MINUTES
January 16, 2006
CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard,
Rosemead.
Commissioner Breen led the Pledge of Allegiance.
Chairman Loi delivered the invocation.

Kelty

1. APPROVAL OF MINUTES Minutes of January 16, 2006
MOTION BY COMMISSIONER KELTY, SECONDED BY COMMISSONER BREEN, that the
minutes of the City of Rosemead Regular Planning Commission Meeting of December 19 2005, be
APPROVED as submitted.

2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Price explained the public hearing process and the right to appeal Planning
Commission decisions to the City Council.
3. PUBLIC HEARING
A. TENTATIVE PARCEL MAP 063072 /CONDITIONAL USE PERMIT 05- 1036 /CONDITIONAL
USE PERMIT 05 -1037 — 9270 Guess Street.
Gary Chin has submitted an application for a Tentative Parcel Map to subdivide one (1) existing
parcel totaling approximately 13,121 square feet into two (2) parcels; and two (2) Conditional Use
Permit applications for the development of two (2) new single - family residences with over 2,500
square feet of living area, located at 9270 Guess Street in the R -1; Single - Family Residential Zone
Presentation: Assistant Planner Sheri Bermejo
Staff Recommendation: APPROVE- subject to the conditions for two (2) years.
Chairman Loi called for questions from the Commissioners.
Commissioner Herrera asked about item # 26, the wood fence in lieu of the concrete wall. She
asked if it will be all the way around or just in the front area. Planning Assistant Bermejo stated
that the fence would be along the sides and the rear portions of the subdivision. The applicant is
proposing to put a block wall. Ms. Bermejo recommended that they use wood fence materials
instead, to match the wood siding.
Commissioner Kelty asked about item #27; the small turnaround area added to the garage. Ms.
Bermejo stated that whoever will be residing in the back will have to be able to pull in and out of
their garage. Since the pavement has already been done, the landscaping in the front yard will
have to be reduced so there will be room to make a turn around.

Public hearing was opened to those who wished to OPPOSE the application:
Mr. Albert Vargas, 8407 Norwood Place was concerned about the structures, and asked if the
Planning Commission has taken consideration of all the parking on the streets. The biggest
problem in the city is the conjestion, with the improvements of Rland R2.
There being no one further wishing to address the Commission; Chairman Loi closed the public
hearing segment for this project.
MOTION BY COMMISSIONER HERRERA, SECONDED BY CHAIRMAN LOI to APPROVE
Tentative Parcel Map 063072, Conditional Use Permit 05 -1036 and Conditional Use Permit 05-
1037, subject to all conditions in this report.

B. DESIGN REVIEW 05 -131 — 8858 Marshall Street
Wen Tu Chen has submitted an application for a Design Review for the construction of an eight
(8) unit multi - family residential development, in the PO -D; Professional Office Zone with a
Design Overlay
Staff Recommendation: APPROVE- subject to the conditions, for one (1) year.
Presentation: Associate Planner Jones
Chairman Loi asked for questions from the Commissioners.
Commissioner Kelty asked what was being proposed for the oak tree. Planning Director Johnson
stated the oak tree was in extremely poor condition and said they will try and get two (2) oak
trees on the property.
Commissioner Kelty asked about the parking space, regarding the turn coming down the ramp.

Chairman Loi opened the public hearing to those IN FAVOR of this application.
John Yankosky, 4542 New York Ave., La Crescenta, spoke about the problem with the 70 ft lot
that is almost 200 ft deep. The project is in between 2 (two) existing nine unit apartments. The
oak tree is locked into a magnolia tree and is almost on the property line. The other property is
completely paved. They will mitigate the problem and replace it with 2 oak trees.
Public hearing was opened to those who wished to OPPOSE the application:
Dolores Borquez, 8407 Norwood PI., spoke about the traffic on Marshall St. She asked how
many cars will be traveling on this street.
Albert Vargas, 8407 Norwood Pl. also was concerned and opposed to this application.
There being no one further wishing to address the Commission; Chairman Loi closed the public
hearing segment for this project.
MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSIONER KELTY, to
APPROVE Conditional Use Permit 05 -131.

C. TENTATIVE PARCEL MAP 06244 /CONDITIONAL USE PERMIT 05 -994 - 3843 Delta
Avenue.
Trung Chi Tran has submitted an application for a Tentative Parcel Map to subdivide one (1)
existing parcel totaling 14,625 square feet into two (2) parcels; and a Conditional Use Permit
application for the development of one (1) new single - family residence.
Presentation: Planning Director Johnson
Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for two
(2) years.
Chairman Loi called for questions from the Commissioners.
Commissioner Kelty said that he noticed the back space of the property was about 25 ft. He
asked if that was the minimum.

Kaimen Lai, 8748 E. Valley Blvd., stated that there are 2 (two) existing homes on the property
and they are not increasing the number of homes.

APPROVE Tentative Parcel Map 062444 /CONDITIONAL USE PERMIT 05 -994, as amended,
subject to conditions listed in "Exhibit A ".

D. DESIGN REVIEW 04 -119 (MODIFICATION) – 8960 Valley Boulevard (Mobil Gas Station).
Thomas N. Turner of Young Electric Sign Company has submitted an application for the
modification of a Design Review application for the replacement of the existing pylon sign face and
cabinet, located at 8960 Valley Boulevard in the CBD -D (Central Business District with a Design
Overlay) zone.
Staff Recommendation:
CONTINUE to February 6, 2006
4. CONSENT CALENDAR —These items are considered to be routine actions that may be considered in
one motion by the Planning Commission. Any interested party may request an item from the consent
calendar to be discussed separately.
A. RESOLUTION 05 -54 – A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROSEMEAD, APPROVING CONDITIONAL USE PERMIT 05 -1035, FOR THE
INSTALLATION OF AN UNMANNED WIRELESS TELECOMMUNICATIONS
FACILITY, LOCATED ON THE SOUTHSIDE OF MARSHALL STREET, BETWEEN
EARLE AVENUE AND ROCKHOLD AVENUE IN THE A -1; LIGHT AGRICULTURAL
ZONE. (APN: 5371- 013 -801).
B. RESOLUTION 05 -55 – A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
APPROVING DESIGN REVIEW 05 -133, FOR THE INSTALLATION OF NEW
EXTERIOR SIGNAGE FOR "PACIFIC WESTERN BANK, LOCATED AT 8941 VALLEY
BOULEVARD IN THE CBD -D; CENTRAL BUSINESS DISTRICT WITH A DESIGN
OVERLAY ZONE. (APN: 5391- 021 -034).
C. RESOLUTION 05 -56 – A RESOLUTION OF THE PLANNING COMMISSION, OF THE
CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
APPROVING A TENTATIVE PARCEL MAP NO. 064210 AND CONDITIONAL USE
PERMIT 05 -1025, REQUESTING THE SUBDIVISION OF ONE PARCEL INTO TWO
PARCELS FOR DEVELOPMENT OF ONE (1) NEW SINGLE - FAMILY RESIDENCE;
HAVING MORE THAN 2,500 SQUARE FEET OF LIVING AREA, TO BE LOCATED
AT 9213 MARSHALL STREET IN THE R -1; SINGLE - FAMILY RESIDENTIAL ZONE
(APN: 8594- 018 -025).
Chairman Loi presented the resolution by title only.
MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSIONER HERRERA, to waive
further reading and adopt said resolution.
