A. Public Hearing on the Declaring of Surplus Personal Property at 8832 Glendon Way
and the Authorization to Dispose of Said Personal Property through a Public Auction
Company
On February 22, 2011, the Rosemead Community Development Commission approved a
Purchase and Sale Agreement with the Qiao Garden Hotel Investment, Inc. for the Glendon
Hotel located at 8832 Glendon Way. Prior to the close of escrow, the Commission is required
to remove all personal property (i.e: furnishings) from this site. This is a 53 -room fully
furnished hotel. Neither the Commission nor the City of Rosemead has a need for any of the
furnishings or has room to store all the items. Instead, it would be recommended to declare
all items on this site as surplus, and authorize the Executive Director to dispose of said
property through a public auction company.

On July 12, 2011, the City Council introduced Ordinance 916, approving municipal code
amendment 11 -02, amending Section 17.104.050 relating to signs on public property in the
City of Rosemead. The ordinance is now before Council for the required second reading.

C. Release of Bond /Cash Deposit - Parcel Map No. 67472
3033 — 3039 Willard Avenue
A Faithful Performance Bond and a Labor and Materials Bond were required to guarantee
construction of a sewer mainline and laterals, curb, driveway approach, curb drains for
Parcel Map No. 67472. In lieu of surety bond, a Certificate of Deposit was submitted to the
City in the amount of $7,300.
Recommendation: That the City Council accept the sewer mainline and laterals, curb,
driveway approaches, curb drains and release the Certificate of Deposit in the amount of
$7,300 to the sub - divider.
D. Residential Street Resurfacing Project — Contract Award for General Surveying
Services
As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council
approved a program entitled "Residential Roadway Resurfacing ". The project includes
asphalt concrete overlay, sidewalk repairs, curb ramp construction, traffic striping, signage
installation and tree planting on nine (9) residential streets. Prop 1 B and Gas Tax funds
were allocated for this project. Some of the residential streets need a complete
reconstruction. Therefore, topographic surveys and monumentation need to be performed
prior to moving on to design and construction phases. Staff requested proposals from five
(5) different consultants for the survey work.
Recommendation: That the City Council authorize the City Manager to execute a contract
on behalf of the City with CEJ Engineers Inc. for the Residential Street Resurfacing Project
for the bid amount of $34,500.
E. Safe Routes to School Project — Status Report
As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council
approved a Safe Route to School Project which involves traffic safety and calming
enhancements at several local schools including Garvey Intermediate, Emerson Elementary,
Bitely Elementary, Willard Elementary,.Sanchez Elementary, Temple Intermediate, and the
Garvey Park /Duff Elementary Campus.. This project is funded primarily through the State of
California Safe Routes to School Program, with a total approved grant of $450,000 and
required City matching contribution of at least 10% ($45,000).
The project includes the installation of new safety traffic stripping, traffic signage, inpavement
crossing lightings, countdown pedestrian signals, and bulb -out crosswalks. This project was
reviewed and supported by the Traffic Commission and representatives from the Garvey
Unified School District.
Recommendation: That the City Council receive and file this report.

Authorization to Attend National League of Cities Energy, Environment and Natural
Resources Steering Committee Meeting — New Orleans — September 8.10, 2011
The City Council will consider authorizing a Council Member's attendance at the National
League of Cities, Energy, Environmental and Natural Resources Steering Committee
meeting on September 8 -10, 2011 at City expense. City Council is required by
Administrative Policy 20 -02.
Recommendation: That the City Council receive authorize the attendance of this event at
City expense, by any Council Member.
8. MATTERS FROM CITY MANAGER & STAFF
A. City Transportation Program Enhancements
The City of Rosemead offers residents a public transportation program that includes curb -to-
curb and fixed route shuttle services. Over the past several months, the City's
Transportation Working Group (comprised of a City Council representative, Planning
Commissioner, Traffic Commissioner, and staff) developed recommendations to enhance the
fixed route portion of the transportation system. The Working Group also asked that the
Traffic Commission and Planning Commission review and provide input on these
recommendations prior to the City. Council's consideration of this item. Both Commissions
have reviewed this item and expressed support for the proposed enhancement.
Recommendation: That the City Council take the following actions:
1. Concur with the Planning and Traffic Commission recommendations to implement the
proposed enhancements to the City Transportation Program starting in September 2011;
2. Authorize the City Manager or, designee to execute necessary contract amendments to
implement the proposed service enhancements by approving Resolution No. 2011 -39,
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD APPROPRIATING $178,230 FOR
ENHANCEMENTS TO THE CITY OF ROSEMEAD
TRANSPORTATION PROGRAM
3. Authorize staff to proceed with improvements to existing transit drop -off areas at the
Rosemead Community Recreation center and at Rosemead Place Shopping Center.

An Ordinance of the City Council of the City of Rosemead, Determining it will Comply
with the Voluntary Alternative Redevelopment Program Pursuant to Party 1.9 of
Division 24 of the California Health and Safety Code in Order to Permit the Continued
Existence and Operation of the Rosemead Community Development Commission
On June 29, 2011, as part of adopting the State of California Fiscal Year (FY) 2011 -12
budget, the Governor signed two trailer. bills, AB X1 26 and AB X1 27, into law. AB X1 26
eliminates redevelopment agencies as of October 1, 2011. AB X1 27 provides an
opportunity for redevelopment agencies to "opt -in" and continue to operate and function if the
sponsoring jurisdiction (the City of Rosemead) adopts an ordinance by October 1, 2011. Due
to the vital role the Rosemead Community Development Commission (CDC) plays in
providing needed redevelopment programs and projects in the City of Rosemead for the
elimination of blight and promoting economic revitalization and the City Council's and
community's strong desire to continue to implement the CDC's various beneficial programs
upon which the community relies, it is recommended that the City Council adopt the
ordinance to permit the continued existence and operation of the CDC.
Recommendation: That the City.Council adopt Ordinance No. 917, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD DETERMINING TO COMPLY WITH THE
ALTERNATIVE VOLUNTARY REDEVELOPMENT PROGRAM
PURSUANT TO PART 1.9 OF DIVISION 24 OF THE
CALIFORNIA HEALTH AND SAFETY CODE IN ORDER TO
PERMIT THE CONTINUED EXISTENCE AND OPERATION OF
THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION
C. Direction on Process for Future Agreement for Solid Waste and Recycling Services
The City's current agreement for solid waste and recycling collection services will expire on
August 1, 2013. On May 24, 2011, the City Council directed staff to confer with Consolidated
Disposal Services (CDS) regarding potential terms to extend the contractual relationship for
delivery of these services. Representatives of the City and CDS have met and conferred in
good faith to identify various terms and conditions for consideration of the City Council.
Recommendation: That the City Council provide further direction regarding a future
agreement to provide solid waste /recycling services.
