MINUTES OF THE STUDY SESSION
ROSEMEAD CITY COUNCIL
JULY 23, 1979 AT 7:00 P. M.
The Study Session of the Rosemead City Council was called
to order by Mayor Taylor at 7:00 p. m., in the Conference Room
of City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The pledge to the Flag was led by Councilman Hunter.
ROLL CALL OF:OFFICERS:.
Present: Hunter, Cichy, Tury and Mayor Taylor
Absent: Councilman Imperial
The Study Session was held to consider an Agency to admini-
ster the City's Manpower Program since the County defunded the
Bienvenidos Citizens' Center. The two alternative agencies are
Mid-Valley Manpower Consortium and the West San Gabriel Valley
Manpower Consortium.
Frank O'Sullivan, representing the West San Gabriel Valley
Manpower Consortium expressed his desire to administer Rosemead's
manpower contracts with the County, but did not feel it was worth
the trouble to handle it for a two month period, that is from
July to the end of September.
Doug Shaw, representing Mid-Valley Manpower Consortium, stated
that the County had transfered some of Bienvenidos manpower programs
to Mid-Valley for the remainder of the contract which will terminate
on September 30, 1979 and requested the support of the Council to
Super,:i.sor Pete Schabarum. He felt that the Council's recommenda-
tion would be considered very highly.at the time of funding of the
new contract that will commence on October 1, 1979.
Frank O'Sullivan stated that his consortium had received the
highest ratings.
Councilman Hunter recommended that Rosemead stay within the
Supervisorial District #1 and go along with the Mid-Valley Consor-
tium and stay with them for the new contract in October.
Councilman Imperial entered the Conference Room.
He inquired of Doug Shaw if some of the Bienvenidos employees
were hired by Mid-Valley Consortium.
Mr. Shaw said that there were some that were being used, but
none in the Administrative level,
Councilman Imperial stated that he was very concerned that none
of their policies would be brought into the Mid-Valley Consortium.
The:Study-Session was adjourned to the regular Meeting of
July 24, 1979 at 8:00 p. m.

JULY 18, 1979 AT 8:00 P. M.
The Study Session of the Rosemead City Council was called
to order by Mayor Taylor at 8:00 p. m., in the Conference Room
of City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Tury.
The Invocation was delivered by Mayor Taylor.
ROLL CALL OF OFFICERS:
Present: Councilmen Hunter, Cichy, Imperial, Tury and
Mayor Taylor
Absent: None
The Study Session was held regarding the proposed Sign and
Billboard Ordinance that is now being considered by the Council.
After discussion by the Councilmen and some additional in-
put from Fred Guido, representing Pacific Outdoor Advertising
and John Glenn, representing Foster and Kleiser Signs it,was de-
cided that the sign portion of the ordinance be presented with
all~ of the proposed changes at the next Council Meeting. That
would include Sections 9900 through 9907 of the Ordinance.
The Billboard Section would require an additional Study
Session and would be handled separately.
The Meeting was adjourned to the next regular Meeting of
July 24, 1979 at 8:00 p. m.
