CC - Item 7G - Keep Clear Zone Along Lower Azusa Road■ TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JUNE 28, 2011 SUBJECT: KEEP CLEAR ZONE ALONG LOWER AZUSA ROAD SUMMARY The Traffic Commission reviewed a request to review traffic conditions and access from residential streets onto Lower Azusa Road (from Rosemead Boulevard to Encinita Road). Residents in this area have expressed concerns that it is difficult for vehicles to exit onto Lower Azusa during peak travel times. Due to the heavy vehicle traffic, vehicles are significantly delayed from exiting the adjacent residential streets. After visiting the site, it was recommended that "Keep Clear' pavement markings be installed in the westbound travel lanes. Limit lines for the "Keep Clear" markings will be located at Darlow Avenue to help provide a gap to allow turning vehicles better access to Lower Azusa Road from the nearby residential neighborhood. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation and authorize staff to install "Keep Clear' pavement markings in westbound travel lanes at the intersection of Darlow Avenue and Lower Azusa Road. DISCUSSION City staff received a request from residents to install "Keep Clear' pavement markings along Lower Azusa Road. The residents maintained that during peak travel hours vehicles are heavily delayed from exiting the residential neighborhood north of Lower Azusa. This delay results in vehicles queuing back into the residential area. Lower Azusa Road is approximately 56 feet wide with two lanes of traffic in each direction separated by a double yellow centerline. Parking is generally allowed except during street sweeping times. The posted speed limit is 40 mph. The intersection of Darlow Avenue at Lower Azusa Road is stop controlled for southbound traveling vehicles. Attachments 1 and 2 depict existing conditions at this location. During field observations, it was noted that traffic congestion can be heavy during peak travel times for westbound traffic on Lower Azusa traveling towards Rosemead F APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting June 28, 2011 Page 2 of 2 Boulevard. Access from the neighborhood just north of Lower Azusa is delayed, especially at Darlow Avenue. After peak hours, the traffic in this area becomes light, with fewer vehicles and less congestion. In order to improve vehicle access and improve safety for vehicles exiting from Darlow Avenue onto Lower Azusa road, it is recommended that "Keep Cleat" pavement markings be added in westbound travel lanes at Darlow Avenue. These markings will help provide a gap to allow turning vehicles back onto Lower Azusa. FINANCIAL REVIEW Funding for this work is included in the Public Works Department operations and maintenance budget.
