SUBJECT: WHITMORE STREET ROAD RESURFACING PROJECT, PHASE 2 — CONTRACT AWARD SUMMARY As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved the "Whitmore Street Resurfacing Project, Phase 2 ", which consists of the rehabilitation of Whitmore Street from San Gabriel Boulevard to the Alhambra Wash. Funding for this project is available through the Community Development Block Grant (CDBG) program. The program requires that funds be spent on specific project types and in specific target areas. This project meets CDBG requirements. Staff Recommendation Staff recommends the following: 1. Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with Superior Paving Co. Inc., (dba United Paving Co.) for the Whitmore Avenue Street Resurfacing Project — Phase 2, in the amount of $163,611.34; 3. Establish an amount of 10% of the contract amount ($16,400), as a contingency, to cover the potential cost of unforeseen site conditions. DISCUSSION Background According to the City of Rosemead Pavement Management Program report from 2009, Whitmore Street from San Gabriel Boulevard to the Alhambra Wash has a Pavement Condition Index (PCI) of 30. The Pavement Management Program identifies and evaluates pavement conditions and determines the causes of deterioration, rating the pavement conditions from 0 to 100 (100 = best condition). According to this report, this portion of Whitmore Street requires reconstruction. ITEM NO. IM APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting March 22, 2011. Paoe 2 of 3 The proposed project includes removing the existing asphalt pavement, the placement of 4 -inch thick rubberized asphalt pavement over 6 -inch aggregate base, and the construction of new sidewalk, curb and gutter, driveway approaches, road markings, traffic signs, and painting new address numbers. Additionally, in response to concerns from area residents, staff has included the installation of new landscaping adjacent to the Alhambra Wash. The Engineers Estimate for this project is $190,000. A Notice Inviting Bids was published in local news publications and advertised to area contractors. Staff has concluded that Superior Paving Co. is the lowest responsive bidder to perform the construction of this project. Superior Paving Co. has satisfactorily completed similar projects for other agencies, including the cities of Monterey Park, South Pasadena and Brea. The low bid submittal by Superior Paving Co. was approximate 14% below the Engineers Estimate of $190,000.00. Alternate Bid Item #1 includes the installation of new landscaping materials adjacent to the Alhambra Wash. This landscaping will help beautify a currently barren area in between the roadway and existing flood control channel wall. Timeline If approved by the City Council, staff will work to complete this project according to the following schedule: March 22 — City Council Awards Contract A pril 4` to April 8 — Outreach to Neighborhood Residents • Staff will mail letters to neighborhood residents prior to starting construction. City Council Meeting March 22, 2011. Page 3 of 3 April 18 to May 30 — Tentative Construction Schedule June 1st— Tentative Project Completion June 15 — Tentative Notice of Completion by City Engineer. FINANCIAL REVIEW The total appropriation needed to award this project is $180,011.34 (including contingencies). Funding for this project has been approved in the City's FY 2010 -11 Capital Improvement Program budget as the "Targeted Public Works Projects" from CDBG, American Recovery and Reinvestment Act (ARRA) funds.
