SUBJECT: REQUEST FOR RED CURB ADJACENT AT EARLE AVENUE AND
MARSHALL STREET
SUMMARY
The Traffic Commission reviewed a request to review traffic conditions at the
intersection of Marshall Street and Earle Avenue. Several residents in the
neighborhood indicated that cars parked at this location create an unsafe turning
movement from Earle Avenue to Marshall Street. The residents requested the
installation of red curb to improve site visibility.
After visiting the site, it was recommended that red curbing be installed at the northwest
and northeast corners of the intersection. Based on public input and letters received,
the Commission concurred with this recommendation and further asked that additional
red curbing be installed at the southwest and southeast corners of the intersection.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation and authorize staff to install approximately 15 feet of red curbing at
each corner of the intersection of Marshall Street and Earle Avenue.
DISCUSSION
City staff received a request from residents install red curbing at the northwest and
northeast corners of Earle Avenue and Marshall Street. They maintain that visibility
concerns, coupled with existing on- street parking provide for unsafe conditions for both
residents and pedestrians in the area. Attachment 1 includes a neighborhood overview
and pictures showing the existing road conditions.
Marshall Street is a 40 foot wide roadway between the western City limit and Walnut
Grove Avenue. On- street parking is generally open on both sides of the street with the
exception of street sweeping parking restrictions and some designated no parking
areas. There is one travel lane for westbound and eastbound traffic. The speed limit is
35 mph along the street.

During field observations, staff observed that vehicles parked along the north side of
Marshall Street (adjacent to Earle Avenue) block visibility to oncoming traffic. This
creates a potentially unsafe turning movement onto Marshall Street. The installation of
red curbing at the northwest and northeast corners of Marshall Street/Earle Avenue will
help improve visibility problems.
Prior to Traffic Commission review, notification postcards were delivered to residents in
the vicinity of this intersection. Residents attended the Commission meeting and also
sent in letters supporting the installation of red curbing at this location (Attachment 2).
Based on the public input received and similar concerns along the southwest and
southeast corners of the intersection, the Commission further recommended that
additional red curbing be installed along the south side of the intersection.
FINANCIAL REVIEW
Funding for this work is included in the Public Works Department operations and
maintenance budget.

Re: Red Curbing on Marshall Street
To Whom It May Concern:
We have been residents on Earle Ave. for the past 41
years. Over the years, we have witnessed the traffic changes in
our neighborhood. Within in the past few years, trying to make
a right or left turn onto Marshall Street has become very
difficult.
Unfortunately, we have other commitments for the
evening of the 12th. of May. However, we did want to sure that
the situation is made better. We invite you to try to make a safe
turn especially a left turn onto Marshall during busy traffic
hours. Both the northeast and northwest corners leave a lot to
be desired. Our family has had an accident at this corner
several years ago. If the corners had been painted red, perhaps
this accident would never have happened.
Please take into consideration the number of families that
live in this neighborhood. There safety is in your hands 111

Re: Traffic Commission Meeting Tonight
1 received a notice, "Traffic Concern Notification," on Monday, May 9, regarding a request to
install red curbing at Marshall Street and Earle Avenue.
Unfortunately, l will not be able to attend the meeting tonight.
1 agree that something needs to be done on that corner. It is very difficult to see traffic coming on
Marshall Street, Many times, I have made left turns blindly onto Marshall Street from Earle
Avenue because I could not see if any cars were coming. It would look clear to me when in fact a
car was coming close to me on Marshall. I've had several near - accidents. Therefore, I avoid
turning on Marshall because of this concern.
I hope 12 feet of red curbing is sufficient, if not, perhaps a stop sign can be installed,
I'm very pleased this is finally being addressed. I've seen accidents or near- accidents there. A
tragedy can occur if something is not done.
