The Joint Meeting of the Rosemead City Council and the Rosemead Redevelopment Agency was called to order by Mayor Tury at 8:00 p. m., in the Conference Room of City Hall, 8838 E. Val- ley Blvd., Rosemead, California. The Pledge to the Flag was led by Councilman Taylor. The Invocation was delivered by Hugh Foutz, City Treasurer. ROLL CALL OF OFFICERS; Present; Councilmen & Commissioners Cichy, Taylor & Tury Absent: Councilmen & Commissioners Hunter & Imperial APPROVAL OF MINUTES: April 14, 1980 Regular Meeting MOTION BY COMMISSIONER TAYLOR, SECONDED.BY COMMISSIONER CICHY that the Redevelopment Agency Meeting of April 14, 1980.be approved. Vote resulted: UPON ROLL CALL ALL COMMISSIONERS PRESENT VOTED AYE, The Chairman declared said motion duly carried and so ordered. 1. PUBLIC HEARING ON PROPOSED AMENDMENT TO DISPOSITION & DEVELOPMENT AGREEMENT RE: SALE OF LAND TO AND DEVELOPMENT BY CALIFORNIA FEDERAL SAVINGS & LOAN ASSOCIATION (PROPERTY LOCATED SOUTH OF RUSH ON WALNUT GROVE) Mayor Tury opened.-the Public Hearing and inquired if there was anyone in.the audience who would care to speak regarding this matter. James Butler, Vice President :df.:California Federal, commented on the job meeting that was held last week on the project and stated that it would take from 6 to 8 months to complete the plans for the project according to the architect. He stated that the amendment was included in the agreement to, allow'California. Federal the right to delay the project if the economic conditions are such that California Federal does not have three profitable months. He also expressed his appreciation to the Agency for effort put forth. and for the priviledge of being part of the unique corporate section on.Walnut Grove, and complimented the Executive Director, Frank G. Tripepi, for his outstanding manner and efficiency in handling this project.-'. Mayor Tury inquired if there was anyone else who would care to speak and there being none, he closed the public hearing. 2. RRA RESOLUTION NO. 80-18 RRA APPROVING AMENDMENT TO DDA WITH CALFIORNIA FEDERAL SAVINGS & LOAN ASSOCIATION RRA RESOLUTION NO. 80-18 A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT AGENCY APPROVING AN AMENDMENT TO THE DISPOSITION & DEVELOPMENT AGREEMENT WITH CALIFORNIA FEDERAL SAVINGS & LOAN ASSOC. MOTION BY COMMISSIONER TAYLOR, SECONDED BY COMMISSIONER CICHY that the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COMMISSIONERS PRESENT VOTED AYE. RRA, RESOLUTION NO. 80-19 CLAIMS & DEMANDS - ADMINISTRATIVE RRA RESOLUTION NO. 80-19 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF $361.89 AND DEMANDS NO. 969-976 EXCEPT NO. 971 &:NO.'973. MOTION BY COMMISSIONER TAYLOR, SECONDED BY CHNIRMAN'11CICHY that Resolution No. 80-19 be adopted and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COMMISSIONERS PRESENT VOTED AYE. RRA RESOLUTION NO. 80-20-CLAIMS & DEMANDS-TAX ALLOCATION NOTES RRA RESOLUTION NO. 80-20 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF $50,000 AND DEMANDS NO. 118-119 MOTION BY COMMISSIONER CICHY, SECONDED BY CHAIRMAN TURY that Resolution No. 80-20 be adopted and the reading in full be waived. RRA RESOLUTION NO. 80-21-CLAIMS & DEMANDS-PROJECT AREA #1 RRA RESOLUTION NO. 80-21 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF $27,320.95 AND DEMANDS NO. 892-893 MOTION BY COMMISSIONER TAYLOR, SECONDED BY COMMISSIONER CICHY that Resolution No. 80-21 be adopted and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COMMISSIONERS PRESENT VOTED AYE. The Chairman declared said motion duly carried and so ordered. Commissioner Taylor inquired about the K-Mart Guardrail. Frank G, Tripepi, Executive Director, stated that he has not as yet spoken to Mr. Cavanaugh regarding..the guard rail and matter will. be continued to be pursued with Mr. Cavanaugh who seems to be the person who is in charge of the Rosemead project. Commissioner Taylor requested a memorandum from the Agency Attorney relating to the liability of the Agency.or City would -be on this matter.and then K-Mart could be contacted with this legal opinion. SeWretary APPROVED: CHAIRMAN RRA 4-28-80 Page #3 1?s.4~' ~ ~vr ~.~e'1J• t: F7r":Tr S-13~-p8d _ ROSEMEAD CITY COUNCIL STUDY SESSION APRIL 28, 1980 The City Council reconvened from the Joint Meeting held with the Rosemead Redevelopment Agency to hold a Study Session to-consider-the additional law enforcement for the City of Rose- mead. Captain John Butler of the Los Angeles County Sheriff's Department spoke about the problem ;bf gang violent crimes which can be controlled by additional surveillance by law enforcement officers. He also commented on a joint program with the City of South E1 Monte.and Duarte and Rosemead. Mary Oyler, General Manager of the American Multi Cinema, commented on the growing problem within the lbcalrtheatres of. vandalism and violence. Capt. Butler proposed..a three car two man between the three cities broken up much like the regional burglery team is to im- pact the crimes on the street particulary on the main streets, parks, bars,. and shopping centers. Councilman Taylor requested thatcthe proposal include information regarding South E1 Monte iniiorder to see the correlation.and the justification to support the program. Councilman Imperial stated that he was very much in favor of additional enforcement,even this type of specialized enforce- ment, but wanted to be sure that the additionaluunits would be patroling not just parked somewhere. He just wanted to be sure that it would be effective. Mayor Tury requested that this item be placed on the Agenda for the Budget Session to be held on May 31, 1980, Saturday, May 31, 1980.at 8:00 a. m. Councilman Cichy requested an interim solution to the gang problem between now and the Budget Session.. Capt. Butler stated that for a short-term period they would do everything in their power and resources to cover the theatre particularly on Friday and Saturday nights. Councilman Taylor requested an alternate proposal as far as other manpower sources available for Friday and Saturday nights, and also how it can be structured in his proposal for public parking surveillance. Capt. Butler stated that he would get together with Mr. Tri= pepi regarding what the cost of this type of coverage, and present this information to the Council. There being no further business regarding this study session the Council Meeting was adjourned to the next regular Meeting of May 13, 1980 at 8:00 p. m.
