STREET)
SUMMARY
The Traffic Commission reviewed a request to review traffic conditions along Ivar
Avenue "South" (between Valley Boulevard and Marshall Street) and Ivar Avenue
"North" (between Mission Road and Grand Avenue) in response to resident concerns
regarding excessive speeding. As a result, several actions have been taken to help
encourage safe driving in this neighborhood, including installing new speed limit and
warning signs, mobile speed radar trailers and a Sheriff's Department 'decoy' car.
Additionally, staff has held several public outreach meetings with the public to gain
additional information regarding the continued speeding issues along Ivar Avenue and
present effective ways to reduce speeding along this residential corridor.
After visiting the site, it was recommended that additional traffic safety improvements be
installed (including edge line striping, center line striping, and rumble strips). Based on
public input and letters received, the Commission concurred with this recommendation
and further asked that additional traffic /speed enforcement take place in the area and
that updates be provided over the next several months. An additional concern related
to parking along the Ivar "North" stretch was received and is being reviewed.
Staff Recommendation
It is recommended that the City Council approve the Traffic Commission's
recommendation and authorize staff to install traffic safety measures along both the
north and south segments of Ivar Avenue (including the installation of additional street
striping, center line striping, rumble strips, and traffic enforcement).
DISCUSSION
At the March 3, 2011 Traffic Commission meeting, several residents along Ivar Avenue
between Valley Boulevard and Marshall Street expressed the need to seek solutions to
speeding along this residential corridor. As a result, several actions have been taken to

help encourage safe driving in this neighborhood, including:
• The installation of new speed limit signs and street markings;
• The installation of speed warning signs ( "Watch Your Speed, We Do" with an
icon of a motorcycle traffic enforcement officer and speed radar gun); and
• The use of a Sheriffs Department "decoy' car and mobile speed radar trailer.
However, indications were that speeding violations have continued to persist along this
corridor. The Traffic Commission asked that staff investigate possible solutions to the
speeding problems along Ivar Avenue and report back with recommendations.
On May 28, 2011, the City held a community meeting to obtain additional input to
add ress4 safe traffic conditions along Ivar Avenue. At this meeting, several possible
solutions were introduced that would effectively slow down traffic. The attendees were
presented with an introduction to the methods of addressing excessive speed including
the three 'E's (Education, Enforcement, and Engineering). The three 'E's include the
use of radar speed feedback and other traffic calming signs, bicycle lane striping and
rumble strips.
At a recent Traffic Commission meeting, another request was made to investigate
dangerous conditions along Ivar Avenue between Mission Road and Grand Avenue.
The Traffic Commission requested that staff review findings for both segments of Ivar
Avenue and report back with recommendations for consideration.
In August 2011, staff initiated a study to research previous accidents along the Ivar
Avenue corridor using the State's Statewide Integrated Traffic Records System or
SWITRS database as a way to identify incidences of traffic related collisions. The
records show that during the last three years, Ivar Avenue between Valley Boulevard
and Marshall Street reported seven collisions and Ivar Avenue between Grand Avenue
and Mission Road reported one traffic collision. It was concluded that Ivar Avenue
between Valley Boulevard and Marshall Street had an unusually high incident of
reported traffic collisions. However, the data did not support the same high incidents
along Ivar Avenue between Grand Avenue and Mission Road where only one traffic
collision occurred during the same three -year period.
Based on continued and ongoing research of the traffic situation on Ivar Avenue (for the
two north and south roadway segments) and inputs from the recent community meeting,
the Traffic Commission recommended that the following traffic measures be installed at
both Ivar Avenue locations (Grand Avenue to Mission Road and Valley Boulevard to
Marshall Street):
• Installation of 'Traffic Calming Zone" signs at the both ends of the roadway
segments,
• Striping of new edge lanes on along both sides of the roadway,

• Striping and /or restriping of center lane markers, and
• Installation of rumble strips at appropriate locations of the roadways.
In addition, the Sheriffs Department will continue to enforce speed laws and deploy
'decoy' vehicles for both Ivar Avenue roadway segments. Citation reports will be tracked
and updates will be provided to the Traffic Commission on an ongoing basis.
Prior to Traffic Commission review, notification postcards were delivered to residents in
the vicinity of this intersection. Residents attended the Commission meeting and one
letter was received supporting traffic safety improvements.
FINANCIAL REVIEW
Funding for this work is included in the Public Works Department operations and
maintenance budget.

Attention Mr. Marcarello:
Attached is a letter expressing my concern about speeding vehicles on my street, Ivar Avenue. I
understand the City will be addressing the issue of speeding vehicles on particular Rosemead
streets at a meeting this Thursday. I request that my attached letter serve to speak on my behalf,
as a long -time resident of Rosemead_ I am 86 years old and am unable to attend the meeting in
person_
Also attached is a copy of a letter I sent to Councilmember Margaret Clark back in 2006, asking
for assistance with a serious parking problem in my neighborhood. I ask that both issues of
concern be reviewed and considered by your department. I believe both problems are serious
enough to merit the City's attention and action. I thank you for the opportunity to voice my
concerns.

Dear Mr. Marcarello
My name is Jennie Borenback, long -time resident of the City of Rosemead. I have lived at 4508 North
Ivar Avenue for almost 52 years. Over the years, I have voiced my concern to the City Council
regarding parking problems on my street (see attached letter sent in 2006). Although the parking
problem still exists, I'd like to bring to your attention a serious speeding problem that has contributed to
several auto and pedestrian accidents on my street_ I have personally witnessed these accidents, as
several have occurred in front of my house.
If you look at a map of Ivar Avenue, between Mission Drive and Grand Avenue, you will see that there
are no side streets that fully intersect Ivar from east to west. There is not one stop sign or traffic light on
the street, and that provides a perfect drag strip for speeding vehicles. Cats constantly race up and down
the street at unsafe speeds, well above the speed limit.
Additionally, there is an access road/alley that provides a route from the Fashion Park Apartments (4405
Rosemead Boulevard) to Ivar Avenue. Much of the traffic entering and exiting the apartment complex
uses this access road. Not only is there no stop sign to control exiting traffic, but there is a blind spot at
the end of the alley that hinders a driver's view of pedestrians and vehicles travelling north and south on
Ivar, but cars nonetheless come flying out with no concern for oncoming traffic.
I feel the best solution would be for the City to lower the speed limit, and install speed bumps in
strategic locations along the street. And, if possible, a review of the access road from the Fashion Park
Apartments should be conducted, to determine if a stop sign is warranted, and whether the blind spot
could be eliminated.
I know the department's immediate concern is speeding problems on certain City streets, but I would
also like to request, once again, that the City consider my plea for alleviating the parking problem in
front of my house, as described in the attached letter.
