PC-02-06-06CITY OF ROSEMEAD PLANNING COMMISSION REGULAR MEETING MINUTES February 6, 2006 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Breen led the Pledge of Allegiance. Chairman Loi delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Vice - Chairman Lopez and Commissioners Breen, Herrera, and Kelty ABSENT: None EX OFFICIO: Bermejo, Johnson, Jones, Price 1. APPROVAL OF MINUTES Minutes of January 16, 2006 MOTION BY COMMISSIONER LOPEZ, SECONDED BY COMMISSONER KELTY, that the minutes of the City of Rosemead Regular Planning Commission Meeting of January 16 2006, be APPROVED as submitted. Vote results: YES: LOI, HERRERA, KELTY, BREEN, AND LOPEZ NO: NONE ABSTAIN: NONE ABSENT: NONE Chairman Loi declared said motion duly carried and so ordered. 2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Deputy City Attorney Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. PUBLIC HEARING A. CONDITIONAL USE PERMIT 05 -1033 — 8232 Garvey Avenue. Tony Hua and My Thi Pham of My Dung Restaurant have submitted a Conditional Use Permit application for the transfer of an On -Sale Beer & Wine (Type 41) ABC license in conjunction with a bona fide public eating place, located at 8232 Garvey Avenue in the C3 -D (Medium Commercial with a Design Overlay) and P (Automobile Parking) Zones. Presentation: Assistant Planner Sheri Bermejo Staff Recommendation: CONTINUE- to March 6, 2006 B. CONDITIONAL USE PERMIT 05 -1029 — 8752 Valley Boulevard Senjal Patel of Simla Pinks Restaurant has submitted a Conditional Use Permit application for a new On -Sale Beer & Wine (Type 41) ABC license in conjunction with a bona fide public eating place, located at 8752 Valley Boulevard in the C3 -D (Medium Commercial with a Design Overlay) Zone. Staff Recommendation: APPROVE- subject to the conditions, for one (1) year. Presentation: Assistant Planner Sheri Bermejo Chairman Loi called for questions from the Commissioners. Commissioner Kelty asked if there was already a license for the business. Assistant Planner Bermejo stated that the previous restaurant owner had an ABC license and did not want to transfer it, so it was cancelled. Commissioner Herrera asked if all the conditions need to be satisfied prior to the issuance of an ABC license. Assistant Planner stated that ABC does not wait for us to meet conditions. Applicant (s): In the audience Chairman Loi opened the public hearing to those IN FAVOR of this application Mr. Stan Szeto, spoke on behalf of the applicant Senjal Patel. Mr. Senjal Patel spoke about the camera that was stolen. This was the one that used to focus on the main road. The one that is working only focuses on the backyard. CONDITIONAL USE PERMIT 06 -1047 - 8800 Garvey Avenue. Lorenzo Aviles of Casa Latina Restaurant has submitted a Conditional Use Permit application for the transfer of an On -Sale General ABC license for a Bona Fide Public Eating Place (Type 47), located at 8800 Garvey Avenue in the M -1 (Light Manufacturing and Industrial) Zone. Presentation: Planning Director Johnson Staff Recommendation: APPROVE- subject to the conditions for six (6) months. Chairman Loi called for questions from the Commissioners. CONDITIONAL USE PERMIT 05 -1027 — 3737 Temple City Boulevard. Le Tang has submitted a Conditional Use Permit application to construct a new 2 -story single- Family residence with 3,184 + /- square feet in the R -1 (Single Family Residential) Zone. Staff Recommendation: APPROVE — subject to conditions for six (6) months Presentation: Associate Planner Jones presented the staff report Chairman Loi asked for questions from the Commissioners. Valley Blvd., representing the owner, spoke about the changes that were made to the plans at the last minute. Public hearing was opened to those who wished to OPPOSE the application. Turner of Young Electric Sign Company as submitted an application for the modification of a Design Review application for the replacement of the existing pylon sign face and cabinet, in the CBD -D; Central Business District with a Design Overlay.
