CDBG and HOME Programs Annual Plan for Fiscal Year 2011-12 A public hearing is being held tonight for review and approval of the City’s Annual Action Plan for the period of July 1, 2011-June 30, 2012. An Annual Action Plan is required by the U.S. Department of Housing and Urban Development (HUD) in order for the City to receive federal funds under the Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs. The Annual Action Plan includes the proposed activities, resources and expenditures for the CDBG and HOME programs. A list of staff-endorsed projects has been developed based on the funding requests and ongoing CDBG and HOME funded activities. These recommendations are consistent with the housing and community development priorities that the City has set and followed in the past. Recommendation: That the City Council: 1. Conduct a public hearing and take public testimony on the Annual Action Plan covering the period July 1, 2011 – June 30, 2012; ROSEMEAD CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA May 10, 2011 Page 5 of 9 2. Approve the CDBG and HOME funding recommendations, authorize the submittal of the City’s FY 2011-12 Annual Action Plan to the U.S. Department of Housing and Urban Development; 3. Authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved use; 4. Award the following public services agencies with CDBG funds and authorized the City Manager to execute service agreements; and • Family Consulting Services -$39,000 • Morrison Health Care (Senior Nutrition Provider) -$62,304 • People for People -$27,345 • Rio Hondo Temporary Home -$5,000 • Rosemead High School -$10,000 • Rosemead School District -$7,000 • The Southern California Housing Rights Center -$18,000 • YMCA of W. San Gabriel Valley -$5,000 5. Award $24,044 (5%) of HOME funds to the Rio Hondo Community Development Commission to defray certain costs for the operation as the City’s Community Housing Development Organization (CHDO) and authorize the City Manager to execute the necessary operating and service agreements. B. General Plan Amendment 11-01 and Zone Change 11-01, Changing the Land Use Designation of Three (3) Properties at 2562 River Avenue from the Open Space to the Office/Light Industrial Land Use Designation and from the O-S (Open Space) Zoning Classification General Plan Amendment 11-01 and Zone Change 11-01 consist of City of Rosemead initiated amendments to the Land Use Element of the General Plan to redesignate three parcels of land from the Open Space land use designation to the Office/Light Industrial land use designation. These three properties would also be reclassified on the Rosemead Zoning Map from the O-S (Open Space) zone to the M-1 (Light Manufacturing and Industrial) zone. The three parcels of land (APN No.s 5282-029-001, -002, -802) are generally located at 2562 River Avenue. Two parcels are vacant and one parcel contains an abandoned multifamily residential structure. Prior to 2008 the Land Use Designation for the properties was Office/Light Industrial and before 2010 the zoning of the properties was M-1 (Light Manufacturing and Industrial Open Space). This item was presented to the Planning Commission for consideration on April 18, 2011. At that hearing the Planning Commission reviewed the proposed General Plan Amendment and Zone Change. The owner of two of the properties testified in support of the proposed amendments. At the conclusion of the hearing, the Planning Commission adopted Resolution ROSEMEAD CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA May 10, 2011 Page 6 of 9 No. 11-05, recommending that the City Council ADOPT Resolution 2011-15 and Ordinance No. 915. Recommendation: That the City Council: 1. The City Council hold the noticed public hearing, receive public testimony; 2. Recommendation: That the City Council authorize the attendance of any Council Member at City expense. 9. MATTERS FROM CITY MANAGER & STAFF A. Rosemead Community Center/Public Library Parking Lot and Downtown Plaza – Award of Contract for Design Services As part of the City’s Fiscal Year 2010-11 Capital Improvement Program, the City Council approved funding to renovate and expand the parking lot adjacent to the Rosemead Community Recreation Center and Public Library. This project will include the complete rehabilitation of the parking lot area including revamped pedestrian corridors, ADA access, drainage, landscaping/lighting, traffic circulation, and the creation of a public plaza. The existing parking lot is over thirty (30) years old and is extremely deteriorated, with extensive pavement damage, drainage problems, and traffic circulation problems. On April 12, 2011, the City Council reviewed conceptual plans and provided direction to staff on elements to include in the parking lot are underway and are expected to be advertised for bids beginning May 12, 2011. Due to the detailed nature of the design of the proposed public plaza (water features, lighting elements and specialized paving elements), it is necessary to retain professional design services for this portion of the project. The design services will include the preparation of construction drawings, the demolition plan, project specifications, and coordination of all design elements in the public plaza. Recommendation: That the City Council: 1. Authorize the City Manager to enter into a contract with Lawrence Moss and Associates, Inc. for professional design and landscape architectural services for the completion of the Downtown Plaza project for an amount of not-not-to-exceed $69,525. 2. Establish a contingency amount of $10,430 (approximately 15%) for potential additional services on an as-needed, hourly basis. Annual Comprehensive Fee Resolution Update The City provides various “individualized” services (i.e. inspections, permits, variances, etc.) that are not of general benefit. Historically, many of these services have been provided at a city cost greater than the price being charged for them thus resulting in subsidies of the remaining costs of service from the general taxpayers. As a matter of routine fee maintenance and to keep pace with increasing costs of individualized services, the fees charged to users need to be reviewed on a regular basis, preferably each year. In the interest of being responsive to the service needs of Rosemead residents and businesses; not all fees need to be adjusted and some are controlled by statute. Consequently, not every Rosemead fee is being recommended for an adjustment this year. All fees, including the adjusted fees, are included in the Annual Comprehensive Fee Schedule contained in Resolution No. 2011-19. Recommendation: That the City Council approve the Annual Comprehensive Fee Schedule contained in Resolution No. 2011-19, for FY 2011-12 10. MATTERS FROM MAYOR & CITY COUNCIL A. Consideration for Naming a Future Park Site--Jay Imperial Park The City Council will consider naming the future park site on the west side of San Gabriel Blvd., south of Garvey Avenue and north of Rush Street, as “Jay Imperial Park” in honor of the former Rosemead Mayor and City Council Member. Funding to initiate development of this future park site is included in the Capital Improvement Plan (CIP) budget for the current fiscal year and unexpended funds will be carried over to the CIP budget for the upcoming 2011-12 Fiscal Year. Design work for the park is in progress and a long-term lease agreement with Southern California Edison (SCE) for use of the property will be in place in the near future. Recommendation: That the City Council provide direction relative to this matter. 11. ADJOURNMENT The next regular joint Community Development Commission and City Council meeting is scheduled to take place on May 24, 2011 at 6:00 p.m. and 7:00 p.m., respectively.
