PLANNING COMMISSION REGULAR MEETING
MINUTES
October 18, 2004
CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairman Kelty at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead.
Commissioner Kelty led the Pledge of Allegiance.
Commissioner Breen delivered the invocation.
ROLL CALL:
PRESENT: Chairman Kelty, Commissioner Breen, Commissioner Herrera,
Commissioner Loi and Commissioner Lopez
ABSENT: None

1. APPROVAL OF MINUTES Minutes of September 20, 2004
MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSONER HERRERA, that the
minutes of the City of Rosemead Regular Planning Commission Meeting of September 20, 2004, be
APPROVED as submitted.

2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
City Attorney Price explained the public hearing process and the right to appeal Planning Commission
decisions to the City Council.
3. PUBLIC HEARING
A. CONDITIONAL USE PERMIT 04 -969 — 9544 Valley Boulevard. Jose R. Rivera of Rancho Los
Magueyes has submitted a conditional use permit application for the transfer of an On -Sale Beer &
Wine (Type 41) ABC license in conjunction with an eating establishment, located in the C -3 D
(Medium Commercial within a Design Overlay) Zone.

Staff Recommendation: APPROVE -for one (1) year subject to the conditions listed
in "Exhibit A"
Chairman Kelly called for questions from the Commissioners.

Stan Czeto,1300 East Main, #109, Alhambra, CA 91801, represented the applicant,
Jose Rivera. He stated that he was there to answer any questions the Commissioners
might have.

APPROVE Conditional Use Permit 04 -969 for one (1) year subject to conditions listed in
"Exhibit A

B. CONDITIONAL USE PERMIT 04 -957 — 3102 -3104 San Gabriel Boulevard (Sunshine
Educational Center). May T.M. Chen DBA "Sunshine Educational Center ", has submitted an
application for the expansion of an existing pre - school and kindergarten facility to include a
reading area, computer lab, and break area, located in the C -3 (Medium Commercial) Zone. The
expansion will consist of converting an existing building into an after - school day care facility.

Chairman Kelty called for questions from the Commissioners.
Chairman Kelly asked about the sprinkler system and was told that the applicant was
working with the Fire Department and Building Department on those permits.
Commissioner Lopez asked about the number of gates on the property.

APPROVE CONDITIONAL USE PERMIT 04 -961, for one (1) year subject to the
conditions listed in "Exhibit A" as modified.

C. DESIGN REVIEW 03 -112 — 8518 Valley Boulevard. Gerard Yang has submitted an application
for a Design Review for the construction of three (3) commercial buildings totaling 30,000 square
feet located at 8518 Valley Boulevard in the C3 -D; (Medium Commercial Zone with a Design
Overlay).

A. RESOLUTION 04 -25 - A RESOLUTION OF THE PLANNING A RESOLUTION OF THE
PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES,
STATE OF CALIFORNIA APPROVING TENTATIVE PARCEL MAP NO. 60733 AND
CONDITIONAL USE PERMIT 04 -978, REQUESTING THE SUBDIVISION OF ONE PARCEL
INTO FOUR PARCELS, TO BE LOCATED AT 3906 EARLE AVENUE IN THE R -1; SINGLE -
FAMILY ZONE (APN: 5371- 009 -047).
B. RESOLUTION 04 -26 — A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
APPROVING TENTATIVE TRACT MAP NO. 61005 AND CONDITIONAL USE
PERMIT 04 -950, REQUESTING THE SUBDIVISION OF ONE PARCEL INTO A
FIFTEEN LOT CONDOMINIUM SUBDIVISION, TO BE LOCATED AT 3313 — 3319
DEL MAR AVENUE IN THE C -3; MEDIUM COMMERCIAL ZONE (APN: 5286 -030-
037 AND 5286- 030 -033).
C. RESOLUTION 04 -27 - A RESOLUTION OF THE PLANNING COMMISSION, OF THE
CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
APPROVING CONDITIONAL USE PERMIT 04 -961, FOR THE EXPANSION OF AN
EXISTING AUTO REPAIR BUSINESS LOCATED AT 3014 LANGFORD PLACE IN
THE M -1 (LIGHT MANUFACTURING) ZONE. (APN: 5288- 005 -034).
Chairman Kelty presented the resolution by title only.
MOTION BY COMMISSIONER BREEN, SECONDED BY COMMISSIONER LOPEZ, to waive
further reading and adopt said resolutions.
