SUBJECT: CONSIDERATION FOR NAMING A FUTURE PARK SITE- -
JAY IMPERIAL PARK
SUMMARY
The City Council will consider naming the future park site on the west side of San
Gabriel Blvd., south of Garvey Avenue and north of Rush Street, as "Jay Imperial Park"
in honor of the former Rosemead Mayor and City Council Member. Funding to initiate
development of this future park site is included in the Capital Improvement Plan (CIP)
budget for the current fiscal year and unexpended funds will be carried over to the CIP
budget for the upcoming 2011 -12 Fiscal Year. Design work for the park is in progress
and a long -term lease agreement with Southern California Edison (SCE) for use of the
property will be in place in the near future.
Staff Recommendation:
That the City Council provide direction relative to this matter.
BACKGROUND /ANALYSIS
The CIP budget for the current 2010 -11 Fiscal Year includes funding in the amount of
$800,000 to initiate the development of a City park on vacant lot on the west side of San
Gabriel Blvd., south of Garvey Avenue and north of Rush Street under the Southern
California Edison (SCE) electrical transmission lines. The sources of revenue for this
project include a $550,000 grant from the Rivers & Mountains Conservancy (RMC).
This grant will be supplemented by at least $250,000 from the City's General Fund
Reserves, which have been derived from Redevelopment bond proceeds generated in
2010. As you will recall, the Rosemead Community Development Commission (CDC)
has repaid $2.5 million to the City's General Fund from its 2010 Redevelopment bond
issue to satisfy the terms of a loan made to the CDC in Fiscal Year 2007 -08. Under the
terms of the 2010 bond issue, the $2.5 million repaid by the CDC to the City's General
Fund must be spent on capital improvement projects such as the development of a
park.

Currently, conceptual design work is in progress for park planning purposes on this site
by the City's landscape architectural firm. Preliminary discussions have occurred with
SCE regarding a 30 -year lease agreement that would permit the City to develop a public
park on the property. Negotiations to formalize the lease agreement will be resumed
and finalized upon completion of the conceptual park design plans.
Jay Imperial served on the Rosemead City Council for some 29 years between 1978
and 2007. He also was selected to serve as Mayor on six occasions in 1981, 1986,
1989, 1996, 2001, and 2005. Mr. Imperial continues to be a resident of Rosemead.
Mayor Steven Ly has requested that this matter be placed on the City Council agenda
for consideration. Following the selection of a name for this future park site by the City
Council, a "groundbreaking" ceremony can be scheduled to commemorate the future
development of the park.
