A. Conceptual Design of Rosemead Community Recreation Center /Public Library
Parking Lot and Plaza Project
As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council has
approved funding to renovate and expand the parking lot adjacent to the Rosemead
Community Recreation Center and Public Library. This project will include the complete
rehabilitation of the parking lot area including revamped pedestrian corridors, ADA access,
drainage, landscaping /lighting, and traffic circulation. The existing parking lot is over thirty
years old and is extremely deteriorated, with extensive pavement damage, drainage
problems, and traffic circulation problems.
Due to the recent closure of the Rosemead Public Library, City and County Library officials
have worked to expedite design plans for the Parking Lot/Plaza Project. Starting the project
this Spring will take advantage of reduced parking demand in the area while the Library is
closed. County Library staff has also expressed support for developing the plaza area
adjacent to the parking lot as an inviting space available for public gatherings, City and
Library events, and general public use.
Recommendation: That the Community Development Commission review the conceptual
designs for the Rosemead Community Recreation Center /Public Library Parking Lot and
Plaza Project and provide direction on :amenities to include in the Project.

A competitive bid process has been conducted to find a certified public accounting (CPA)
firm for audit services. As a result of a request for proposals (RFP) process six (6) qualified
companies submitted proposals.
Recommendation: That the City Council take the following actions:
1. Approve the firm of Rogers, Anderson, Malody & Scott, LLP (RAMS) as the new City
Auditor;
2. Approve a three year contract with two additional one -year extensions;
3. Authorize the City Manager to sign the contract

Each Year, a listing of City Council Member appointments to a variety of regional and state
committees and boards is prepared and submitted by the Mayor.

To assist the Mayor, members of the City Council had the opportunity to complete the
"Mayor's Appointments for 2011 - 2012" form listing each individual's preference for the
particular committees and boards. As of April 7, 2011 the City Clerk's office received a
preference list from Council Member Margaret Clark. Attached is the current listing of
Mayor's Appointments and the preference list from Council Member Margaret Clark.
Recommendation: That the City approve the Mayor's Appointments for 2011 -2012.
10. ADJOURNMENT to a reception in Honor of the newly installed Mayor and Mayor Pro Tem.
The next regular joint Community Development Commission and City Council meeting is
scheduled to take place on April 26, 2011 at 6:00 p.m. and 7:00 p.m., respectively.
