A. Senior Housing Rental Rates The City Council will consider authorization of rental rate adjustments for future tenants at the Angelus Senior Housing facility and the Garvey Senior
Housing facility in accordance with federal Section 8 housing guidelines. Existing monthly rents are no longer sufficient to cover the operating costs for the Angelus Senior Housing
facility, and this will also be the case for the Garvey Senior Housing Facility in the near future. Existing tenants at these facilities will not be affected by the proposed rental rate
adjustments. Recommendation: That the City Council/Housing Development Corporation authorize rental rates for any future tenants to be set in accordance with current Section 8 guidelines
and be maintained in accordance with Section 8 rates on an ongoing basis for new tenants. Prospective new tenants would have to demonstrate a gross income of 40% or less of the Area
Median Family Income. Rental rates would be set at 30% of gross income.

12, 2011, the City Council introduced Ordinance No. 919, which approved adding Chapter 12.48 to Title 12 of the Rosemead Municipal Code to provide regulations for the placement, maintenance,
and removal of trees on public property. Ordinance No. 919 is now before Council at the required second reading for adoption. Recommendation: That the City Council adopt Ordinance No.
919, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADDING CHAPTER 12.48 TO TITLE 12 OF THE ROSEMEAD MUNICIPAL CODE TO PROVIDE REGULATIONS FOR THE PLACEMENT, MAINTENANCE,
AND REMOVAL OF TREES ON PUBLIC PROPERTY D. Annual Merit Salary Adjustment – City Manager On September 13, 2011, the City Council conducted an annual review of the City Manager’s job
performance and provided a rating of Substantially Exceeds Expectations. The City’s established policies and procedures for merit salary adjustments apply to the City Manager in the
same manner as all the other full-time employees. Under the City’s compensation system, a performance rating of Substantially Exceeds Expectations equates to a merit salary adjustment
of 5% within the established salary range. Last year, the City Manager was awarded a 5% merit increase based on a Substantially Exceeds Expectations performance evaluation but he elected
to accept a 2.5% merit increase. Recommendation: That the City Council approve the merit salary adjustment within the salary range in accordance with the City’s established policies
and and procedures for full-time employees. E. Grant of Easement for Pole Lines and Cross-Arms Over Los Angeles County Assessor’s Parcel No. 5283-032-903, Owned in Fee by the City of
Rosemead, and

adjacent to and East of the Intersection of Klingerman Street and Angelus Avenue The Southern California Edison Company (SCE) has requested that the City of Rosemead grant an easement
for pole lines and cross-arms within and over a twelve (12) foot wide strip of land lying within Los Angeles County Assessor’s Parcel No. 5283-032-903. This parcel is owned in fee by
the City of Rosemead and located within the Alhambra Wash Los Angeles County Flood Control Channel. An existing pole line that is owned and operated by SCE is currently at this location.
This grant of easement will allow cross arms to be installed for additional overhead electrical supply systems and communication systems. Recommendation: That the City Council: 1. Approve
Resolution No. 2011-51, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT OF EASEMENT TO THE SOUTHERN CALIFORNIA EDISION
COMPANY WITHIN AND OVER LOS ANGELES COUNTY ASSESSOR’S PARCEL NO. 5283-032-903 OWNED IN FEE BY THE CITY OF ROSEMEAD 2. Authorize the City Manager to sign the grant of easement within
and over Los Angeles County Assessor’s Parcel No. 5283-032-903. 8. MATTERS FROM CITY MANAGER & STAFF A. Amending Certain Sections of the Rosemead Municipal Code to Make Minor Administrative
Corrections Staff and the City Attorney have reviewed the City of Rosemead’s Municipal Code and at this time it is necessary to adopt Ordinance No. 920 to make minor corrections and
to remedy minor discrepancies in the code. Recommendation: That the City Council introduce and conduct the first reading of Ordinance No. 920, entitled: AN ORDINANCE OF THE CITY COUNCIL

Plan for High Speed Rail The City Council will consider taking a position in support of an alternative plan advanced by Los Angeles County Supervisor Mike Antonovich relative to high
speed rail. Earlier this month, the San Gabriel Valley Council of Governments (SGVCOG) took a similar position of support for this alternative plan which would essentially upgrade the
Metrolink commuter rail system rather than building a brand new high speed rail system through the Valley along the I-10 Freeway or SR-60 Freeway corridors. Recommendation: That the
City Council consider and provide direction relative to this matter. 10. ADJOURNMENT The next regular joint Community Development Commission and City Council meeting is scheduled to
