PC-05-02-05CITY OF ROSEMEAD PLANNING COMMISSION REGULAR MEETING MINUTES May 2, 2005 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Herrera led the Pledge of Allegiance. Commissioner Kelly delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Vice - Chairman Lopez, Commissioners Herrera and Kelly ABSENT: Breen EX OFFICIO: Johnson, Jones, Price and Tone 1. APPROVAL OF MINUTES Minutes of April 18, 2005 MOTION BY COMMISSIONER KELTY, SECONDED BY COMMISSONER HERRERA, that the minutes of the City of Rosemead Regular Planning Commission Meeting of April 18, 2005, be APPROVED as submitted. Vote results: YES: HERRERA, KELTY, LOI and LOPEZ NO: NONE ABSTAIN: NONE ABSENT: BREEN Chairman Loi declared said motion duly carried and so ordered. 2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS City Attorney Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. PUBLIC HEARING A. CONDITIONAL USE PERMIT 04 -985 — 3301 San Gabriel Boulevard Boulevard (Ikids Learning Center). Yin Yin Ta dba "Ikids Learning Center" has submitted a conditional use permit application for the operation of an educational tutoring facility located at 3301 San Gabriel Boulevard in the C -3; Medium Commercial Zone. Presentation: Planning Director Johnson presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A ", with suggested modifications, for six (6) months. Chairman Loi called for questions from the Commissioners. Commissioner Kelly questioned the days of the week the school would be open. Planning Director Johnson replied that the school would be open for business on Monday through Saturday and that the Conditions of Approval would be modified to reflect this schedule. Applicant(s): In the audience. Chairperson Loi opened the public hearing to those IN FAVOR of this application. The applicant, Yin Yin Ta, 3301 North San Gabriel Boulevard, offered to answer any questions the Commissioners might have regarding the project. Commissioner Kelly asked about expansion plans and Ms. Ta replied that they hoped to be able to expand the business some day but have no definite plans yet. Commissioner Lopez asked if a different type of California Driver's License was required for the larger passenger vans. The applicant stated that the vans were not large enough to require other than the regular Driver's License. Tom, has submitted a Conditional Use Permit application to convert an existing garage to living area and construct a new detached two -car garage, resulting in a total living area of 2,666 square feet. The single - family residence is located at 2522 Pine Street in the R -2 (Light Multiple Residential) Zone. Mituyasu Shigeta, representing Shin Sen Gumi Restaurant, has submitted a conditional use permit application for the transfer of an On -Sale Beer & Wine (Type 41) ABC license in conjunction with an eating establishment, located in the C -31) (Medium Commercial with a Design Overlay) Zone. Presentation: Planning Director Johnson Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for six (6) months. Chairman Loi called for questions from the Commissioners. Art Rodriguez, 709 East Colorado Boulevard, Pasadena, representing the applicant, offered to answer questions related to the project and stated that the applicant was willing to abide by all conditions. Sean Hang has submitted an application for a Design Review for the installation of two (2) internally.illuminated channel letter signs, located at 9142 Valley Boulevard in the CBD -D (Central Business District with a Design Overlay) zone. Presentation: Associate Planner Jones Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for six (6) months. Chairman Loi called for questions from the Commissioners. The applicant, Sean Hang, 9142 East Valley Boulevard, offered to answer any questions the Commissioners might have. Marcel Martinez, 9134 Valley Boulevard, asked for clarification on placement of the sign. Associate Planner Jones described the proposed placement. RESOLUTION 05 -11 - A RESOLUTION OF THE PLANNING COMMISSION, OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING CONDITIONAL USE PERMIT 05 -992, FOR THE OPERATION OF AN AUTOMOTIVE SPECIALTY SHOP WITH INSTALLATION OF AUDIO AND ALARM SYSTEMS, LOCATED AT 2529 NORTH SAN GABRIEL BOULEVARD, IN THE C -3 (MEDIUM COMMERCIAL) ZONE. (APN: 5284- 004 -033). B. RESOLUTION 05 -12 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING DESIGN REVIEW 05 -123, FOR THE EXTERIOR RENOVATION OF AN EXISTING RESTAURANT, LOCATED AT 8749 VALLEY BOULEVARD IN THE C -31) (MEDIUM COMMERCIAL WITHIN A DESIGN OVERLAY) ZONE. (APN: 5391 -007- 021). C. RESOLUTION 05 -13 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD APPROVING CONDITIONAL USE PERMIT 05 -997, FOR THE INSTALLATION OF A 56' -0" WIRELESS MONOPINE ANTENNA, LOCATED AT 7840 GARVEY AVENUE IN THE C -3; MEDIUM COMMERCIAL ZONE. (APN: 5284- 038-800,5284-038-801). Chairman Loi presented the resolutions by title only. MOTION BY COMMISSIONER LOPEZ, SECONDED BY COMMISSIONER HERRERA, to waive further reading and adopt said resolutions.
