CC - Item 8C - Rosemead Community Recreation Center and Library Parking Lot Project - Award of Contract■ KIM TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JULY 12, 2011 SUBJECT: ROSEMEAD COMMUNITY RECREATION CENTER AND LIBRARY PARKING LOT PROJECT - AWARD OF CONTRACT SUMMARY As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved funding to renovate and expand the parking lot adjacent to the Rosemead Community Recreation Center and Public Library. This project will include the complete rehabilitation of the parking lot area including revamped pedestrian corridors, ADA access, drainage, landscaping /lighting, and traffic circulation. The existing parking lot is over thirty (30) years old and is extremely deteriorated, with extensive pavement damage, drainage problems, and traffic circulation problems. As planned, this is the first of multiple phases to renovate this area. No General Fund or redevelopment funds will be used in this project. Future phases will include the renovation /expansion of RCRC and the creation of a Downtown Plaza. Staff Recommendation It is recommended that the City Council: 1. Approve the plans and specifications for the Rosemead Community Recreation Center and Library Parking Lot Project; 2. Authorize the City Manager to enter into a contract with EC Construction, Inc. for $1,173,983 and establish an amount of $118,000 (10% of contract) to cover unforeseen conditions. 3. Adopt City Council Resolution No. 2011 -38 (Attachment 1) appropriating funds to cover the project cost. DISCUSSION Over the last year, the City completed the Parks and Facilities Master Plan to help serve as a guide for future capital improvements. As such, the City, with significant public input, identified a need to rehabilitate and expand the Rosemead Community - Center /Public Library Parking Lot to improve parking, pedestrian usage, traffic circulation,_ and related APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting July 12, 2011. Page 2 of 4 amenities. Together with proposed improvements to the Rosemead Community Recreation Center, this modernization work will help to create a well -used public space for the community. Proposed improvements include the following elements: Parking Spaces: Current 180 spaces throughout entire parking lot site; New Design will add 18 spaces, totaling 198 spaces; Parking space sizes will be standard size. Safety and Aesthetics: Reconstruct paving surface and replace parking lot markings and signage; Redesign site to improve ingressfegress into parking areas and reduce driver confusion in the parking lot; Install new light fixtures to enhance pedestrian safety; Layout: Plans call for the removal of the existing block wall that intersects the site. Removal of wall will allow for easier access between facilities and provide more accessible parking spaces for library and community center users. Plan also includes a pedestrian corridor through the middle of parking lot to improve disabled access and increase safety for pedestrian traffic; Library staff has requested additional ADA ramps and a new location for its book drop; Drainage: Redesign site drainage for the site and landscaping to include additional trees and drought tolerant landscaping. Drainage will include a minimum 2% slope from Valley Blvd. to the Parking Lot, as well as within the parking lot. The conceptual plan for the parking lot was reviewed with the City Council on April 13t Additionally, over the last few months staff has conducted outreach meetings to local groups including community center classes and residents in the adjacent area. Page 3 of 4 Staff has reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that EC Construction Inc. is the lowest responsible bidder to perform the construction of this Project (including the base and alternative bid items). EC Construction, Inc. has satisfactorily completed similar projects for other agencies, including the City of Arcadia, City of Burbank, City of West Covina and the City of Rosemead. The City Engineer's estimate for this project was $1,100,000 (base bid estimate). Alternate Bid Item #1 includes the installation of concrete paving throughout the parking lot area. In parking lots and alleyways, concrete surfacing is a major upgrade from asphalt concrete paving. Concrete has a much longer life span than asphalt concrete and will help reduce future maintenance costs and work for the project area. Timeline If directed to move forward, staff will work to complete this project according to the following schedule: July 12 — City Council Awards Contract August 1 St — September 30 — Tentative Construction Schedule (Phase I and II) October 7 Tentative Project Completion October 12 - Tentative Notice of Completion by City Engineer FINANCIAL REVIEW Funding for this project was approved by the City Council as part of the City's Capital Improvement Program budget. The project will be funded using a combination of funds including transportation funds, lighting district funds, and a County of Los Angeles grant award. No general fund monies are budgeted for this project. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines.
