SUMMARY
The City Council will consider authorization for attendance at the 28th Annual NAILED
conference in San Antonio, Texas.
Staff Recommendation:
Staff recommends that the City Council authorize the attendance at City expense, any
Council Member.
ANALYSIS
Conference sessions at the National Association of Latino Elected Officials ( NALEO)
will include: Education Policy; Health Policy; Texas specific issues; and Governance
and Political Empowerment.
FINANCIAL REVIEW
Expenses for this conference are included in the 2010 -11 Budget.

The Latino Political Convention
The NALEO Annual Conference, unlike other professional development conferences for elected officials, presents
a unique opportunity for elected and appointed officials and their supporters to meet with their colloagues from all
levels of government, from local school boards to the Presidents Cabinet. With such a concentration of political
discourse, the Conference has been termed the nation's Latino Political Convention.
Dynamic Programs That Foster solutions and Ideas
This year, the Conference sessions wdl include four distinctive focuses: education policy, health policy, a track on
Texas specific issues, and governance and political empowerment. The education, health, and Texas focused
breakout sessions am designed to build upon each other and together follow the curriculum of a NALEO Policy
Institute. Conference attendees may wish to participate in one full Polley Institute or choose to participate in
sessions from multiple Institutes. General Sessions will focus on political empowemlent and national leadership,
and will further be augmented by governance focused breakout sessions.
Meaningful Access for Local Officials
Offering an unparalleled opportunity for local officials, the NALEO Annual Conference provides direct access to our

NALEO 28th Annual Conference
The NALEO Annual Conference is the premier forum for providing substantive programming and governanca resources to
Me nation's Latino policymakers at all levels of elected and appointed office. Critical information on issues affecting their
corsfituents and the Latino community today enables pollcymekers and other stakeholders to toll Mesa challenges anc
serve their communities with the tools and information to buly make a difference.
This year, the Conference sessions will include four disgnctive focuses: education policy, health policy, a track on Texas
specific Issues, and govemance and polifical empowerment. The education. health, and Texas focused break-out sessions

Track Descriptions
Education Policy Track
As part of the NALEO Education Leadership Initiative (NELI). Nis institute will provide Intensive training and professional
development opportunities for education policymakers across various levels of office. The overarching goal of NELI is to
provide Latino public servants with vie enhanced capacity and govemance skills they need to become effective advocates
fo their students, families. and communities. The NALEO Educational Fund will convene Latino policymakers from across
the nation to discuss and share strategies for student success, from birth to college completion. Participants will have accas
to leading education experts from the public, private and non-profit sectors and will engage In structured looming
opportunities and dialogue, -
Health Policy Track
With the goal of improving the health of communities across the nation, the NALEO Educational Fund will convene Latino
pollcyrnakers, to discuss and share policy strategies to confront the epidemic of chronic disease, partiwlady obesity.
Participants will gain access to specific resources designed to address their community's concems and needs: learn
innovative ways to take advantage of peer -l"eer monitoring; and develop a new and stranger network with Latino elected
officials; leading research and policy experts, community advocates who are championing opportunities for physical activity
and access to affordable healthy foods at all levels of government.
Texas Track
Designed for NALEO members from throughout the state of Texas, this track will provide a demographic and Political
overview of the role the Latino populabon will play in helping to shape the future of the Lone Star State. Breakout sessions
will focus on model programs for creating healthier conmunibas and how Texas Is leading the charge on energy issues.
