CA Request to Waive fees for RCRC,• , 19 67 TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFFRYALLRED,CITYMANAGER DATE: MARCH 9, 2011 SUBJECT: ASIAN PACIFIC AMERICAN LEGAL CENTER OF SOUTHERN CALIFORNIA REQUEST TO WAIVE FEES FOR USE OF ROSEMEAD COMMUNITY CENTER SUMMARY On February 17, 2011, representatives from the Asian Pacific Legal Center ( APALC) of Southern California, a non - profit organization located in Los Angeles, submitted a request for the use of several rooms and the kitchen at the Rosemead Community Center. The Center would like to host a Citizenship Application Workshop for area residents on Saturday, March 26, 2011 from 8:00 a.m. to 5:00 p.m. APALC is requesting that fees for the use be waived. Staff Recommendation That the City Council provide direction regarding the Asian Pacific Legal Center of Southern California's request for a fee - waived use of the Rosemead Community Center. ANALYSIS The Asian Pacific Legal Center of Southern California is specifically requesting use of rooms 1 and 8 as well as the kitchen for the Citizen Application workshop. They indicate that the event is being co- hosted by US Representative Judy Chu, California Assemblymember Mike Eng, and the Asian Pacific Family Center. All normal fees and costs associated with this use of the facility are as follows: Rooms 1, 8, Kitchen $1,620 Event insurance $ 95 Facility Deposit $ 500 (refundable) Staff Costs 225 Total $2,440 (less refundable deposit) The facility is already scheduled for a fee - waived use by Rosemead non - profit Asian Pacific Family Center, who is hosting a Community Resource Health Fair in rooms 3, 4, and 5, on March 26, from 9 :00 a.m. to 3:00 p.m. Thus, staff is already assigned to work APPROVED FOR CITY COUNCIL AGENDA: ITEM NUMBER: 5 IN City Council Meeting March 9, 2011 Page 2 of 2 the facility until 3:00 p.m. Current facility use policy provides for potential fee waivers for "other government and Rosemead - recognized Community ServicelNon- Profit Organizations." PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT Costs associated with the requested use are for staff, which would be absorbed in eth existing Parks and Recreation Department Budget. Authorizing a waiver of fees would tial revenues. :tor
