PC-07-18-05CITY OF ROSEMEAD PLANNING COMMISSION REGULAR MEETING MINUTES July 18, 2005 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Herrera led the Pledge of Allegiance. Commissioner Lopez delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Commissioners Breen, Herrera, Kelly and Lopez ABSENT: None EX OFFICIO: Bermejo, Johnson, Jones, Price and Tone 1. APPROVAL OF MINUTES Minutes of June 20, 2005 MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSONER HERRERA, that the minutes of the City of Rosemead Regular Planning Commission Meeting of June 20, 2005, be APPROVED as submitted. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS City Attorney Price explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. PUBLIC HEARING A. DESIGN REVIEW 03 -104 (MODIFICATION) — 8526 Valley Boulevard. Simon Lee has submitted a Design Review application for the construction a 28,000± square foot shopping center, located at 8526 Valley Boulevard on the southwest corner of Walnut Grove Avenue and Valley Boulevard in the C3 -D; Medium Commercial with a Design Overlay zone. Presentation: Associate Planner Jones presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for one (1) year Chairman Loi called for questions from the Commissioners. Commissioner Kelty asked what type of barrier was between the parking lot and the wash. Planning Director Johnson said that he thought it was a chain link fence belonging to the Los Angeles County Flood Control District but that the plans did not reflect that level of detail. In addition, Planning Director Johnson said that he recalled heavy vegetation in front of the fence. Chairman Loi asked about the ownership of the flood control channel. Planning Director Johnson stated that since the property is owned by the applicant, Los Angeles County only requires approval on the engineering design. Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application. Simon Lee, 140 West Valley Blvd., #215, San Gabriel, the architect for the project, represented the applicant. Mr. Lee stated that the conditions of approval are acceptable to his client and that he would be pleased to answer any questions the Commissioners might have. He also noted that Los Angeles County Flood Control District had approved a permit for the project. Concerning the fence on the other side of the flood control, Mr. Lee stated that the applicant can reserve an area of from two to three feet for landscaping to use as a buffer to the driveway easement to the condominium to the back. Commissioner Kelty expressed concern that cars in the parking lot will shine lights into the homes next to the lot. Mr. Lee said the applicant will make necessary adjustments to prevent auto lights from shining into the neighbors' homes at night. . Commissioner Lopez asked how high the fence is now. Mr. Lee replied that he was not sure but suspected that it is five to six feet high. Commissioner Lopez suggested that the use of shrubbery that is higher than the fence will protect the neighbors from intrusion by auto lights. Chairman Loi suggested adding a condition requiring a fence of headlight height. Planning Director Johnson said that a condition will be added for a three -foot fence with light- shielding shrubbery. DESIGN REVIEW 05 -126 /ZONE VARIANCE 05 -330 — 8815 Valley Boulevard (Rosemead Supermarket) - Bob Nguyen, representing Rosemead Supermarket has submitted an application for a Design Review for exterior fa9ade renovations, including construction of a new 3,638 square foot warehouse located at 8815 E. Valley Boulevard in the CBD -D; Central Business District with a Design Overlay zone. Presentation: Planning Director Johnson presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for ninety (90) days. Chairman Loi asked for questions from the Commissioners. Commissioner Lopez asked about odor control. Planning Commissioner Johnson explained the precautions instituted to control odor and also noted that Los Angeles County Health Department officials have inspected the facility and granted an "A" rating. Earle Avenue. The applicant, William Araujo; has submitted a Conditional Use Permit application proposing a new 2 -story addition to an existing single - family residence, which will result in 2,976 +/- square feet of living area with a 3 -car garage. The single - family residence is located at 4905 North Earle Avenue in the R -1 (Single - Family Residential) zone. Presentation: Associate Planner Jones presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for six (6) months. Chairman Loi asked for questions from the Commissioners. Grace Kwok has submitted an application for a Tentative Tract Map to subdivide two (2) existing parcels into six (6) parcels, for the development of six (6) single family residences, located at 7931 — 7945 Whitmore Street in the R -2; Light Multi- Family Residential Zone. Chairman Loi asked for questions from the Commissioners. Commissioner Lopez asked if a stop sign would be required at the entrance to the site. Philip Chan, 4105 South First Avenue, Arcadia, representing the applicant, described the project and noted that originally it was two projects. MATTERS FROM CITY OFFICIALS AND STAFF Planning Director Johnson reviewed an issue brought before the Commission by Margaret Spangler, 3809 Brookline, at the June 20 meeting. Ms. Spangler questioned whether permits had been issued for a house being built in her neighborhood. Planning Director Johnson confirmed that permits had been issued and he spoke to some of the neighbors about their concerns. He was able to answer their questions satisfactorily. Planning Director Johnson introduced Sheri Bermejo, Assistant Planner, who joined the staff on July 7. Commissioner Herrera reported that she will be on vacation from August 10 through August 25. 2005.
