B. Administrative Citation Ordinance and Resolution Adoption
On August 9, 2011, the City Council introduced Ordinance No. 918 adding Part 1.16.30 and
Chapter 1.20 to the Municipal Code creating an Administrative Citation process.
Furthermore, the Council directed staff to modify the corresponding resolution, 2011 -45, to
include the Chapter Title of the appropriate municipal code sections. Ordinance No. 918 is
now before the Council at the required second reading along with Resolution No. 2011 -45 for
adoption.
Recommendation: That the City Council:
1. Adopt Ordinance No. 918, at its second reading, entitled:

FINES FOR MUNICIPAL CODE VIOLATIONS
C. Rosemead Boulevard Highway Safety Improvement Program — Status Report
As part of the City's Fiscal Year 2010 -11 Capital Improvement Program, the City Council
approved a Highway Safety Improvement Program (HSIP) project which involves traffic
safety and calming enhancements along Rosemead Boulevard, from the Union Pacific
Railroad Underpass /North City limit to Mission Drive. This project is funded primarily through
the State of California HSIP Program, with a total approved grant of $450,000 and required
City matching contribution of at least 10% ($45,000).
The project includes the installation of wider crosswalks, pedestrian lighting, landscaped
parkways, new traffic safety striping, a bike lane, signage, countdown pedestrian signals,
and traffic signal improvements. Since-Rosemead Boulevard is a State -owned highway, the
project was reviewed and supported by Caltrans. In addition, the Traffic Commission
reviewed and provided support for the proposed improvements.
Recommendation: That the City Council receive and file this report.

D. Request to Install Red Curb Painting at 3603/3605 Temple City Boulevard
The Traffic Commission reviewed a request to review traffic conditions and resident's
request for red curb painting at the driveway of 3603 and 3605 Temple City Boulevard. The
resident at this location indicated that, on several occasions, cars parked along the curbside
of Temple City Boulevard encroach onto the resident's driveway; thereby reducing line -of-
sight visibility when leaving his residence. The resident requested the installation of red curb
to improve visibility.
After visiting the site, it was recommended that red curbing be installed at this location.
Based on the evaluation of these concerns, the Commission concurred with this
recommendation.
Recommendation: That the City Council approve the Traffic Commission's
recommendation and authorize staff to install approximately 40 feet of red curbing directly
adjacent to the driveway at 3603/3605 Temple City Boulevard.
E. Rosemead Aquatic Center — Introductory Use Rates for Local Schools
The City Council will consider the establishment of Rosemead Aquatic Center introductory
use rates for local schools including Rosemead High School and San Gabriel High School.
A majority of students at both high schools are Rosemead residents and both schools have
expressed interest in utilizing the new pool for physical education classes and /or after school
aquatic team practices and events. Use of the facility with an introductory rate for a period of
approximately four months will enable the City to partially offset costs while compiling actual
cost data to establish use rates for future use.
Recommendation: That the City Council approve the introductory facilty use rate of $41.20
per hour for local public high schools, i.e., Rosemead High School and San Gabriel High
School. This introductory rate is comprised of $25.00 per hour towards facility operational
costs, plus $16.20 per hour to cover the wage and benefits costs of one (1) on -site City staff
member. If additional City staff members are required for an event, the rate will be adjusted
upwards to cover the increased staff cost.
F. Rosemead Strategic Plan Report Card for 2010 and 2011
In 2009, the City Council approved the creation of a Strategic Plan that contained key goals
to be used as a guide for operations in 2010 and 2011. These key goals were: 1) Beautify
community infrastructure and improve public facilities, 2) Enhance public safety and quality
of life, and 3) Ensure the City's financial viability with balanced budgets and prudent
reserves. Departmentally, fifteen strategies were devised to work towards achieving these
key goals.
Recommendation: That the City Council receive and file this report.

8. MATTERS FROM CITY MANAGER & STAFF
A. Guidelines for the Installation and Maintenance of Trees — Rosemead Municipal Code
Section 12.48
Trees significantly enhance the overall beauty of the environment and raise the quality of life
for all who live and work in the City. The City of Rosemead currently owns about 5,200 trees
that are located within the City right -of -way and at parks/facilities. The local urban forest is
an important community asset, and as such, the City has continued a proactive approach to
ensure that City trees remain healthy, aesthetically pleasing, and safe for the public. A street
tree ordinance will help to protect all City -owned trees, set standards for tree maintenance,
and establish an appropriate diversity in tree species throughout the community. The
ordinance also is a requirement for the City to earn the designation as a "Tree City USA ".
Recommendation: That the City Council introduce Ordinance No. 919, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ADDING CHAPTER 12.48 TO TILE 12 OF THE
ROSEMEAD MUNICIPAL CODE TO PROVIDE REGULATINS
FOR THE PLACEMENT, MAINTENANCE, AND REMOVAL OF
TREES ON PUBLIC PROPERTY
9. MATTERS FROM MAYOR & CITY COUNCIL
A. California LadyHawks Request for Continued Fee- Waived Use of Sports Facilities
Due to its long affiliation with the City of Rosemead, City Council authorized the fee waived
use of sports facilities at Garvey Park for the California LadyHawks, per the organization's
request, at its regular meeting of September 28, 2010. Further, City Council extended that
fee waiver at its February 22, 2011 regular meeting. City Council authorization was
necessary as the LadyHawks do not possess 501(c)(3) non - profit agency status, which is a
required for fee waiver. City Council authorized the fee waiver with the understanding that
the LadyHawks would pursue the required non- profit status.
In its effort to do so, the California Ladyhawks has informed the City that the organization
has completed and re- submitted its Articles of Incorporation with the state, established a
Board of Directors, had their suspension (for failure to complete the process in 2006) lifted by
the California Secretary of State, and filed Form 1023 (Application for Recognition of
Exemption) and paid required fees to the Internal Revenue Service. Thus, they are asking
that City Council continue their fee - waived use.
Recommendation: That the City Council provide direction regarding a further extension of
fee - waived use of sports facilities for the California Ladyhawks,

B. Joy of Kung Fu Request for Even Co- Sponsorship
Last year, City Council authorized co- sponsorship of the Fitness Awareness Day, which was
held on August 7, 2010 at the Rosemead Community Recreation Center. Hundreds of
residents attended the event which included health screenings and seminars, fitness and
dance demonstrations, local health and fitness business and organization participation, and
refreshments. The City provided staff and other in -kind support services valued at about
$1,250, which was a small percentage of the events total cost of approximately $11,000.
Joy of Kung Fu is requesting that City Council, again, authorize co- sponsorship of their event
through the provision of similar in -kind services including event staff, promotional assistance,
the hanging of boulevard banners, and fee - waived use of the RCRC. Other event
partners /participating organizations include El Monte - Rosemead Adult School, UFC Gym,
Southern California Tai Chi Association, Rosemead Park Tai Chi, International Taiji Cultural
Exchange, Association of Rosemead Yuanji Dance, Southern California Edison's CLEO
program, and the Gas Company's Energy Savings program.
Recommendation: That the City - Council provide direction regarding the Joy of Kung Fu's
request for co- sponsorship of Fitness Awareness Day on Sunday, November 6th from 1 p.m.
to 4 p.m. in the form of in -kind services valued at $1,250.
10. ADJOURNMENT
The City Council will be holding a Strategic Plan Workshop meeting on September 27, 2011
at 4:00 p.m. The next regular joint Community Development Commission and City Council
meeting is scheduled to take place on September 27, 2011 at 6:00 p.m. and 7:00 p.m.,
respectively.
