CC - 2011-38 - Appropriating $1,064,000 for the Rosemead Community Recreation Center/Library Parking Lot ProjectRESOLUTION NO. 2011- 38 A RESOLUTION OF THE ROSEMEAD, CALIFORNIA COUNCIL APPROPRIATING $1,064,000 FOR THE ROSEMEAD COMMUNITY RECREATION CENTER/LIBRARY PARKING LOT PROJECT WHEREAS, the City's FY 2011 -12 Capital Improvement Program budget identified the Rosemead Community Recreation Center/Library -Parking-Lot as a desired capital improvement project; and WHEREAS, at the time the initial budget was a- portiorrof funding for the project was provided through Rosemead Community Development Commission (RCDC) bond proceeds and existing City Proposition C transportation funds; and WHEREAS, it has been determined that RCDC funds - are not -available -at this time due to the potential pending State elimination � of redevelopment agencies; and WHEREAS, additional funding has come available due to the deferral of some projects and the City has received additional grant funding that may be used for the completion of this project; and WHERE -AS, City Proposition C transportation funds will continue to be used -to fund a portion of the Project; and NOW THEREFORE, the following account numbers and appropriation are amended to include the amo -unts listed in the following table: Fund Division Object Project Description Increase Estimated Revenue CIP - 4215 31004 County Grant 250,000 Appropriation CIP 6005 5395 31004 Construction services 1,064,000 Transfers Gas Tax - 5960 31004 T/F to CIP Fund 397,000 St. Light - 5960 31004 T/F to CIP Fund 417,000 CIP 4860 31004 T/F from other funds 814,000 The additional appropriation is made apart of the approved FY 2011 -12 budget as though it were a part of the initial approved budget fully set PASSED, APPROVED and ADOPTED this 12 day-of -July 2011. This project will include the complete rehabilitation of the parking lot area including evamoed pedestrian corridors, ADA access, drainage, landscaping /lighting, and traffic circulation. The existing parking lot is over thirty (30) years old and is extremely deteriorated, with - extensive pavement damage, drainage problems, and traffic circulation problems. As planned, this is the first of multiple phases to renovate this area. No General Fund or redevelopment funds will be used in this project. Future phases will include the renovation /expansion of RCRC and the creation of a Downtown Plaza. Staff Recommendation It is recommended that the City Council: 1. Approve the plans and specifications for the Rosemead Community Recreation Center and Library Parking Lot Project; 2. Authorize the City Manager to enter into a contract with EC Construction, Inc. for $1,173,983 and establish an amount of $118,000 (10% of contract) to cover unforeseen conditions. 3. Adopt City Council Resolution No. 2011 -38 (Attachment 1) appropriating funds to cover the project cost. DISCUSSION Over the last year, the City completed the Parks and Facilities Master Plan to help serve as a guide for future capital improvements. As such, the City, with significant public input, identified a need to rehabilitate and expand the Rosemead Community - Center /Public Library Parking Lot to improve parking, pedestrian usage, traffic circulation,- and related APPROVED FOR CITY COUNCIL AGENDA:
