ROSEMEAD TRAFFIC COMMISSION MEETING
February 3, 2011
The Regular meeting of the Rosemead Traffic Commission was called to order by
Chairwoman Russell at 7:00 p.m. in the Council Chambers, 8838 E. Valley Boulevard,
Rosemead, California.

1. PUBLIC COMMENT FROM THE AUDIENCE

2. CONSENT CALENDAR
Both Item A and B were removed from the Consent Calendar for minor corrections.
Vice Chairman Lewin motioned, seconded by Commissioner Wong to approve Item A
(December 2, 2010 minutes) and to include minor corrections. Votes resulted in:
Yes: Lewin, Wong, Russell, Hall, Masuda
No: None
Abstain: None
Absent: None
After reviewing minor corrections to Item B, (Access to Rosemead Park Aquatics Facility
Parking Lot) Vice Chairman Lewin motioned, seconded by Commissioner Hall to approve
the Item B with the adding time restriction on the westerly exit. Votes resulted in:
Yes: Lewin, Hall, Masuda, Wong, Russell

3. NEW BUSINESS
A. INSTALLATION OF RED CURB AT LOFTUSIDUBONNET
Staff gave the Traffic Commissioners a brief description on the item and included an update
on what has been done so far.
Sharon Esquivel would like to have red curb installed from Dubonnet to Loftus Drive.
Ms. Esquivel suggested to remove some of the red curb on Dubonnet Ave. and to add red
curb on Loftus Drive.
Salvador Portugal has the same concern as Ms. Esquivel. Mr. Portugal believes that the
existing curb is not the area with the biggest concerns and has only taking parking spaces
away from the residents.
Chairwoman Russell informed the Commissioners that this item has to get looked at closely
because they are dealing with several issues along that area.
Staff informed the Commissioners that an Engineering study would need to be conducted to
see what type of safety devices are warranted for that area.
Maung Myo doesn't like the idea that the Commission may take away the red curb that has
currently been installed and agrees with adding additional red curb. Mr. Myo also
suggested having speed bumps installed.
Staff informed Mr. Myo the reason the item was brought back and also informed him that the
recommendations are for the Commission to uphold what has already been installed and
not add additional red curb, but after hearing the residents input the Commission might
decide to do something different.
Michael Garcia has concerns for the safety of the kids when they walk to and from school.
He believes if a red curb gets added in front of 8747 Loftus it would be more visible for
drivers to see when kids walking and making it easier to see oncoming traffic. Mr. Garcia
would also like to see if staff can look into having sidewalks and speed bumps installed
along their street.
Rafael Mendoza also has concerns for the safety of the kids along their street. Mr. Mendoza
also suggested in putting red curb in front of 8747 Loftus Drive.
Jean -Marc Viallet concurs with Mr. Garcia and Mendoza that the kid's safety is a priority. He
also agrees with having speed bumps and sidewalks installed along that street. Mr. Viallet
also mentioned that cars are always speeding down their street and doesn't think that the
raised pavement markers are working.
Commissioner Wong thanked everyone for coming out to raise their concerns. He also
concurred with Chairwoman Russell. Mr. Wong would also like for staff to get any
information on prior accident reports or citations for the pass six months.
Clair Garcia expressed her opinion on the safety improvements done so far along the area
and doesn't think that the current red curb has mad a difference. Mrs. Garcia also

mentioned that the raised pavement markers aren't helping the issue, unfortunately it just
made the street narrower.
Commissioner Wong also suggested in installing a slow down sign.
Commissioner Masuda clarified on why the center dividers were installed at the location.
He also informed the Commission that he visited the sight before coming to the meeting
and as a result of having cars parked on both side of the street he was forced to go over the
dividers. Mr. Masuda also recommended in making this item a part of the Tool Box, that
way the residents can suggest their ideas.
Jean -Marc Viallet commented on Commissioner Wong's request of have staff retrieve
information on prior accidents and citations because thankfully there hasn't been any yet.
Mr. Viallet also gave the Commission his suggestions on what safety improvement he
would like done. He also wanted to know who first initiated the request for the red curb.
Maung Myo would like to request for some of the existing red curb to be removed and to
add red curb in front of 8747 Loftus. He would also like to request to possibly having a
street light installed.
Rafael Mendoza agrees with Mr. Myo on having a light installed because it's very dark at
night.
Chairwomen Russell has request for the residents to make this part of the Tool Box.
Staff gave the residents a brief description of what the Tool Box contains.
Chairwoman Russell and staff will meet with the residents to start coordinating the Tool
Box.
Vice Chairman Lewin would like staff see if they can find standards for the installation of
convex mirrors.
Commissioner Masuda would like staff to see if they can get an officer to go write citations
at that location.
Commissioner Hall informed the Commissioners if they are painting the curb red in front of
the fire hydrant it should give the cars more clearance for them to pass.
Chairwoman Russell asked staff to bring back this item for review with a diagram to include
on what's being proposed.
Maung Myo would like to suggest in adding red curb in front of 8747 Loftus and to possible
still leave parking available in front of the residence. He also asked if staff can inform them
of when the curb will be painted.
Vice Chairman Lewin made a motion, seconded by Commissioner Hall to direct staff to
bring back suggestions for signage, speed limits, lights, sidewalks, convex mirrors and the
Tool Box. Votes resulted in:

4. STAFF REPORTS
Staff gave the Commission a briefing on upcoming events and projects in the City.
5. COMMISSOM REPORTS
Vice Chairman Lewin would like to agendize Grand and Walnut Grove Ave. having to deal
with safety concerns for drivers and pedestrians.
Commissioner Masuda asked staff if the new speed signs that were currently installed are
suppose to be on because they aren't currently working.
Chairwoman Russell informed staff that on Rush St. near Wal -Mart the traffic has increased
a lot and if staff can look into having a traffic study done on Potrero Grande and Rush St. to
possibly install a left turn signal to relieve some of the traffic on Rush St.
6. ADJOURNMENT
The meeting adjourned at 9:10 p.m. The next Traffic Commission meeting is scheduled for
March 3, 2011 at 7:O0p.m. and will take place at the Rosemead City Hall, City Council
Chambers, 8838 East Valley Boulevard.
