The Regular Meeting of the Rosemead City Council was called to order by Mayor Taylor at 8:00 p. m., in the Council Chambers of City Hall, 8838E. Valley Blvd., Rosemead, California. The Pledge to the Flag was led by Councilman Imperial. The Invocation was delivered by Rev. Tom Phillips. ROLL CALL OF OFFICERS: Present: Councilmen Hunter, Cichy, Imperial, Tury and Mayor Taylor Absent: None APPROVAL OF MINUTES - June 26, 1979 - Regular Meeting June 25, 1979 - Special Meeting MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN HUNTER that minutes of the Special Meeting of June 25, 1979 and the Regular Meeting of June 26, 1979 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. PRESENTATIONS Mayor Taylor stated that there were two awards of appre- ciation to be presented to Phyllis Tury and Leona Morgan.from the City Council for their dedicated service on the Board of Directors of the Dinsmoor Heritage House. The presentations were made and pictures were taken with the City Council. Mayor Taylor was presented by the City Council a plaque honoring him as a champion clogger,.a talent which was displayed at the 4th of July Celebration of the City of Rosemead. I. ORAL COMMUNICATIONS when it rains it makes a muddy mess. Mayor Taylor requested that the staff investigate the pro- blem and report back at the next Meeting. B. Juan Nunez, 2704 Del Mar Avenue, inquired if there was anything that could be done with a neighbors tree that is under- mining the foundation of the wall between the two properties. Mayor Taylor stated that this is a civil matter and the City cannot be involved.as it is on private property. A. Vito Dalessandro, 2125 N. San Gabriel, complained about the parkway area in front of his store which is between the sidewalk and the curb. This area has not been cemented and he felt that the City should take care of this problem.as II. PUBLIC HEARING A. PUBLIC HEARING TO CONSIDER A NEW SIGN ORDINANCE REGULATING ON PREMISE SIGNS & BILLBOARDS \ Mayor Taylor stated that the Hearing was open and inquired if there was anyone in the audience who would care to speak re- garding this subject matter. CM 7-10-79 Page #1 0 • John Glenn, Foster & Kleiser Representative, requested a few changes in the proposed ordinance which were: Section 9909. Paragraph(b) item (1) to be changed from 600' to 400' radial distance, and Section 9910. Paragraph (a) Compliance on or before June 1, 1980 be changed to "one year after adoption',' and on 6207. of the Business License Ordinance the fee for Billboards are too high and restrictive.and consideration should be given to lowering. - them. Fred Guido, Pacific Outdoor Advertising Representative, concurred with Mr. Glenn as to radial distance between signs as being too restrictive, and that quality space is so scarce that it limits the placement of these signs. He also commented on the Commercial Zones and Manufacturing Zones which are rather shallow but that are compatible to outdoor advertising could be allowed 75' instead of 100' from the boundary line of residential zone providing that the sign is not visible to that residential zone. He requested that the two signs of 14 X 48 on Valley and Temple City be grandfathered in since they are there already and have been for a good number of years. He also agreed with Mr. Glenn in that the fee was not a regulatory amount, but would be generating revenues. After much discussion and questions,it was decided to con tinue this Public Hearing to the next Council Meeting on July 24, 1979 and to set a Study Session regarding the Sign Ordinance for July 18, 1979 at 8:00 p. m. III. LEGISLATIVE A. RESOLUTION NO. 79-41 REQUESTING ALLOCATION & PAYMENT OF COUNTY AID TO CITIES FUNDS FOR MAINTENANCE OF SELECT SYSTEM STREETS RESOLUTION NO. 79-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING AN ALLOCATION & PAYMENT OF COUNTY AID TO CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM STREETS MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN CICHY that Resolution No. 79-41 be adopted and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. B. RESOLUTION NO. 79-38 - CLAIMS & DEMANDS - 78/79 RESOLUTION NO. 79-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS DEMANDS IN THE SUM OF $98,192.59 NUMBERED 29,793 THROUGH 29,865 INCLUSIVELY MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN IMPERIAL that Resolution No. 79-38 be adopted and the reading in full be waived. CONSENT CALENDAR CC-A APPROVAL OF FINAL TRACT #35592 CC-B APPROVAL OF PURCHASE OF CITY VEHICLE MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN CICHY that the foregoing Items on the Consent Calendar be approved. SETTING DATE TO INTERVIEW CONSULTANTS FOR GENERAL PLAN UP-DATE It was requested that the three low bidders be contacted to be present on July 23, 1979 immediately following the Rede- velopment Meeting. B. OPTIONS FOR MANPOWER SERVICES IN ROSEMEAD A Study Session to be held at 7:00 p. M., on July 23, 1979 prior to the Redevelopment Agency Meeting regarding the options for Manpower Services in Rosemead. C. ROSEMEAD SWIM TEAM MERGER MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN TURY that the Nike Aquatics (formerly Rosemead Swim Team) be charged the normal rental fees for use of Rosemead Pool. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. VI. MATTERS.FROM OFFICIALS A. CONSIDERATION OF CONSULTANTS FOR BEAUTIFICATION DESIGN ON ROSEMEAD BOULEVARD It was requested that the staff obtain proposals for archi- tectural design from H. M. Scott and from Armando Gonzales archi- tect-of landscaping for the Community Center. B. AB 727 - FRAUDULENT LIEN SALE CONTRACTS MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN IMPERIAL that the Legislative Advocate be directed to support AB 727. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. C. Councilman Cichy stated that staff is preparing a re- port based on information received from the Southern California Rapid Transit District regarding the use of a Mini Bus for the senior citizens in the area, and requested that this item be placed on the next agenda. D. Councilman Cichy requested that a report be prepared on the feasibility of the City vehicles using'gas.from a bulk tank that would be placed at the fire station where the City could purchase gas at the County bulk rate, and be placed on the Agenda of the next.Cbuncil'.Meeting for discussion. CM 7-10-79 Page #3 0 0 Councilman Imperial requested that this report also include the type of control that would be placed on the use of gasoline. VII. ORAL COMMUNICATIONS A. Chris Marcussen, 4457 N he had received a letter from the provements on Bartlett Avenue, an a petition for curbs, gutters and for the installation of sidewalks extension of the street to Edmond Bartlett Avenue, stated that staff regarding the street im- 3 that the residents had signed driveway approaches but not and they did not approve the Drive. Bob Dickey, Assistant Manager, stated that there were many steps to be taken before a decision is actually made as to how to handle this improvement. First, the property owners must dedi- cate their portion of the street to the City before it can be improved with City funds. Second, a 60 day notice to construct improvements must be posted and mailed pursuant to the 1911 Im- provement Act, Chapter 27. This notice also sets the date for the Public Hearing to consider installation of the improvements, that is, what shall be installed. $100.. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN CICHY that H. M.. Scott and Associates prepare a design proposal for the street improvements on Bartlett Avenue for the amount of Juan Nunez, 2704 Del Mar, inquired if the people who owned the property at the end of the street were aware of the amount of property..they would'have to dedicate to have the cul-de-sac maintained. He also stated that they should be required to install sidewalks, and did not feel that public funds should be expended for the improvement of private properties. Mayor Taylor stated that in order to eliminate the possibi- lity of larger unnecessary expenditures later, it is in-the best interest of the City to evaluate it at this time. B. Anna Welsh, 3937 Muscatel, complained about the drain- age problem that has been caused to her property by the improve- ment of the Alleyway behind Valley Boulevard at Rio Hondo and she does not feel that it was graded or engineered properly and the water in the alley is now draining on her property, and she feels that something should be done to correct this problem. Mayor Taylor stated that this problem will have to be checked by the City Attorney and possibly there can be_a solution to her problem.
