SUBJECT: ACCESS TO ROSEMEAD PARK/AQUATICS FACILITY PARKING LOT
SUMMARY
The Traffic Commission reviewed a request to review traffic conditions and access at
the Rosemead Park/Aquatics Facility off of Mission Drive. Residents in this area have
expressed concerns that it is difficult for vehicles to exit the lot back onto westbound
Mission Drive during peak travel times (before and after school times). Due to the
heavy vehicle and pedestrian traffic, vehicles are significantly delayed from exiting the
Park parking lot.
After visiting the site, it was recommended that "Keep Clear' pavement markings with
limit lines in the westbound travel lanes be installed. Limit lines for the "Keep Clear"
markings will be located in the westbound travel lanes at the west driveway of the Park
parking lot. The Commission also recommended that a left turn restriction be added at
this location during peak travel hours.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation and authorize staff to install "Keep Clear" pavement markings and a
left turn restriction at the west driveway of the Rosemead Park/Aquatics Facility parking
lot.
City staff received a request from residents /park users to install "Keep Clear' pavement
markings along Mission Drive. The residents maintained that during peak travel hours
vehicles are heavily delayed from exiting the parking lot back onto Mission Drive. This
results in vehicles queuing back into the parking lot and causing additional delays.
Mission Drive is approximately 60 feet wide in the vicinity of the Rosemead Park
Aquatics Facility. This roadway provides for 2 lanes of travel in each direction generally
separated by a double yellow centerline. Parking in the immediate vicinity of the subject
area is generally restricted by posted "No Parking Any Time" signs. The posted speed
limit on Mission Drive is 40 mph.

Newby Avenue is approximately 36 feet wide. Newby Avenue is stop controlled at its
intersection with Mission Drive. This T- intersection has a marked yellow crosswalk on
the east leg of the intersection. There are advanced pavement markings (SLOW
SCHOOL CROSSING) on the approaches to this crosswalk. Attachment 1 depicts
existing conditions on Mission Drive in the vicinity of Rosemead Park Aquatics Facility.
During field observations, it was observed that traffic congestion is heavy at this location
just prior to school start times at Rosemead High School. It appears that parents utilize
this parking lot as a drop off location for students attending the High School. Access
from the parking lot back onto Mission Drive is very difficult during these peak travel
times. However, once school is in session, the traffic in this area becomes light, with
fewer vehicles entering /exiting the parking lot.
In order to improve vehicle access and improve safety for vehicles exiting from the Park
parking lot onto Mission Drive, it is recommended that "Keep Clear" pavement markings
be added in westbound travel lanes. Limit lines for the markings will be located
adjacent to the west driveway of the Park parking lot. These markings will help provide
a gap to allow right turning vehicles back onto Mission Drive. In addition, a left turn
restriction out of this parking lot will be added during peak travel times (7:00 AM — 9 AM
and 1:00 PM to 3:00 PM). Photographs of the existing conditions are included in your
packet for further review.
FINANCIAL REVIEW
Funding for this work is included in the Fiscal Year 2010 -11 operations and
maintenance budget.
