CC - Item 7E - Safe Routes to School Project - Status ReportROSEMEAD CITY COUNCIL TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JULY 26, 2011 SUBJECT: SAFE ROUTES TO SCHOOL PROJECT— STATUS REPORT SUMMARY As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council approved a Safe Routes to School Project which involves traffic safety and calming enhancements at several local schools including Garvey Intermediate, Emerson Elementary, Bitely Elementary, Willard Elementary, Sanchez Elementary, Temple Intermediate, and the Garvey Park /Duff Elementary Campus. This project is funded primarily through the State of California Safe Routes to School Program, with a total approved grant of $450,000 and required City matching contribution of at least 10% ($45,000). The project includes the installation of new safety traffic striping, traffic signage, in- pavement crossing lightings, countdown pedestrian signals, and bulb -out crosswalks. This project was reviewed and supported by the Traffic Commission and representatives from the Garvey Unified School District. Staff Recommendation It is recommended that the City Council receive and file this report. DISCUSSION Based on traffic studies, several school campuses in southwest Rosemead are in need of traffic safety improvements. Improvements in this area will help to reduce traffic speeds, enhance pedestrian crossing areas, and improve traffic safety. The Engineer's Estimate for the construction work for this grant- funded project is $500,000. Project Details The proposed project includes the following improvements: Y Repair sidewalks /curb ramps in compliance with ADA accessibility requirements C Add raised bulb -outs to improve pedestrian crossing safety at the following locations: Emerson /Kelburn, Dorothy /Brighton, and Jackson /Egley. Bulb -outs APPROVED FOR CITY COUNCIL AGENDA: mm r` oq City Council Meeting July 26, 2011 Page 2 of 3 were successfully installed in the City's last Safe Routes to School Project, adjacent to Rosemead Park. The improvement did help in narrowing road widths and slow vehicle traffic along Encinita Avenue. • Install in- pavement flashing lights at appropriate crosswalk locations. These lights will be activated by a push- button sensor and display flashing lights when persons cross the street at this location. Proposed locations include Emerson Place /Kelburn, Emerson /Prospect, Egley /Jackson, Dorothy /Brighton, Willard/ Fern. and Jackson/Whitmore. • Add speed feedback signs at appropriate locations. These signs will help remind drivers of their speeds and display a flashing light when drivers are driving above the speed limit. Proposed locations include two (2) on Walnut Grove Avenue (near Hellman Avenue and Klingerman Street), two (2) on Emerson Place (between San Gabriel Boulevard and Del Mar Avenue), and two(2) on Del Mar Avenue (between Garvey and Graves Avenues). • Upgrade Street Signage to a high visibility reflective sheeting and graffiti coating. • Restripe street markings, crosswalks, and road markings. • Install countdown pedestrian signals at appropriate intersection locations. These signals display a countdown to pedestrians when crossing the street. Proposed locations include signalized intersections along Hellman Avenue, Del Mar Avenue, Garvey Avenue, San Gabriel Boulevard, Graves Avenue, and Walnut Grove Avenue. Timeline This month, staff .met with representatives from the Garvey Unified School District to solicit input on proposed improvements. The Traffic Commission also reviewed and provided a letter of support for the successful grant application. Due to the critical nature of - these safety improvements, it is necessary to provide the City Council with project prior to finalizing design plans and advertising this project for bids. As currently planned, staff will begin advertising this project in mid - September. It is expected that a contract award will be recommend to the Council in October and then construction - will begin in November. It is estimated that work will take 45 days to complete. FINANCIAL- REVIEW -- Funding for this project was approved by the City Council as part of the City's FY 2010- 11 Capital Improvement Program Budget. The City obtained a grant from the State of California Sate Route to School Program to fund the majority of the planned improvements. City Council Meeting July 26, 2011 Pace 3 of 3 ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) and (f) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment.
