MINUTES OF THE JOINT MEETING
ROSEMEAD CITY COUNCIL & GARVEY SCHOOL BOARD
FEBRUARY 4, 1982 AT 7:30 P. M.
The Joint Meeting of the Rosemead City Council and the
Garvey School Board was called to order by Mayor Jay Imperial
in the Conference Room of City Hall, 8838 E. Valley Boulevard,
Rosemead, California at 7:30 p, m.
The pledge to the Flag was led by Councilman Tury.
The Invocation was delivered by Councilman Taylor.
ROLL CALL OF OFFICERS: Councilman Cichy, Tury, Taylor,
and Mayor Imperial
ROLL CALL OF SCHOOL' Raul Anthony Garcia, Arlene Bitely,
BOARD MEMBERS: Gilbert Barron, John H. Nunez, and
Carl Van Winkle
Mayor Imperial stated that at this point the meeting would
be an informal one and that the discussion could proceed on item
one of the agenda.
1. FERN SCHOOL SPORTS COMPLEX....
President Gil Barron introduced Dr. Andrew Viscovich, Super-
intendent of the Garvey School District. Dr. Viscovich commented
on the proposed Sports-Center at Fern Avenue School site..and the
huge influx of children of which he stated were 99.5% Rosemead
residents.
Questions of size and cost were interjected in the discussion
and some of the information was not available at this time although
the size was estimated to be approximately 15,000 square feet.
Councilman Taylor inquired where the money for such a project
is coming from, how is the facility going to be shared and who is
going to own the facility. He also stated that Muscatel School
.might request a similar facility and if this Council should appro-
priate funds for one school it should be prepared to do the same
for the other district.

President Barron stated that they have tried not to talk
about money although money is the bottom line. They have stressed
the need.instead. They will direct staff to come up with a feasi-
bility report in terms of cost.
Mayor Imperial stated that he thought this meeting was being
to project what thoughts the School Board had in mind for some type
of joint procedure. He requested anything that the Board has in
mind be presented, but that until the upcoming election, he could
not take action on this matter.
Councilman Taylor stated that he did agree with Mayor Imperial
but that staff has quite a lot of research to do as far as the lia-
bility aspect of the project and the sharing of the facility. He
felt that this should be started.

Councilman Tury stated that he would like staff to look into
this as two separate projects: 1. improvements to the field and
,lighting and 2, the sports complex. He felt that this was a
unique situation in that this falls within the Rosemead Redevelop-
ment area,. and a joint venture would be worth looking into.
Mr. Van Winkle stated that it could be broken down in three
sections instead of two. One for field improvement and one-for
the gym and locker room facility and one including a community
park, thus making it a three step thing.
Arlene Bitely stated that the second step for a gym and locker
room facility would be the most necessary at this time.
Mr. Barron inquired if the 'respective staff members could
be directed to prepare a feasibility report on this proposed pro-
ject and along with that the financial considerations and mainten-
ance expenses.
. Mayor Imperial stated that he would have no problem with re-
search but he would have a problem with committment without a full
Council.
2. NEWMARK AVENUE SITE--DISCUSSION OF STREET IMPROVEMENTS
Dr. Viscovich commented on the portion of Newmark Avenue
which is bounded by New and Jackson. He stated that the Garvey
School District is growing at the rate of one classroom per month.
He stated that there are no more regular classrooms so the Newmark
site has to be used as quickly as possible. There are about 20
trailers being used throughout the town.and the students are being
transported thoughout the district. The cul-de-sac of Newmark
could be brought up at the next Board Meeting(2-18-82) and could
be coincided with the construction of Ferri Avenue and Newmark Avenue
street improvements.
Robert Dickey, Assistant City Manager, stated that the City
awarded the bid and is in the process of getting the Contract signed
and construction should commence around the first of March. The
first step to be taken to construct a cul-de-sac on Newmark from
New to Jackson would be a•formal''request by the Board to vacate
the subject street in favor of the District for the purpose of a
school development. Without that first step there is no way that
adequate planning could be made or expense incurred unless this
Council so authorizes it. The City Council would have to receive
a formal request to vacate the subject street then staff could be
directed to delete that portion of the project from the current
construction program and then the modification of Newmark according
to the specifications of the Council and the Board.
. Councilman Taylor stated that since the Board will meet'..on
the 18th of this month, he would like to see something from that
meeting so that the cul-de-sac could be tied in with the contractor
even at an additional cost.instead of paying a penalty.
Robert Dickey stated that he would be happy to check into that,
and he stated that Egley is a narrow street and it would be neces-
sary to receive some property from the school district in order to
widen.'.i t .
Mr. Barron stated that the City staff should prepare a recom-
mendation of what a standard street requirement would be.to see
what effect it would have on the entire package.
3. RICHARD GARVEY SCHOOL FIELD
Dr. Viscovich stated that Garvey School also has a large popu-
lation and it does have shower and locker rooms and it does have a
field that does need review and upgrading.

4. MARGARET DUFF SCHOOL FENCE
Carl Van Winkle stated that they would like to have a
fence placed between the Margaret Duff Elementary School and
the Garvey Park so that those playing in then,park at night
could not get into the school yard. In essence they are
asking for approval of the placement of a fence because there
is a joint powers agreement between the City of Rosemead and
Garvey School District.
5. DEVELOPMENT OF EXCESS PROPERTY AT RICE SCHOOL,
It was stated that there was an excess of three acres
available to be leased from Eldridge Rice Elementary School
and these funds could be used for building or modular units.
Mayor Imperial directed staff to work with the Garvey
School District to present facts and figures at,the next
called meeting.
Robert Dickey, Assistant City Manager, stated that the
only thing that would need immediate attention would be the
Newmark Avenue project.
Gilbert Barron expressed appreciation in meeting with the
Council and hoped that there would be future developments that
would make this community even better for the citizens, and
expressed hope that the City would.join the district in some
of these developments.
Mayor Imperial also extended his appreciation to the Garvey
School District for their attendance.
There being.no further business to discuss, the joint meet-
ing was adjourned.
