ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: MARCH 22, 2011. SUBJECT: ANNUAL 2010 -11 SLURRY SEAL PROJECT— CONTRACT AWARD SUMMARY As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved a program entitled, 'Targeted Public Works Projects', which consists of public improvements to the City's local streets and public right -of -way areas. This project will help extend the life of local streets and improve community aesthetics. This project is funded through the Community Development Block Grant (CDBG) program. The program requires that funds be spent on specific project types and in specific target areas. This proposed project meets the CDBG requirements. Staff Recommendation Staff recommends the following: 1. Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with Sully - Miller Contracting for the Annual 2010 -11 Slurry Seal Project in the amount of $284,820.00; 3. Establish an amount of 10% of the contract amount ($28,500) as a contingency, to cover the potential cost of unforeseen site conditions. DISCUSSION Slurry Seal is a versatile and cost effective way to preserve and protect asphalt concrete pavement. The application of slurry seal will extend the life of existing roadway by protecting it from the effects of weathering. If streets are not slurry sealed, they risk the intrusion of storm water into the sub -grade below the pavement. This would eventually cause permanent structural damage to the street. The most recent survey of our street infrastructure, which was completed in 2009, indicated that 39 streets containing almost a million square feet of asphalt concrete pavement would benefit from crack sealing and a slurry seal overlay. FINANCIAL REVIEW The total appropriation needed to award this project is $313,320.00 (including contingencies). Funding for this project has been approved in the City's FY 20010 -11 Capital Improvement Program budget as the 'Targeted Public Works Projects" from CDBG American Recovery and Reinvestment Act (ARRA) funds and City Signage Replacement Project. ENVIRONMENTAL REVIEW The project is categorically exempt pursuant to Section 15304 (a) of the projects involving minor alterations environment.
