CC - 03-01-81 - Info Session MeetingMINUTES CITY COUNCIL INFORMATION SESSION APRIL 1, 1981 The Rosemead City Council met in the Conference Room of City Hall on April 1, 1981 at 7:00 p. m., to discuss Land Use inconsistencies on approximately 2,150 separate properties in the City of Rosemead. John Carmona, Director of Planning, commented on some of these inconsistencies and the areas-of specific concern and of the proposed changes to eliminate some of the discrepencies. John Bitterly, Urban Futures, Inc., Land Use Element Con- sultant, presented in summarized form the recommendations of the proposed Land Use Element. He stated that various rela- tionship factors and constraints were considered including socio- economic factors and trends, natural physical factors, infra- structure constraints and current land use characteristics of Rosemead. The current General Plan of Rosemead was prepared and adopted in 1972. In that document, land use changes had been proposed for many areas of the City that are not reflected by the existing Zoning Ordinance nor by existing land uses. By lacking consistency, the existing zoning does not effectively implement the goals and objectives of the current Land Use Element of Rosemead's General Plan. There are fifteen areas of concern, involving either a General Plan/Zoning Ordinance conflict or a need for re-study. Within these areas lie the proposed changes to the current General Plan/Zoning Ordinance and form the crux of the proposed Land Use Element and Plan. Councilman Taylor commented on the fact that P-0 Zone has been deleted and inquired if it were going to be placed else- where in the City. He also inquired when the zoning had taken place of Section #13 and if the zoning of that section had been done by the County of Los Angeles. The Council commented on some of their concerns, but agreed in general as to the need of consistency of the Land Use Element and the Zoning of the City, and requested that the Public Hearings necessary to make these corrections be proceeded with. After three hours of discussion, the City-Council adjourned their study session to the next regular meeting of April 14, 1981 at 8:00 p. m.
