MINUTES OF THE REGULAR MEETING
OF THE ROSEMEAD CITY COUNCIL
APRIL 14, 1981 AT 8:00 P. M.
The Regular Meeting of the Rosemead City Council was
called toiorder by Mayor Tury at 8:00 p. m., in the Council
Chambers of City Hall, 8838 E. Valley Blvd., Rosemead, Cali-
fornia.
The Pledge to the Flag was led by Councilman'Taylor.
The invocation was delivered by Rev. Jim McClellan.

APPROVAL OF MINUTES - March 24, 1981 - Regular Meeting
MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN CICHY
that the Minutes of the Regular Meeting of March 24, 1981 be
approved. !Vote resulted:
APPROVAL OF MINUTES - March 24, 1981 - Modern Service Study Session
Councilman Taylor stated that there had been requests made at
that meeting and inquired if anyone had received the information.
Mayor ITury stated that he had not.
Robert Dickey, Assistant City Manager, stated that the informa-
tion is being collected and there has been no meeting with Modern
Service as yet.
APPROVAL OF MINUTES - April 1, 1981 -Land Use Study Session
MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN TAYLOR
that the Minutes of the Land Use Element Study Session be approved.
Vote resulted:
Mayor:Tury stated that the information should be available
as soon as.possible, and that the Count has taken longer than
anticipated.
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN CICHY
that the Minutes of March 24, 1981, Modern Service Study Session,
be approved. Vote resulted:

A.' Flora Troviso, 2582 Dubonnet Avenue, complained about
the drag racing that goes on all the .time:,onoFern from MuScatel^to
Angelus, and also of the need for additional'street lights on
her street.,

Mayor Tury stated that he would refer her complaint to the
Traffic Commission and to the Sheriff's Department and they will
check it out and try to resolve the problem of the drag racing,
and as far; as the additional lights he requested that she contact
Mr. Dickey this week so that she would be informed as to the pro-
cedure for,.'.additional street light installation.

Nick Potrero, next door to Mrs.Troviso, also complained about
the racing. along Fern Avenue.

Juan Nunez, 2702 Del Mar, inquired of the Council which of them
represent the City at the Sanitation District, and how they would
vote regarding this tax that would be placed on the County Tax bill.
Mayor Tury stated that he was the delegate and Councilman Hunter
is the alternate and either of them can vote, and they have been
instructed, by the Council to vote "no".
II. PUBLIC HEARING
A. . PUBLIC HEARING TO CONSIDER THE ADOPTION OF A RESOLUTION
OF NECESSITY FOR ACQUISITION OF PUBLIC RIGHT OF WAY FROM
~PROPERTY,LOCATED'AT 4911 WALNUT GROVE AVENUE.
MayorlTury stated that the Public Hearing was open and inquired
if there was anyone in the audience who would care to speak regard-
ing this matter.
Juan Nunez, 2702 Del Mar, inquired if Walnut Grove needs to
be widened since he does not know the area.
Mayor Tury stated that this area is a bottle-neck for the
truck traffic that uses the street and does need to be widened.
MayorlTury inquired if there is anyone else who would like
to speak regarding this matter. No one came forward, and he
closed thelPublic Hearing.

B. PUBLIC HEARING TO CONSIDER CONFIRMATION OF STREET
SUPERINTENDENTS REPORT AND ASSESSMENTS
Mayor Tury stated that the Public Hearing was open and in-
quired if there was anyone in the audience who would care to
speak regarding this matter.

that Resolution No. 81-23 be adopted. Vote resulted:

SUPERINTENDENT'S REPORT & ASSESSMENT ON ALLEYWAY

Mayor Tury stated that the Public Hearing is open and
inquired if there was anyone in the audience who would care
to speak regarding this matter.
Jack Nugent, 9419 Steele Street, stated that he objected
to the accessment because he did not know what the.assessment
was for.
Mayor Tury stated that this alley problem has been going
on for about three years and he should know the reason for the
installation of the drainage facilities, and suggested that
Mr. Nugent'review the engineer's report and assessment for fur-
ther clarification.' The Public Hearing was continued to the
next regular meeting on April 28, 1981.

V: MATTERS FOR DISCUSSION & ACTION
STREET SWEEPING FOR MONTH OF MARCH, 1981
/-Councilman Taylor stated that Modern Service is not sweeping
the streets at specific times, and if they are on schedule why are
citations not being issued for the cars that are parked on the
street.
Mayor Tury stated that he would like the parking patrol'officer
to follow the street sweeper for a couple of weeks and after that
it becomes a cite.
Mayor Tury stated that he felt that the problems with the
street sweeping have pretty much resolved themselves, and he
felt that this item could be placed back on the regular Claims
and Demands.
Councilman Taylor stated that he would like to review this
for at least another month',' and a report back on the citations.
MOTION.BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN IMPERIAL
that the Street Sweeping Bill for the month of March, 1981 be
approved. Vote resulted:
AYES: Councilmen Hunter, Cichy, Imperial and Mayor Tury
NAYES: None
ABSTAIN: Councilman Taylor
ABSENT: None
Whereupon the Mayor declared said motion duly carried and
so ordered.
Councilman Imperial requested that even after the month,
he would like to continue to get a report regarding the street
sweeping complaints.
Mayor Tury requested that the reports to the'Council be
continued.
VI. MATTERS FROM OFFICIALS
Z Councilman Taylor stated that the memorandum received
from//the City Manager in regard to the 18 acre annexation with
the City of Montebello stating that there was some type of a
snag with the Fire Protection District. He requested a more sub-
stantial report regarding this matter and if it will jeopardize
this development.
Frank G. Tripepi, City Manager, stated that he would explain
and then follow-up with a written report. He stated that the final
alternative would be to have a'.meeting with Supervisor Schabarum.

B. Councilman Taylor stated that he would like a report
back/from Willdan and Associates on the problem on one of the
assessments which involved removal of hedges at the next regular
Council Meeting, April 28, 1981.
