June 2, 2011 Minutes 3. NEW BUSINESS A. REQUEST TO INSTALL RED CURBING ALONG TEMPLE CITY BOULEVARD AT LOFTUS DRIVE SUMMARY In June 2011, the City staff received a request from a resident
to install red curbs along the west side of Temple City Boulevard at the intersection of Loftus Drive. City staff performed a field inspection and found several safety deficiencies at
this location. Notification cards have been delivered to all property owners and residents within the vicinity of this intersection regarding the safety issues presented by the resident
and the proposed improvements to this location. Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that approximately 50 feet of red curbing
and “No Stopping” signage be installed along the west side of Temple City Boulevard at Loftus Drive. 4. OLD BUSINESS A. FEDERAL SAFE ROUTES TO SCHOOLS (SRTS) FUNDING PROGRAM CYCLE 3
FISCAL YEAR 2011/12 SUMMARY In the June 2011 Traffic Commission meeting, staff provided input on proposed pedestrian/traffic safety measures to be included in the SRTS grant application
and authorized the Traffic Commission Chair to sign a letter of support for the grant application on behalf of the entire Commission. The purpose of the Federal Safe Routes to School
(SRTS) is to increase the number of children who walk or bicycle to school by funding projects that remove the barriers that currently prevent them from doing so. Those barriers include
lack of infrastructure, unsafe infrastructure, lack of programs that promote walking and bicycling through education/encouragement programs aimed at children, parents, and the community.
On July 15, 2011, staff submitted a grant application for the vicinity of Emma W. Shuey and Mildred B. Janson Elementary Schools in northwest Rosemead.

along Walnut Grove Signal enhancements at Walnut Grove and Marshall Crosswalk improvements at Marshall and Bartlett/Muscatel Countdown pedestrian signals at Walnut Grove and Marshall
Countdown pedestrian signals at Walnut Grove and Valley The proposed improvements for Shuey Elementary School included: Addition of sidewalks along Earle, Delta and Wells Pedestrian
bulb outs and pedestrian crosswalk enhancements Pedestrian countdown signals at Walnut Grove and Wells Crosswalk improvements at Walnut Grove and Wells Crosswalk improvements at Wells
and Earle/Delta The proposed programs for both schools include Safe Routes Safety Guide and a Parent’s Guide to Driving Around Schools. Notification of the successful grant applications
should be released in October 2011 with programming and access to the funding in January 2011. Staff Recommendation It is recommended that the Traffic Commission receive and file this
update. B. LOWER AZUSA ROAD/ROSEMEAD BOULEVARD – WESTBOUND RIGHT TURN ONLY LANE SUMMARY In November 2010, a request was received to review the intersection of Lower Azusa Road/Rosemead
Boulevard. The request was for the installation of a westbound right turn only lane on Lower Azusa Road at Rosemead Boulevard. Since this intersection is under the jurisdiction of Caltrans
(and shared with the City), it was appropriate to initiate discussions with Caltrans to accommodate any lane or signal modifications. The Traffic Commission recommended staff to engage
with Caltrans on the installation of a westbound right turn only lane at Lower Azusa Road/Rosemead Blvd. In May 2011, staff met with Caltrans at Lower Azusa Road and Rosemead Boulevard
to discuss the permitting process for the installation of a right-turn only lane on the westbound direction of Lower Azusa Road at Rosemead Boulevard. Caltrans staff has indicated that
there is precedence for allowing an exception to the Highway Design Manual standards because of the minor changes to the lane striping and that this modification will not affect the
traffic control measures and the physical design of the roadway. Staff is currently working with Caltrans engineers and headquarters to seek a design exception to the Lower Azusa intersection
modifications at Rosemead Boulevard. Staff Recommendation It is recommended that the Traffic Commission receive and file this update. 5. STAFF REPORTS
