PC-08-01-05CITY OF ROSEMEAD PLANNING COMMISSION REGULAR MEETING MINUTES August 1, 2005 CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley Boulevard, Rosemead. Commissioner Breen led the Pledge of Allegiance. Commissioner Kelty delivered the invocation. ROLL CALL: PRESENT: Chairman Loi, Commissioners Breen, Herrera, Kelty and Lopez ABSENT: None EX OFFICIO: Bermejo, Johnson, Jones, and Tone 1. APPROVAL OF MINUTES Minutes of July 18, 2005 MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSONER HERRERA, that the minutes of the City of Rosemead Regular Planning Commission Meeting of July 18, 2005, be APPROVED as submitted. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS Planning Director Johnson explained the public hearing process and the right to appeal Planning Commission decisions to the City Council. 3. PUBLIC HEARING A. DESIGN REVIEW 05- 122 /ZONE VARIANCE 05 -334 - 4012 Loma Avenue ( Vero's Hair Fashion). Martin and Veronica Jimenez of Vero's Hair Fashion have submitted an application for a Design Review for the conversion of an existing single - family residence into a hair salon and a Zone Variance application for a reduction in the total number of required parking located at 4012 Loma Avenue C3 -D; Medium Commercial with a Design Overlay Zone. Presentation: Associate Planner Jones presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for one (1) year Chairman Loi called for questions from the Commissioners. Commissioner Kelty asked if the same type of siding would be used on all four sides of the building. Associate Planner Jones confirmed that it would. Commissioners Loi and Lopez expressed concern over the adequacy of parking at the site. Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application. David Hidalgo of DHR Architects, 316 South First Avenue, Arcadia, represented the applicant. He said that all conditions are acceptable to his client. He described the siding as hardi- board, a cement type board that looks like wood. Mr. Hidalgo also said that only person working at the Salon would be Mrs. Jimenez so there would not be a need for more than the two parking spaces provided. The applicant, Martin Jimenez, 12318 Ferris Road, El Monte, explained that parking is also available on the street. TENTATIVE TRACT MAP 054385 /ZONE VARIANCE 05- 333 /CONDITIONAL USE PERMITS 04 -971 THROUGH 04 -974 — 3047 -3061 Ivar Avenue. Lanh Tich Trinh has submitted an application for a Tentative Tract Map to subdivide one (1) parcel into six (6) residential lots for the development of six (6) new single - family residences; four (4) of the units require a Conditional Use Permit for exceeding 2,500 square feet of living area. In addition, the applicant applied for a Zone Variance to deviate from the maximum allowable number of units for a flag lot development. The project site is located at 3047 -3061 Ivar Avenue in the R -1; Single - Family Residential zone. Presentation: Planning Director Johnson presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for two (2) years. Chairman Loi asked for questions from the Commissioners. Commissioner Breen asked if allowances had been made for emergency vehicles on the private street. Planning Director Johnson referred to Condition 10 which provides for signs and painted indicators on the ground for emergency vehicle access. Commissioner Kelty asked about sidewalks and Planning Director Johnson referred him to Condition 16 covering sidewalks. Applicant(s): In the audience. Chairman Loi opened the public hearing to those IN FAVOR of this application. Kamen Lai, 8748 E. Valley Boulevard, #K, represented the applicant. Mr. Lai said that all conditions were acceptable except number 7 which required a 27 foot back up space between units 3 and 4 to increase the turning radius. Planning Director Johnson suggested modifying the condition to require the units be set back an additional four feet instead of the originally proposed five feet. The applicant, Selina Luong, has submitted a Conditional Use Permit application proposing a new 2 -story addition to an existing single - family residence, which will result in 3,330 +/- square feet of living area with a 3 -car garage. The single - family residence is located at 2517 Jackson Avenue in the R -2 (Light Multiple Residential) zone. Presentation: Assistant Planner Bermejo presented the staff report. Hieu Ngoc Nguyen of the Chun Xa Loi Buddhist Temple has submitted an application for a Conditional Use Permit for the construction of a Buddhist temple located at 2751 Del Mar Avenue in the R -2; Light Multi- Family and P; Parking Zone. Presentation: Associate Planner Jones presented the staff report Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for one (1) year. Chairman Loi asked for questions from the Commissioners. Mr. Kelty noted that the hours of operation shown in the staff report are 8:00 am to 6:00 pm with additional hours for special celebrations three times per year and he questioned whether the allowance for three annual celebrations was sufficient. Planning Director Johnson pointed out that normally only two annual celebrations are allowed but that the applicant had requested one additional. Anthony Serpa of Nextel Communications has submitted a Conditional Use Permit application for the installation of an unmanned wireless monopalm, located at 7421 Garvey Avenue in a C -3; Medium Commercial Zone. Presentation: Assistant Planner Bermejo presented the staff report. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for six (6) months. Chairman Loi asked for questions from the Commissioners. Mr. Kelty noted that on the Southeast elevations there appears to be a vacant lot filled with weeds and trash next to the subject property. He asked if this lot was part of the project. Assistant Planner Bermejo explained that it is a mobile home park and is not part of the project. Planning Director Johnson said that the property owner should be contacted in writing about the condition of the lot. Applicant(s): In the audience. Hyun Soo Park of the CK Alta Dena Dairy has submitted a Conditional Use Permit application for the transfer of ownership an existing Off -Sale Beer and Wine (Type 20) ABC license. The subject site is located at 8405 East Garvey Avenue in the M -1; Light Manufacturing Zone. Presentation: Planning Director Johnson presented the staff report and read two letters from Kelly Lee, 3031 Langford Place, Units A, B and C, and Pauline Lieu, 3043 Langford Place stating their opposition to the project. Staff Recommendation: APPROVE- subject to the conditions listed in "Exhibit A" for six (6) months. Chairman Loi asked for questions from the Commissioners. Commissioner Lopez asked about security lighting at the site. Planning Director Johnson said that there is a condition that addresses the issue and which should insure proper lighting. Planning Director Johnson suggested the removal of condition 29 regarding roof shingles since it is not applicable. He also suggested adding condition 30 stating that the applicant will work with staff on the placement of the satellite dish required for participation in the California lottery. Commissioner Loi asked about the installation of surveillance cameras. Planning Director Johnson agreed to request increased patrols by the Sheriff s Department and suggested adding a condition requiring the applicant to work with the Sheriff's Department to develop a plan for security camera surveillance. Planning Director Johnson agreed to look into the situation. Commissioner Kelty asked for a status report on the Valley Hotel case. Planning Director Johnson said that there is no significant change and he has, therefore, directed the city attorney to prepare a letter canceling their Conditional Use Permit.
