Commission was called to order by Chairwoman Russell at 7:02 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Hall INVOCATION:
Commissioner Masuda PRESENT: Chairwoman Russell, Vice Chairman Lewin, Commissioner Masuda, Commissioner Hall, Commissioner Wong ABSENT: None STAFF PRESENT: Public Works Director Marcarello
and Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE None 2. CONSENT CALENDAR Items A and B were removed from the Consent Calendar for minor corrections and discussion. Vice
Chairman Lewin motioned, seconded by Commissioner Masuda to approve Item A (March 3, 2011 minutes) and to include minor corrections. Votes resulted in: Yes: Lewin, Masuda, Hall, Russell,
Wong, No: None Abstain: None Absent: None After discussing Item B (Neighborhood Traffic Calming Improvement on Ivar Avenue) the Traffic Commission provided additional direction and staff
will follow up on these items. This item has been received and filed. 3. NEW BUSINESS A. STATUS REPORT ON ROSEMEAD BOULEVARD IMPROVEMENTS Staff gave the Traffic Commissioners a brief
update on the current status of the Rosemead Boulevard Improvement Project.

staff for the update. B. KEEP CLEAR ZONES ALONG LOWER AZUSA ROAD Staff provided the Traffic Commission with a briefing on this item. Vice Chairman Lewin asked for a clarification on
the location of the keep clear area. Vice Chairman Lewin motioned, seconded by Commissioner Masuda to approve staff recommendation of marking “Keep Clear” at the intersection of Darlow
Ave. and Lower Azusa Road. Votes resulted in: Yes: Lewin, Masuda, Hall, Russell, Wong, No: None Abstain: None Absent: None C. REQUEST TO INSTALL PARKING RESTRICTIONS AT MARHALL STREET/EARLE
AVENUE Staff provided the Traffic Commission with a briefing on the item. Commissioner Hall suggested that the Commission should look closely at visibility issues at all four corners.
Vice Chairman Lewin suggested adding additional red curb at the northwest corner to include a total of 20 feet from the intersection corner. Michelle, a resident of Earle Avenue agreed
with the Traffic Commission suggestions that 20 feet of red curb be added at each corner. Vice Chairman Lewin motioned, seconded by Commissioner Masuda to add red curbing at the following
locations: Northwest corner extending to the adjacent property’s driveway approximately 20 feet; Northeast corner extending 15 feet east of the hydrant. The Commission further motioned
to send out notifications to the residents informing them of the south side corners potentially being red curbed and to add these discussion to the June agenda. Votes resulted in: Yes:
Lewin, Hall, Russell, Wong, Masuda No: None Abstain: None Absent: None 5. STAFF REPORTS Staff provided the Traffic Commission with a briefing on current and upcoming projects throughout
the City.
Rosemead Traffic Commission Meeting Minutes of May 12, 2011 Page 3 of 3 Commissioner Masuda asked for clarification on the sidewalk forms. Vice Chairman Lewin suggested that the Traffic
Commission should endorse potential sidewalk locations prior to the City Council’s consideration of a project. Commissioner Hall suggested that any outreach materials for sidewalk repair
be completed in multiple languages. 6. COMMISSOM REPORTS Commissioner Wong wanted to acknowledge the Traffic Commissioners and staff who attended the Ivar Avenue meeting and came back
with their recommendations. Mr. Wong also suggested that staff coordinate with the High School before starting to work on the Rosemead Boulevard Improvements to try to avoid traffic
congestion. Commissioner Hall informed staff that the library sign off of Rosemead Blvd has still not been removed. Ms. Hall also recommended that staff change the speed limit off of
Loftus and Dubonnet to 15mph. Vice Chairman Lewin would like to have the corner of Valley Boulevard and Hart agendized at an upcoming meeting. Mr. Lewin also wanted to know if anyone
from the City has talked to the property manager from the Target shopping center on improving the traffic control signage. Vice Chairman Lewin asked staff if they can look into getting
more information about the permitted parking for commercial vehicles. Chairwoman Russell wanted to know the timeline for the completion of the San Gabriel and Del Mar medians. Ms. Russell
asked if they will be installing new monuments on the medians once they’re completed. She also asked staff to look into determining if the right lane going north on San Gabriel Blvd
before Hellman is suppose to be for a right turn only or is it also suppose to be used for a freeway entrance lane. Ms. Russell also asked if the delineators on Angelus can be replaced
with raised dots. 7. ADJOURNMENT The meeting adjourned at 8:33 p.m. The next Traffic Commission meeting is scheduled for June 2, 2011 at 7:00p.m. and will take place at the Rosemead
