TC - Minutes - 07-14-11Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING July 14, 2011 The regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:04 p.m. in the Council, Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Wong INVOCATION: Chairwoman Russell RECOGNITION: Outgoing Traffic Commissioner Brian Lewin SWEAR IN CEREMONY: Returning and New Commissioners Hall, Russell, and Quintanilla PRESENT: Chairwoman Russell, Commissioners Quintanilla, Masuda, Hall, and Wong. ABSENT: None STAFF PRESENT: Public Works Director Marcarello and Admin. Assistant Llamas REORGANIZATION: Commissioner Hall was elected as Chairwoman and Commissioner Wong elected as Vice Chairman. 1. PUBLIC COMMENT FROM THE AUDIENCE None Chairwoman Hall motioned, seconded by Vice Chairman Wong to approve Item A (May 12, 2011 minutes) and Item B (June 2, 2011 minutes) from the Consent Calendar were approved. Votes resulted in: Yes: Hall, Wong, Masuda, Russell, Quintanilla. No: None Abstain: None Absent: None 3. NEW BUSINESS A. CITY TRANSPORTATION PROGRAM ENHANCEMENTS Staff provided the Traffic Commission with a brief description on the item; along with a Power Point presentation on funding and designs. Rosemead Traffic Commission Meeting Minutes of July 14, 2011 Page 1 of 3 Commissioner Russell asked staff for a clarification on how the services can be used by residents. Chairman Wong would like to complement staff on the recommendations given so far. Commissioner Masuda would like to commend the transportation working group for the recommendations that have been developed. Mr. Masuda suggested if staff can look into getting prepaid passes for the transportation services. Mr. Masuda also suggested that the working group should look into purchasing bus stop benches without dividers. Commissioner Russell concurred with Chairman Wong and Commissioner Masuda's comments. She also recommends that trash cans and bike racks be installed at the bus stops. 3. STAFF REPORTS Staff provided the Traffic Commission with an update of current and upcoming events /projects throughout the City. 4. COMMISSION REPORT Vice Chairman Wong would like to thank the team that was involved with the Grand Opening of Splash Zone for a great job. He would also like to inform staff that there is a light pole down on Lower Azusa and Darlow Ave. Commissioner Russell asked for the status on Marshall and Rosemead Blvd turn lanes. She also brought it to staff's attention that once Imperial Park becomes usable they should look into having a "Keep Clear" and signal adjacent to the park. Commissioner Masuda welcomed Commissioner Quintanilla and thanked Mr. Lewin for a good job done while on the Commission. Chairwoman Hall concurred with Commissioner Masuda. She also complained about a traffic lane closure in each direction of Walnut Grove at 6:30p.m; she asked that in future instances traffic lane closures should only take place during non -peak traffic hours. Rosemead Resident, Rudolph Boecherer explained his concerns with vehicles speeding along Ivar Avenue. Chairwoman Hall has driven to the location and has not noticed as much traffic as before. Mr. Boecherer informed Traffic Commission the speeding occurs throughout the entire day. He recommended that speed bumps be installed. Chairwoman Hall asked staff if they can look in the Tool Box to see if there are any other ideas that can be used at the location. Staff informed the Traffic Commission that they will look for other options that can be used at the location and will bring it back at a future meeting. They also informed Mr. Boecherer Rosemead Traffic Commission Meeting Minutes of July 14, 2011 Page 2 of 3 that before going out and installing speed bumps they would need the neighborhoods support on being able to do so. 5. ADJOURNMENT The meeting adjourned at 7:59 p.m. The next Traffic Commission meeting is scheduled for August 4, 2011 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
