The regular Meeting of the Rosemead City to order by Mayor Taylor at 8:00 p. m., in the of City Hall, 8838 E. Valley Blvd., Rosemead, A, n. Council was called Council Chambers California. Pledge to the Flag was led by Councilman Imperial Invocation was delivered by Rev. Tom Phillips. ROLL CALL OF OFFICERS: Present: Councilmen Hunter, Mayor Taylor Absent: None Cichy, Imperial, Tury and APPROVAL OF MINUTES - December 26, 1978 - Regular Meeting MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CICHY that the Minutes of the Council Meeting of December 26, 1978 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. III. LEGISLATIVE A. ORDINANCE NO. 489 ADOPTING L. A. COUNTY ANIMAL CONTROL ORDINANCE BY REFERENCE ORDINANCE NO. 489 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE PURSUANT TO GOVERNMENT CODE SECTION 50022.2,ORDINANCE NO. 4729 OF THE COUNTY OF LOS ANGELES ENTITLED "ANIMAL CONTROL ORDINANCE" MOTION BY COUNCILMAN CICHY, SECONDED BY COUNCILMAN IMPERIAL that Ordinance No. 489 be introduced on its first reading and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. B. ORDINANCE NO. 485 AMENDING SUBDIVISION ORDINANCE RE: CERTIFICATES OF COMPLIANCE ORDINANCE NO. 485 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING THE SUBDIVISION ORDINANCE TO SET FEE FOR CERTIFICATES OF COMPLIANCE AT $100 MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN IMPERIAL that Ordinance No. 485 be adopted and the reading in full be waived. ORDINANCE NO. 486 AMENDING MUNICIPAL CODE SECTION 9122.1 RE: GUEST PARKING FOR MULTIPLE RESIDENTIAL DEVELOPMENTS ORDINANCE NO. 486 AN ORDINANCE OF THE-CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING ROSEMEAD MUNICIPAL CODE SECTION 9122.1 TO REQUIRE GUEST PARKING FOR MULTIPLE RESI- DENTIAL DEVELOPMENTS CM 1-9-79 Page #1 6 MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN HUNTER that Ordinance No. 486 be adopted and the reading in full be waived. ORDINANCE NO. 487 REGULATIONS FOR DEVELOPMENT AND CONVERSION OF CONDOMINIUMS ORDINANCE NO. 487 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING REGULATIONS FOR THE DEVELOPMENT & CONVERSION OF CONDOMINIUMS MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN CICHY that Ordinance No. 487 be adopted and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. E. RESOLUTION NO. 79-1 CLAIMS & DEMANDS - 1-9-79 RESOLUTION NO. 79-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF $194,465.70 NUMBERED 28,416 THROUGH 28,495 MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN HUNTER that Resolution No. 79-1 be adopted and the reading in full be waived. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. IV. CONSENT CALENDAR CC-A ACCEPTANCE OF SANITARY SEWERS; RELEASE OF FAITHFUL PERFORMANCE BOND & SANITARY SEWER AGREEMENT FOR TRACT #33478, PRIVATE CONTRACT NO. 77-4 CC-B RED CURB - ELLIS LANE AND RALPH STREET CC-C RED CURB - MUSCATEL AVENUE CC-D AUTHORIZATION TO ATTEND 1979 CITY MANAGERS SPRING MEETING IN MONTEREY, FEBRUARY 7-9, 1979 MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN IMPERIAL that the foregoing items on the Consent Calendar be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. VI. MATTERS FROM OFFICIALS A. COMMERCIAL TRANSFER FEE FOR BUSINESS DEFERRED TO NEXT MEETING. B. ALLEYWAY IMPROVEMENT - BETWEEN VALLEY & STEELE Jack Nugent, 9419 E. Steele, inquired if there was any- way that this alleyway could be improved since the Council did not vote 4/5 at the last meeting. Frank G. Tripepi, City Manager, stated that since the request did not receive 4/5 vote at the last meeting, he can still circu- late a petition with 607o of the owners fronting on that particular alleyway and at that time the Council does not need 4/5 majority vote only a simple majority vote. Councilman Imperial requested with Mr. Nugent in the preparation provement of the alleyway. 46 that the City Manager work of a petition for the im- Councilman Cichy stated that he had gone over a digest of recent Zoning cases and requested that the City Attorney look them over and respond to the Council with a simple memorandum as to how they may effect the City of Rosemead. Councilman Cichy requested that Mr. Hunter be chairman of the Entry Signs to the City. There being no objection, it was so ordered. Robert Dickey, Assistant Manager, stated that on December 26, 1978 the Council authorized staff to seek bids for the selected electrical services within Underground Utility District #2, but there were no bids presented at the bid opening date, January 8, 1979. Therefore, it is requested that the bids be noticed again for a bid opening on January 22, 1979. MOTION BY COUNCILMAN HUNTER, SECONDED BY COUNCILMAN TURY that authorization to advertise for bids for construction of underground Electrical & Telephone services for Underground Utility District #2 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered.
