MINUTES OF STUDY SESSION
ROSEMEAD CITY COUNCIL
OCTOBER 28, 1980 AT 7:15 P. M.
;The Rosemead City Council held a Study Session on October 28,
1980 in the Conference Room of City Hall, 8838 E. Valley Blvd.,
Rosemead, California at 7:15 p. m. immediately following the
RRA Meeting.
The Study Session was relating to Engineering Procedures and
Assessments for Street Improvement Projects.
Councilman Hunter stated that several weeks ago there had been
some assessments presented to the Council regarding corner lots
and decision had been made that if they had previously made im-
provements they need not be assessed for the other side. Although
he. disagreed with that policy, he did not suggest that the deci-
sion-made on those properties-be changed.
After much discussion, it was concurred by the City Council
that the Policy which had been adopted by Council on August
14, 1979 be reaffirmed..'
MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN HUNTER
that the Policy regarding Assessments for Street Improvements
which was adopted by the Council on August 14, 1979 be re-
affirmed. Vote resulted:
UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE.
The Mayor declared said motion duly carried and so ordered.
The Study Session relating to Condominium Parking.
Councilman Hunter stated that he felt that 2' parking spaces
for each condominium unit was not adequate in the larger com-
plexes and he felt that there should be further study done on
the up-coming units that are being contemplated in the area
as far as adequate parking and open space areas. Originally,
many people purchased condominiums after their children had
grown and left home, but now with the economy as it is and
single family homes are so expensive that they are not econo-
mically_feasible the younger families are turning to condo-
minium.living. Therefore,.it's necessary to.allow more open
space- for the children. The other consideration is that with
children being more a part of this type of living,-;.the schools
for them also have to be considered.
Mayor Tury directed the Planning Commission to review the R-3
Zoning requirements and that when Condominium projects are
being contemplated there should be particular review on the
parking requirements and the open space requirements, and if it
is thought that these problems are unsurmountable and a mora-
torium is recommended then bring that suggestion back to the
Council.
