application next time she will put unwoman.
Vice - Chairman Kunioka opened the public hearing to those who wished to OPPOSE the
application:
None.
MOTION BY COMMISSIONER VU, SECONDED BY COMMISSIONER BEVINGTON TO
APPROVE CONDITIONAL USE PERMIT 08 -03.

MATTERS FROM THE CHAIRMAN & COMMISSIONERS
Commissioner Bevington announced that he will be moving to Arcadia and that he will be
submitting his resignation effective as tomorrow. He stated he has enjoyed his time here.
This was a good Commission with good staff reports, and wished everyone good luck.
Vice - Chairman Kunioka thanked Commissioner Bevington and told him we would miss him.
There will be a Going Away Party on June 8 th at Rosemead Park by the Pool House at 2:00
p.m. if anyone would like to attend. This is his official farewell. Go by if you want to give
farewells and best wishes.
Commissioner Vuu had a question to Matt on General Plan how is it coming along?
Planner Matt Everling replied that the General Plan has been pushed back a couple of
months. Right now they plan to bring it forward to the Planning Commission in August and
with the recommendation for approval. Hopefully it will go to Council Meeting in September
for final adoption.
Vice - Chairman Kunioka asked about sound wall at Walmart.
Planner Matt Everling replied unfortunately they have not been able to speak with a
representative of Walmart. We are working with Walmart on resolutions to the issue.

Vice - Chairman Kunioka stated that he hopes it is a resolution that leads to action rather than
non action.
Planner Matt Everling replied that we know this is an issue and we will be working on that.
Vice - Chairman Kunioka stated good because it was brought to his attention by the Delta Way
residents. He commented that the complaints of sound were coming from the South.
Planner Matt Everling did not seem to recall anything from the South.
Planner Matt Everling stated that his job was to make sure they were following the approved
conditions.
Vice - Chairman Kunioka stated the transformers issues in the past, is there any safety
mitigation. Make sure nearby residents feel safe.
Planner Matt Everling, stated they are thinking of a wall around it as opposed of placing
underground.
Vice - Chairman Kunioka stated that his total concern to make sure something is offered.
6. MATTERS FROM THE CITY PLANNER AND STAFF
Planner Matt Everling wished to acknowledge that this will be Adalena Gonzalez last meeting
and thanked her for a job well done. The department will miss her and wish her well. He then
introduced Rachel Lockwood as the new Administrative Assistant.
Commissioner Vuu also acknowledged Commissioner Bevington and thanked him on behalf
of all the Staff and Commissioners on an outstanding job. You have always been very
professional. They really are going to miss him.
Commissioner Bevington replied with a Thank You,
Commissioner Vuu addressed Planner Matt Everling with the issue of projects slowing down
for the summer and at the next meeting there might be a discussion on consolidating two
Planning Commission meetings to one per month just for the summer.
Planner Matt Everling replied yes to save everybody's time and effort. There has only been
one project for the public meeting. Last meeting there were no projects. He would like to
have just one meeting during the summer months. Maybe after the General Plan is adopted
and later this year after things pick up we can go back to the normal schedule. Maybe the
meetings can start at 6:00 instead of 7:00 or do you prefer to keep the same time?
Commissioner Vuu and Vice- Chairman Kunioka both replied that 6:00 would be tough let's
keep the meeting time at 7:00 p.m.
Commissioner Vuu asked if there are any other questions and since this item is not on the

Agenda we will let Matt Everling put it on the Agenda for a future meeting. There will be
options for public comments then.
Vice- Chairman Kunioka asked the progress of projects coming over the counter.
Planner Matt Everling stated there are several mixed use projects waiting in the wings for
when the General Plan becomes adopted. The Council is interested in re- designating the
land use on Valley and Garvey. There are a lot of mixed use projects that have been put on
hold that were submitted a while ago but because of the General Plan they have volunteered
to put their projects on hold so they would not have to apply for a General Plan Amendment.
When the General Plan is adopted they wouldmove forward their formal submittals to get
things going.
Vice - Chairman Kunioka stated he was not sure if there was always a slow down during
summer.
Attorney Yin stated members of the community have been asking about projects, especially
about Walmart. He has concerns about how the pubic concerns are not being met. He
realizes a lot of concerns have been met like shopping carts and that the minutes are
published every month. But the word needs to get out.
Planner Matt Everling replied maybe a letter or memo could be sent out to residents.
Vice - Chairman Kunioka stated that this question was brought up by City Council last time.
We have a small population of people that come to the Planning Commission meetings. He
also stated that he was impressed by turnout for Valley Vision. He wasn't quite sure what a
Charrette was? But he appreciates the effort to get to the public.
Planner Matt Everling stated that the turnout was nice and that there were 50 to 60 people.
They had three different issues and three tables each table had a separate issue. There
were 8 to 10 people at each table. As people came in they were given a name tag and table
number. People were split up into different groups to get different feedback and convince
each other of their view points. Each table had its own consultant and facilitator. They had to
double up on the tables because of all the people that came in. They asked one member of
the public at each table to give a synopsis at the end of the meeting of the ideas of the group
that they came up with rather than having the staff do it or someone from the consultants do
we have a member of the public do it. Brian Lewin was one of the speakers. Planner Matt
Everling said it turned out quite well. We have pages of notes from the residents. Matt
Everling also mentioned that next month in June, on the 16 we will have the consultant here
and create a study session for the Planning Commission to present all of the ideas to the
Planning Commission because both the Consultant and Planning Division does not feel
comfortable moving forward to the Council without getting the ideas to the Planning
Commission. We would like to receive your input. Study session will start prior to the
Planning Commission Meeting at 6:00 p.m. and go to 7:00 p.m.
Vice - Chairman Kunioka is hoping meetings may be on Saturdays. Maybe Traffic
Commission may want to get involved too.

Planner Matt Everling stated that Holly Knapp was at meeting and that it was a good idea.
