MINUTES OF THE REGULAR MEETING
OF THE ROSEMEAD CITY COUNCIL
NOVEMBER 25, 1980 AT 8:00 P. M.
The Regular Meeting of the Rosemead City Council was called
to order by Mayor Tury at 8:00 p. m., in the Council Chambers of
City Hall, 8838 E. Valley Blvd., Rosemead, California.
The Pledge to the Flag was led by Councilman Imperial.
The Invocation was delivered by Rev. Richard Acosta.
ROLL CALL OF OFFICERS:

APPROVAL OF MINUTES - November 10, 1980 - Regular Meeting

the City, and inquired if there was any ordinance that could con-
trol them.
Mayor Tury stated that the City does not have an ordinance
on the books as yet, but the new Municipal Code should have this
included.
Robert Kress, City Attorney, stated that regulations are
proposed in the new zoning code that is before the Planning Com-
mission for study.

D. Beverly Van Fossen, 8538 Wells Street, spoke in regards
to the condominium project at 4229-4309 Walnut Grove and complained
about the eleven foot walls and the closeness of the project to
their homes. She felt that the stipulations agreed upon were not
being abided by, and she does feel that this was fair and is very
upset. She also stated that the drainage of this property is of
great concern to her and they have never up to this time had a
drainage problem and does not want one now. She was told that a
building permit would not be issued until further investigation
took place, but the permit was issued last Friday.

Leslie Brand, 2029 S. Monterey St, Alhambra, owner of seven
unit apartment at 4225 Walnut Grove, commented that his property
looks subterranean because of the elevation of the surrounding
properties and the three story buildings next to his property.
The elevation of the property on both sides of his property is
five to six feet higher than his property. He says it is just
like walking in a tunnel.
Mayor Tury stated that he did not know how those elevations
were approved and again:stated that the tapes will be listened to.
Councilman Taylor asked when the elevation was increased on
the two properties next to Mr. Brands.
Mr. Brand stated that the increase took place in the last
two months, but the plans must have been approved quite some time
ago.
Councilman Taylor stated that at the last Council Meeting an
Urgencycordinance was adopted to have a moratorium on all condo-
minium development in the City and all projects be reviewed, and
requested that the water drainage problem to be investigated and
the 3 to 5 foot slope also be looked into.
Mayor Tury statedtthat'•with'•the-Meeting'.tomorrowC.and- listen-
ing to the tapes that a memorandum be prepared stating what had
transpired before, what the exact'changes are.between what was
agreed to and what the present project is now, and how far the
developer is willing to go.
Councilman Imperial stated that`--he has been quite concerned
over drainage and grading and wondered how often the County makes
on-site'.inspections of some of the specs they give us, and he felt
that this should be looked into very strongly.

CC-A ADDITIONAL SAFETY RECOMMENDATIONS--MUSCATEL & GLENDON WAY
Councilman Imperial stated that he did appreciate the time and
effort taken by the Traffic Commission on the safety conditions at
Muscatel and Glendon Way, but he did not feel that the recommenda-
tions go far enough. He felt that there should be further study
regarding this situation and that blinking red be installed at the
curve where the streets come together.
Mayor Tury stated that this Item be returned to the Traffic
Commission with the recommendation of a blinking red light.
CC-B RED CURB--MUSCATEL AVENUE NORTH OF GARVEY

CC-J APPROVAL OF FINAL TRACT MAP #37012--2626 Walnut Grove
Councilman Taylor stated that he felt that additional study
should be made:;, and the project seems very crowded.
Mayor Tury requested that this be deferred to the next
Meeting,to study the overlays and the elevations of this project.
Frank.G. Tripepi, City Manager, requested that Mr. Carmona
elaborate on the subdivision map act.
John Carmona, Planning Director, stated that this is a final
map and tentative map has been studied and received approval and
the dpprbval'of'the final map is an administrative matter"accord-
ing to the subdivision map act. If within the next 10 days or by
the next regular meeting, a decision is not reach atrthat time". -

Mayor Tury stated that he felt it is necessary to review it,.

V. MATTERS FOR DISCUSSION & ACTION
A. APPOINTMENT OF TRAFFIC COMMISSIONER
. Mayor Tury appointed Bob Young to fill the vacancy on the
Traffic Commission, and a unanimously ballot was cast for him.
B. STREET SWEEPING SERVICE--OCTOBER, 1980
MOTION.BY COUNCILMAN IMPERIAL, SECONDED BY MAYOR TURY that
the Street Sweeping Bill for October 1980 be approved. Vote re-
sulted:

The Mayor declared said motion duly carried and so ordered.
Mayor Tury stated that the Street Sweeping has been monitored
closely andsheefeels that the service has improved and is reasonably
close to his time schedule.
Councilman Taylor requested that the Street Sweeping for
November be placed on the next agenda.with the complaints attached.
VI. MATTERS FROM OFFICIALS
A. Letter of,.appreciation to the Council.from residence for
efforts expended in alleviating the loud, late evening and early
morning music played from an apartment in the area.
Mayor Tury requested a letter be sent to each of the residents
who signed the letter of appreciation.
B. RESOLUTION NO. 80-74 - URGING CHALLENGE OF PROPOSITION

C. SOUND ATTENUATION WALL
Councilman Taylor commented on the fact that the City of
Rosemead will not be getting the entire sound wall.
Mayor Tury requested that Oscar Villarte be in attendance
dtr the next Council Meeting and the Sound Attenuation Wall be
placed on the Agenda for that meeting.
D. Councilman Taylor commented on an article in the San
Gabriel Valley Tribune regarding a plan that would radically
restructure public education and require public service of all
youths in California. H. L. Richardson, State Senator from
Arcadia is vigorously opposed to this plan and Supervisor Pete
Schabarum is also concerned regarding the goals and the possible
impact of the plan.
Councilman Taylor requested information as to when the
hearings will be held regarding this piogram-:
Mayor Tury requested that the information on these hearings
be made available to the Council and check with the Board of Super-
visors office and with Joe Gonsalves to see what information he has.
E. -Councilman Imperial stated that Contract Cities Associa-
tion has requested that he attend a meeting in Sacramento on Decem-
ber 2nd, 1980 with the newly elected State Legislators, and it has
also been requested that the City Manager:-also attend'.o--'. v
MOTION BY COUNCILMAN TAYLOR, SECONDED BY MAYOR TURY that
Councilman Imperial and Frank Tripepi, City Manager, be allowed
to attend the Meeting in Sacramento on December 2, 1980. Vote
resulted:

Councilman Imperial stated that if there were any questions
that the Mayor would like him to ask of the State Legislators,h
just to place those questions in his box and he would take them
with him to Sacramento.
There being no further business, the City Council Meeting was
adjourned to the next regular Meeting on December 9, 1980 at 8:00
p. M.

SESSION
COUNCIL
AT 7:05 P.M.
The Rosemead City Council held a Study Session on November
10, 1980 at 7:05 p. m._, in the Conference Room of City Hall, 8838
E. Valley Blvd., Rosemead, California immediately following the
RRA Meeting.
The Study Session was regarding the possibility of establish-
ing a downtown revitalization program for our commercial areas.
The commercial areas being considered are the central business
district, and business districts on Garvey Avenue and San Gabriel
Boulevard and particularly the Rosemead Mall(Montgomery Ward's
Shopping Center).
Jim Goodell from the Arroyo Group made the presentation and
responded to the questions. He also presented slides on the pro-
jects that they have worked on in Whittier, Los Angeles and in
Pasadena which showed the before and after of the projects.
After the presentation it was decided that this item, be
brought back to::the"Council after the agr,eeanent is prepared and
