CITY OF roSEMEAD
DATE Rosemead City Council met for a Study Session regarding
the Draft Housing Element for the City of Rosemead at 7:0b p.m.
in the Conference Room of the Rosemead City Hall, 8838 Valley
Boulevard, Rosemead, California.
The Study Session was called to order by Mayor Imperial.
ROLL CALL OF OFFICERS:
Present: Mayor Imperial-,- Mayor Pro_Tem Hunter,
Councilmen Cichy, Tury, Taylor
Making the presentation to the Council of the Draft Housing
Element: Mr. Marshall Krupp, and Mr. Gary.Werner, Env.ista &
Associates.
Mayor.'.Pro..Tem Hunter inquired as to some of the factual data
presented in the Draft relative to income,. population , and
statistics.
Mr. Krupp commented that the document is quite detailed
and explained one of the difficulties in proceeding with
the preparation of the document was the use of the 1980 Census
material and the unavailability of that material.
Further clarification of the factual data in question would
be available upon the final tabulations of the 1980 census.
Mr. Krupp further commented that the Element was written i
in e£fect.yso that the implementation of the element was
consistent with the direction and policies and guidelines
this Council has initiated in the past, consistent with the
direction thatihas been-recurring in regards to the Community
Development Block Grant Program and the other housing issues
the City is dealing with.
Discussion ensued regarding the consistency of the Housing
Element with State Law, and Mr. Krupp indicated that in his
opinion this Draft Housing Element would be accepted by
HCD, however comments may be received from the State requiring
the document to be expanded further, and incorporate programs
or policies that are different than what has been presented.
Mr. Krupp continued to say that taking into consideration the
Council's desires for the community and taking the regulations
which are contained within the Government Code, that this
Element will respond to those.
Councilman Tury stated he was pleased with the present programs
and inquired what the chances were of expanding the programs
to more of the people.
Mr. Krupp stated that to qualify additional census tracts you
would have to use 1980 census material and until it is available
we don't know what the'true characteristic of the community
is. However, when the statistics are available if there is
a possibility of expansion of the programs this recommendation
would be made.
There was discussion regarding the means by which the programs
within the Housing Element could be implemented and funding for
those programs.
There was a general concensus among the Council that the
Draft Housing Element was a thorough report and there being
no objection Mayor Pro Tem Hunter made the motion to authorize
sending the document to the State for review, Councilman
Tury seconded the motion, all in favor indicated by Ayes.
This concluding the business before the Council, it was moved
and second to adjourn. All in favor indicated by Aye.
