OF THE ROSEMEAD CITY COUNCIL
DECEMBER 23, 1980 AT 8:00 P. M.
The Regular Meeting of the Rosemead City Council was called
to order by Mayor Tury at 8:00 p. m., in the Council Chambers of
City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Imperial.
The Invocation was delivered by Rev. Bill Burkhardt
ROLL CALL OF OFFICERS:
Present: Councilmen Hunter, Imperial, Taylor and Mayor Tury
Absent: Councilman Cichy
APPROVAL OF MINUTES: December 9, 1980 - Regular Meeting

Councilman Taylor stated that page 3 needs clarification
on Councilman Imperial's recommendation, and requested that the
portion of the statement after grading plan be deleted.to read: /
"Councilman Imperial requested that the Council consider the
suggestion of not accepting anything from the Planning Commission
that does not have a grading plan."
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN HUNTER
that the Minutes of the City Council Meeting of December 9, 1980
be approved as. corrected. Vote resulted:

PRESENTATION
A. Dr. Stuart Muade presented Mayor Tury and the City Council
with a plaque of commendation from the Corn Festival held in
Zapopan.from their federal President.
B. Dan Handy was presented a plaque of commendation from the
City Council for his outstanding efforts on the Traffic Commis-
sion and the Planning Commission from 1976 to.1980.
ORAL COMMUNICATIONS
A. Beverly Van Fossen, 8538 Wells Street, complained again about
the project at 4229-4309 Walnut Grove, and stated that she had re-
ceived a letter requesting that a decision should be made by her
regarding the walls by December 29, 1980 and she did not feel that
was sufficient time to made such a decision.
Mayor Tury stated that the residents would be allowed until
January 15, 1981 for that decision.
Mrs. Van Fossen also stated that if they have a water problem
because of the grading she would hold this Council liable, and she
also complained about the construction noise during the week and
even on Saturday and Sundays.
Councilman Taylor commented on the drainage situation and
requested that grade elevation be verified so that the City can
protect themselves.
Mayor Tury stated that there has been communications from the
County verifying the grading.

Mayor Tury stated that we do have a noise abatement ordinance.
and the City Attorney will check into it and to-.see if this could
be used to control the noise.
Councilman Imperial requested that this Ordinance be used to
enforce the abatement of the noise at least for the week-ends, and
a memo to the Council regarding this problem.
II. PUBLIC HEARING
PUBLIC HEARING TO CONSIDER A REQUEST BY HARRY HIGLEY FOR A
GENERAL PLAN AMENDMENT FROM LOW DENSITY TO HIGH DENSITY FOR
PROPERTY LOCATED AT 8514-16-18 VALLEY BLVD., & 3899 WALNUT
GROVE AVENUE.
Mayor Tury opened the Public Hearing and inquired if there
was anyone in the audience who cared to speak regarding this
matter.
Marie Ladymon, 8555 Guess Street, Rosemead, objected to
the increase in density and to the condominium project that is
being considered.
Juan Nunez, 2703 Del Mar,. also spoke against the project,
and commented on the screening and that although they may have
to put up before the completion of the project they are not
necessarily going to be kept up by all the incoming tenants.

MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR TURY that
the Public Hearing be reopened and this Public Hearing be con-
tinued until February 10, 1981. Vote resulted:

ABSENT: Councilman Cichy
ABSTAIN: None
Whereupon the Mayor declared said motion duly carried and
so ordered.
Councilman Imperial requested that the Planning Director
contact the Police Department and the Fire Department to:get
an analysis of the problems involving-the egress and ingress
in case of an emergency with single family dwellings and that
with condominium dwellings.
There being no objection it was so ordered.

Mayor Tury inquired about Check No. 494.
Robert Dickey, Assistant-:City Manager, stated that this
was for a license for one of our employees for.pest,controlc
to service the recreation' areas.
Councilman Taylor inquired if this individual was licensed
at this time to do pest control.
Mr. Dickey stated that he did not think he was.
Councilman Taylor requested a written reply to this question
as to whether this employee is engaged in any private business fe-
garding pest control.
Councilman Imperial 'requested back up material on check no.

CC-E RED CURB--SAN GABRIEL BLVD. AND GRAVES REQUEST FOR
INSTALLATION OF. RED CURB
Councilman Taylor questioned the 100 feet of red curb being
considered and he felt that was too long and could possibly be
handled.with 40 or 60 feet of red curb.
John Mayerski, Traffic Engineer, stated that he did not
feel that anything less than 100 feet would be adequate because
this is a vertical curve.
Mayor Tury made a motion that this recommendation be approved,
but it died due to a lack of a'second.
Councilman Taylor requested that this item be brought back
to the Council on.its next agenda with a traffic accident report
for the past 2 years.
. Mayor Tury requested that this item be deferred to the next
Agenda with the information regarding the traffic accidents included.

CC-G DENIAL OF RED CURB INSTALLATION AT.3816 N. ROSEMEAD
Councilman Taylor requested that this item be deferred to
the next Council Meeting.
There being no objection, it was so ordered.
VI. MATTERS FROM OFFICIALS'
A. Dinsmore House Remodeling--Check No. 428
Councilman Taylor stated that he had received the back-up
to the check which explained the expenditures, and he had no pro-
blem with it:

B. 1/2 CENT SALES TAX
Councilman Taylor stated that communication was received
from the Attorney General's Office pertaining to the 1/2 Cent
Sales.Tax increase and the legal opinion regarding same, and
Councilman Taylor requested copies of that legal opinion be
made available to the Councilmas soon as possible.
C. PLANNING COMMISSION DECISION
Councilman Imperial stated that he felt that certain issues
in the application regarding the conversion of the Stor-Mor Ware-
house to.condominium ownership should be considered by the city
Council.
Mayor Tury stated that he had no objection in looking into
this matter..
MOTION BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR TURY that
a Public Hearing be set for January 13, 1981 at 8:00 p. m., to
appeal the decision of the Planning Commission on the approval
of Parcel Map #13844. Vote resulted: `

The Mayor declared said motion duly carried and so ordered.
D. Councilman Imperial stated that Rev. Tom Phillips is in
the Hospital and requested that a get-well card be sent him from
the Council.
There being no further business, the Council Meeting was ad-
journed to the next regular meeting of January 13, 1981 at 8:00
