Downtown Design Guidelines The City of Rosemead proposes to adopt Downtown Design Guidelines for Downtown Rosemead, located on Valley Boulevard between Walnut Grove Avenue and Rosemead Boulevard. The guidelines are intended to supplement the Rosemead Municipal Code and would be used during the development approval process, and are intended as a reference point of expectations of quality development. The principle design criteria and architectural styles represented in the document are meant to assist in the design, development, and implementation of quality architecture and site planning. Use of these guidelines will ensure that new development and redevelopment upholds a commitment to high - quality development in the City of Rosemead. Recommendation: That the City Council: 1. Claims and Demands Resolution No. 2011— 23 Recommendation: to approve Resolution No. 2011 — 23, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $530,737.73 NUMBERED 101259 THROUGH 101271 AND 73532 THROUGH 73672 INCLUSIVELY Authorization to Attend the National League of Cities Energy, Environmental and Natural Resources Steering Committee Meeting — Kansas City — June 2.4, 2011 The City Council will consider authorization for attendance to the National League of Cities, Energy, Environmental and Natural Resources Steering Committee meeting on June 2 -4, 2011. Recommendation: That the City Council authorize the attendance of a Council Member at City expense. C. Approval of Fireworks Stand Locations The City Council will consider approving 12 applicants for permits to sell fireworks and their stand locations for the Independence Day Celebration. All deposits have been received and certificates of insurance are on file. Recommendation: That the City Council approve the list of applicants and their stand locations and waive any electrical fees. Walnut Grove Avenue Resurfacing Project — Award of Contract As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved a program entitled, "Walnut Grove Avenue Resurfacing Project". The Project includes asphalt concrete overlay, sidewalk repair, traffic striping, signage installation, curb ramps construction, median and parkway landscape improvements, and colored concrete crosswalks to help improve pedestrian safety. The limits of the Project include Walnut Grove Avenue (from Garvey Avenue to Rush Street) and Rush Street (from San Gabriel Boulevard to Walnut Grove Avenue). Proposition C funds have been budgeted for this project. Recommendation: That the City Council: 1. Approve the plans and specifications for the Walnut Grove Avenue Resurfacing Project; and 2. Authorize the City Manager to enter into a contract with Sully - Miller Contracting Inc. for $1,109,950 and establish an amount of $111,000 (10% of contract) to cover for unforeseen conditions. E. Walnut Grove Avenue at 1.10 Landscape Improvements — Contract Award As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved a project to improve freeway off ramp areas adjacent to the Interstate 10 Freeway at Walnut Grove Avenue. This project includes a complete landscape makeover to the slopes on the west side of Walnut Gove Avenue, which includes ground cover, trees, shrubs, and color splashes (roses and perennials) on off ramp slopes and adjacent areas. Recommendation: That the City Council: 1. Approve the landscape plans and specifications; and 2. Authorize the City Manager to enter into a contract with Eco Logic Inc. for the I- 10/Walnut Grove Avenue Beautification Project in the amount of $98,670.50 and establish an amount of $14,800 (approximately 15 %) to cover the cost of unforeseen construction expenses by approving Resolution No. 2011 -24, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REGARDING CONTRACTING FOR LANDSCAPING IMPROVEMENTS AT THE INTERSTATE 10 FREEWAY OFF RAMP AREAS ADJACENT TO WALNUT GROVE AVENUE Page 6 of 8 ROSEMEAD CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION JOINT MEETING AGENDA May 24, 2011 Second Reading of Ordinance No. 915: General Plan Amendment 11 -01 and Zone Change 11.01, Changing the Land Use Designation of three (3) Properties at 2562 River Avenue from the Open Space to the Office /Light Industrial Land Use Designation and from the 0 -S Zoning Classification On May 10, 2011, the City Council introduced Ordinance No. 915, General Plan Amendment 11 -01 and Zone Change 11 -01. Ordinance No. 915 is now before Council at the required second reading for adoption. Recommendation: That the City Council adopt Ordinance No. 915 at its second reading, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING ZONE CHANGE 11.01 CHANGING THE ZONING CLASSIFICATION OF THREE PROPERTIES GENERALLY AT 2562 RIVER AVENUE TO THE M -1 (LIGHT MANUFACTURING AND INDUSTRIAL) ZONE 9. MATTERS FROM MAYOR & CITY COUNCIL A. Direction on Process for Future Agreement for Solid Waste /Recycling Services The City's current agreement for solid waste /recycling collection services expires on August 1, 2013. The scope of work includes providing solid waste and recycling services for all residential and commercial properties in the City. As part of the next fiscal year budget, a work plan item has been included to explore options for solid waste /recycling collection services. Prior to engaging in this process, further direction from the City Council is requested relative to the contracting options, which are: (A) Negotiate to extend the relationship with the existing service provider; or (B) Conduct a competitive bid process. Recommendation: That the City Council provide further direction regarding the process to achieve a new solid waste /recycling collection agreement. 10. ADJOURNMENT A City Council and Community Development Commission Budget Workshop is scheduled for Tuesday, June 14, 2011 at 5:00 p.m. The next regular joint Community Development Commission and City Council meeting is scheduled to take place on June 14, 2011 at 6:00 p.m. and 7:00 p.m., respectively.
