CC - Item 7E - Rosemead Aquatic Center - Introductory Use Rates for Local SchoolsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: JEFF ALLRED, CITY MANAGER DATE: SEPTEMBER 13, 2011 SUBJECT: ROSEMEAD AQUATIC CENTER -- INTRODUCTORY USE RATES FOR LOCALSCHOOLS SUMMARY The City Council will consider the establishment of Rosemead Aquatic Center introductory use rates for local schools including Rosemead High School and San Gabriel High School. A majority of students at both high schools are Rosemead residents and both schools have expressed interest in utilizing the new pool for physical education classes and /or after school aquatic team practices and events. Use of the facility with an introductory rate for a period of approximately four months will enable the City to partially offset costs while compiling actual cost data to establish use rates for future use. Recommendation: That the City Council approve an introductory facility use rate of $41.20 per hour for local public high schools, i.e., Rosemead High School and San Gabriel High School. This introductory rate is comprised of $25.00 per hour towards facility operational costs, plus $16.20 per hour to cover the wage and benefits costs of one (1) on -site City staff member. If additional City staff members are required for an event, the rate will be adjusted upwards to cover the increased staff costs. BACKGROUND /ANALYSIS The Rosemead Aquatic Center was designed and constructed to be a year -round facility to accommodate competitive, educational and leisure activities for the community. Both Rosemead High School and San Gabriel High School have expressed interest in using the facility for competitive aquatic team practices and events as well as physical education classes. A majority of students at both high schools are comprised of Rosemead residents. The Rosemead Aquatic Center was opened on August 13, 2011 and it will take three or four months to develop "baseline" data on the actual costs to operate the facility. In the absence of this baseline data, staff has conferred with the operators of other competitive public pools and determined that a reasonable "introductory" facility use rent rmM Now City Council Meeting July 26, 2011 Paae 2 of 2 is $25.00 per hour towards offsetting a pro rata share of operational costs, i.e., utilities, chemicals, cleaning, etc. In addition, $16.20 would be charged to offset the wage and benefits costs of one (1) City staff member. In the event that an event requires additional City staff, the rate would be adjusted upward to cover the increase staff costs. Consequently, the introductory rate for local schools use would be $41.20 per hour. During the next four months period, the City will compile "baseline" data on the actual costs to operate the facility. When this baseline data is compiled, staff will be able to determine whether these introductory rates need to be adjusted for future use by the local high schools. Attached is the City's Facility Use Rental Application and Agreement form. In addition to signing the form and paying the introductory use fees, the respective school district will be required to provide the City with a certificate of insurance naming the City of Rosemead as an additional insured. This matter has been reviewed by the City Attorney. FINANCIAL IMPACT Based on preliminary indications of a combined use of eight hours of per school day by the two schools, the City would generate revenues of approximately $6,600 per month towards offsetting operational costs for the Rosemead Aquatic Center.
